Calliham; Commissioners Tom Chaney, Ed Miller, C. C. Mathewson, George Boyett, John B. Longley, and James Wallace; Council Liaison Don Dale; and City Engineer George Ford. MEMBERS ABSENT: None. VISITORS PRESENT: See Guest Register. Agenda Item No. 1 - Approval of the minutes of the June 4 , 1973 meeting. The meeting was called to order at 7 : 00 P.M. by Chairman Calliham and on motion by Commissioner Chaney, seconded by Commissioner Boyett, the minutes of the June 4 , 1973, meeting were approved. Agenda Item No. 2 - P&Z Case No. 17-73 - A request for rezoning from Single Family Residential District (R-1C) to Apartment District (R-3) all of Lot 38 of Southwood Subdivision, Section 25 . City Engineer George Ford presented the location and description of the tract. W. D. Fitch discussed the plans for the area. A public hearing was called by Chairman Calliham; there was no response . The public hearing was closed. On motion by Commissioner Boyett, seconded by Commissioner Longley, the rezoning request was approved for recommendation to the City Council. Agenda Item No. 3 - P&Z Case No. 18-73 - A request for rezoning from Single Family Residential District (R-1C) to Commercial District (C-1) all of Lot 39 of Southwood Subdivision, Section 25 . City Engineer George Ford presented the location and description of the tract. W. D. Fitch discussed the plans for the area. A public hearing was called by Chairman Calliham; there was no response. The public hearing was closed. On motion by Commissioner Boyett, seconded by Commissioner Longley, the rezoning request was approved for recommen- dation to the City Council. Agenda Item No. 4 - P&Z Case No. 19-73-A request for rezoning from Single Family Residential District (R-1C) to Heavy Industrial District (M-2) a tract of land (3 .6 acres) located at the south corner of the Southern Pacific Railroad, Dowling Road, and FM 2818 intersection. City Engineer George Ford presented the location and description of the tract. Various commissioners discussed the need for more indus- trial areas. Commissioner Boyett spoke representing the potential buyers and users of the property, Wickes , Inc. A public hearing was called by Chairman Calliham. W. D. Fitch spoke in favor of the request. The public hearing was closed. On motion by Commissioner Chaney, seconded by Commissioner Miller, the rezoning request was approved for recommendation to the City Council. Commissioner 011 Boyett abstained from voting. r � Minutes, Planning & Zoning Commission, June 18 , 1973 Page 2 Agenda Item No. 5 - P&Z Case No. 20-73 - A request for a conditional 410 use permit for a church and commercial day-care center to be located at the intersection of Anderson Street and Village Drive in _the Anderson Ridge Subdivision. City Engineer George Ford described the area and presented a plat showing the lots involved. It was pointed out that no provisions for day-care centers or churches are made in the existing zoning districts, thus making a conditional use permit necessary. J. W. Wood, architect, discussed building plans for both tracts. A public hearing was called by Chairman Calliham. Jim Gardner asked if the site plan had been considered as to parking and access requirements. The public hearing was closed. On motion by Commissioner Boyett, seconded by Commissioner Longley, a conditional use permit for a church on Lot 2 , Block 1, Anderson Ridge Subdivision, and a conditional use permit for a commercial day-care center on Lot 1, Block 1, Anderson Ridge Subdivision, subject to filing of final plat, both to be in force if construction begins within one year from date of approval; were recommended to the City Council. Agenda Item No. 6 - Review of a proposed College Station Development Ordinance. The Commission postponed discussion of the proposed College Station Development Ordinance until a workshop session could be called. Agenda Item No. 7 . On motion by Commissioner Longley, seconded by Commissioner Boyett, the Commission accepted a letter concerning pro- posed railroad relocation from the owners in Rockwood Park Estates. 410 Agenda Item No. 8. On a motion by Commissioner Boyett, seconded by Commissioner Longley, the Commission accepted a letter from J. W. Wood and granted an extension of six months from the date of the letter (May 31, 1973) for the presentation of the second phase of Wolf Pen Creek Village. Agenda Item No. 9 . Chairman Calliham reminded the Commissioners of the next scheduled Planning Commissioners Workshop to be held in Austin September 13, 14, and 15 and urged as many as possible to plan to attend. Agenda Item No. 10 . The Commission accepted basic data which has been submitted for inclusion in the Texas Industrial Commission Primary Data Bank. Agenda Item No. 11 - Other business. There was none. Agenda Item No. 12 - Hear visitors. W. D. Fitch briefly discussed a problem of fencing across drainage ways and easements. After refer- ring to the existing ordinances it was agreed that this will be dis- cussed in the proposed workshop meeting. Means whereby citizens could be informed of existing city ordinances affecting homeowners was discussed.
