MEMBERS PRESENT: Chairman Longley; Commissioners Ed Miller, Tom Chaney, George Boyett, Barney Stevenson; City Planner Bill Koehler; Assistant Director of Public Works George Ford. MEMBERS ABSENT: Commissioner M. R. Calliham, James Wallace, Council Liaison Don Dale. VISITORS PRESENT: See guest register. The meeting was called to order at 7:00 P.M. Agenda Item No. 1 - Approval of the minutes of the meeting of. July 1. Commissioner Ed Miller made a motion to approve the minutes of the July meeting. Commissioner Boyett seconded the motion and the minutes were unanimously approved. Agenda Item No. 2 - Hear visitors. No one spoke. Agenda Item No. 3 - Consideration of preliminary plat of Southwood Valley Section II. City Planner Koehler showed the location of tract and explained that 13 duplex lots fronting on Airline Drive would abut existing residential lots. Across from the lots would be a large tract intended for apartments. City Planner Koehler also explained the owners were requesting a variance from Ordinance No. 690 to cover a smaller than minimum radius curve located on Airline Drive at its intersection with Southwood Drive. After a brief discussion, Commissioner Chaney made a motion to waive the ten day submission period which had not been met. Commissioner Stevenson seconded the motion. The motion carried with Commissioner Boyett abstaining. Commissioner Chaney moved to approve the preliminary plat of Southwood Valley II. Commissioner Stevenson seconded the motion and it carried with Commissioner Boyett abstaining. tom. At this t me, Commissioner Boyett made a motion to remove from the table and to consider the Wolf Pen P.U.D. request. City Planner Koehler explained that essentially Wolf Pen Corp. wanted to trade land from one section to another to accommodate apartment construction. J. W. Wood gave a brief history of an owners association document which would allow such a trade. He also said a utility easement for an existing sewer that serves Scandia property has been prepared and executed. Commissioner Boyett asked if screening would be provided along the apartment project. J. W. Wood said, no, that the building as described would act as a screen. Commissioner Boyett asked about storm drain problems. Mr. Wood said it has been partially taken care of, as a question arose about storm sewer pipe being placed over sanitary sewer. Mr. Wood also said this would be corrected. Commissioner Boyett asked about progress of the Wolf Pen P.U.D. Mr. Wood said when this trade was completed, the apartments would be built and commitments were in hand for the rest of the project. He stated IIIthat Anderson Street was the key to progress. Commissioner Chaney suggested to have a new development plan of this P.U.D. because of design changes that have occurred. Commissioner Boyett suggested Mr. Wood amend the development plan to reflect the changes shown, ie. multiple family dwellings were not the same as changing house lines on a given lot. ORDINANCE NO. Page 2 The Commission would like this plan prior to issuance of -the building permit. Commissioner Boyett made a motion to approve the plat change. Commissioner Chaney seconded and the motion carried. Agenda Item No. 5 - Other business. This item was taken up before agenda item no. 4. City Planner Koehler explained the location and development contemplated on a preliminary plat of Southwood Valley Section III. He pointed out that the commission might elect to consider limited curb cuts along commercial lots on Brothers Boulevard. Mr. W. D. Fitch gave a brief history of property involved and stated that some street layouts were conceived due to utility lines having been extended to properties to the south. The urgency of this plat is that existing residential lots need access onto Longmeyer and other streets and these particular streets cannot be constructed until the preliminary is approved. Commissioner Chaney made a motion to waive the 10 day submission requirement. Commissioner Miller seconded the motion and it carried with Commissioner Boyett abstaining. Commissioner Chaney made a motion to approve the preliminary plat of Southwood Valley III. Commissioner Stevenson seconded the motion and it carried with Commissioner Boyett abstaining. Agenda Item No. 4 - Open Workshop Session -- Discussion of operations under existing ordinances. Commissioner Boyett led a discussion on the subject of possible ordinance changes. Discussion centered around provisions for regulation of commercial development, abbreviated plats and abbreviated platting procedure in certain cases to allow compliance with state law and use permits for conditional uses. Chairman Longley suggested the proposed changes should be discussed further and considered in the future under other business. 4110 Commissioner Boyett made a motion to adjourn the meeting.
