Planning and Zoning Commission
August 4, 1974
7:00 P.M.
MEMBERS PRESENT: Chairman John Longley; Commissioners James Wallace, Ed Miller,
Tom Chaney, Barney Stevenson, George Boyett, and M. R. Calliham;
City Planner Bill Koehler, Engineering Aide Jimmy Wenzel; Council
Liaison Don Dale.
MEMBERS ABSENT: None.
VISITORS PRESENT: See Guest Register.
The meeting was called to order at 7:00 P.M.
Agenda Item No. 1 -- Approval of the minutes of the meeting of July 17, 1974.
The first sentence in Agenda Item No. 3 should be amended to read "14 duplex
lots" instead of "13 duplex lots". Commissioner Miller moved that the minutes
be approved with this amendment. The motion was seconded by Commissioner Chaney
and unanimously approved.
Agenda Item No. 2 -- Hear visitors. No one spoke.
Agenda Item No. 3 -- Consideration of a final plat of Southwood Valley, Section Two.
• City Planner Koehler displayed the plat and stated that it had been reviewed and
conformed to the preliminary which had been approved at the last meeting. He said
that there had been adequate time for review and that there was no objection to
waiver of the 15 day filing deadline.
A motion was made by Commissioner Wallace and seconded by Commissioner Stevenson
to waive the 15 day filing deadline and to approve the final plat. The
motion was approved unanimously with Commissioner Boyett abstaining.
Agenda Item No. 4 -- Other business. Mr. A. P. King stated that it had been suggested
to him by Councilman Jim Gardner that he should consider the possibility of providing
open space and recreation areas within his proposed apartment project in lieu of
dedicating park land to the City which would require City development and maintenance.
He asked for the Commission's views on this proposal.
Commissioner Boyett pointed out that a difficulty would arise in assuring the
perpetuation of the use of the open space, that deed restrictions would likely
not be satisfactory and that possibly the use of the land could be assured by an
easement covering it. Commissioner Chaney and Council Liaison Dale agreed that it
would be advantageous to the City and to the residents of the area to have a developed
recreational area suited to their needs rather than to have raw park land which would
be up to the City to develop and maintain.
Commissioner Stevenson asked whether it would be proper to grant a variance to this
provision of the ordinance and thereby set a precedent for waiver of valuable
requirement. Commissioner Boyett called attention to paragraph 10-C.1 of the
subdivision ordinance which implies that this is proper. Commissioner Calliham
stated that, as the ordinance requires parks to be adjacent to a public street, the
intent of the ordinance must be to have the parks and recreational areas serve a
neighborhood larger than a single apartment complex.

Commissioner Boyett concluded that unless park dedication was made according to
the ordinance, any other agreement must be approved by the City Council.
City Planner Koehler presented a proposed master preliminary plat of Southwood
Valley, Section III, and explained that the owner wished to have the plat
considered a master preliminary plat for development in three installments.
A motion was made by Commissioner Chaney and seconded by Commissioner Miller
to accept the plat as a master preliminary plat. The motion was approved
unanimously with Commissioner Boyett abstaining.
Chairman Longley called attention to a letter stating the City's policy on
building permits and utility connections in lands which have been divided without
duly approved plats.
Chairman Longley pointed out that the Mayor had called for a joint public
hearing of the Planning and Zoning Commission and the City Council to be held
on August 26, 1974 at 7:00 P.M. and called for a meeting of the Commission on
that date.
Dr. Christopher Mathewson presented a series of interpretive maps showing
engineering geologic features of the College Station-Bryan areas as they pertain
to urban development.
Agenda Item No. 5 -- Adjourn. Upon a motion by Commissioner Boyett, seconded
by Commissioner Wallace and unanimously approved, the meeting was adjourned.
