Calliham; Commissioners John Longley, George Boyett, Bill Cooley, Tom Chaney, Ed Miller and James Wallace; City Planner George Eby and Administrative Secretary Nancy Reeves MEMBERS ABSENT: Council Liaison Don Dale VISITORS PRESENT: See Guest Register Agenda Item No. 1 - Approval of the minutes of the November 6, 1972 meeting. The meeting was called to order at 7:00 P.M. by the Chairman. Before enter- taining a motion for approval of the minutes, Chairman Calliham requested Mrs. Reeves to correct the minutes to show that he did not vote on P&Z Case No. 36-72 at that meeting. On motion by Commissioner Chaney, seconded by Commissioner Longley, the minutes of the November 6, 1972 meeting were unanimously approved 41111/ with the above mentioned correction. Agenda Item No. 2 - P&Z Case No. 30A-72 - A final plat of Windmill Hills Addition developed by Bob Whitley. The final plat of Windmill Hills was extensively reviewed by the Commission. Consideration was given to the professional opinion of Dr. Christopher Mathewson, an urban geological engineer, concerning the extreme hazard of the development of the Carter Creek Flood Plain with particular concern to the development of the mobile home park section of this plat. Additional hazards were j indicated relevant to the serious health hazard, property damage hazard and threat to human life. It was shown that the threat to human life far outweighed the economic evaluation of the property and the profit motive of the developer. After extensive deliberation, the Commission, upon motion of Commissioner Boyett and second of Commissioner Chaney, unanimously voted to deny approval of the final plat of Windmill Hills Addition. An additional recommendation was that if the developer desired, he could re-submit the plat providing that no fill work or any development of any land under the existing 255 foot elevation be allowed with no exception. Addi- tionally, another requirement for future approval is a filling of all existing land over 255 foot existing elevation to a 259 foot elevation on the north side of the tract with permission to graduate the fill in a southward direction to 257. 5 feet at Highway 30. Said elevation being one foot over the 100-year flood elevation as determined by the U. S. Corps of Engineers in their preliminary study conducted in November of 1972. Said 100-year flood elevation represents the elevation at which the probability of flooding during a period of one year is 1%. r � Minutes Planning and Zoning Commission November 20, 1972 Page 2 Agenda Item No. 3 - P&Z Case No. 40-72 - A re-plat of part of Lots 10 and 11, Block A, 2nd Installment Carter's Grove Addition by George Sowers. On motion by Commissioner Boyett, seconded by Commissioner Wallace, this re-plat was unanimously approved. Agenda Item No. 4 - P&Z Case No. 33B-72 - A final plat of Southwood Section 26 by the Area Progress Corporation. Mr. W. D. Fitch stated that he would like to have this final plat approved, along with a letter he had written which is attached as a part of these minutes. The letter requested that Reserve B, as shown on the plat, be conveyed to the City by deed for use as a city park or as a part of the City cemetery. On motion by Commissioner Boyett, seconded by Commissioner Longley, the plat was unanimously approved. The request for conveyance of Reserve B to the City was recommended to the City Council as part of the same motion. Agenda Item No. 5 - P&Z Case No. 12A-72 - A final plat of Post Oak Forest P-U-D by Raymond Reiser. After considerable discussion, Commissioner Boyett made a motion that the final plat and final development plans be recommended to the City Council for approval with the following adjustments: 1. Complete the final plat to include the letter and number designation of each house plan to go on each lot; 2. Graphically designate the phases on the plat. Phase 2 and 3 should be Phases 2A and 2B. • 3. The lots should be renumbered to include Lot 10 which was left off the plat. 4. Tie the house plan document to the final plat so that the house plans become an integral part of the final plat. The motion, seconded by Commissioner Longley, was unanimously approved. Agenda Item No. 6 - Continued Review of the Citizens Advisory Committee system. The Commission unanimously agreed to postpone this item until the next meeting. Agenda Item No. 7 - A presentation entitled, "The Historical Context of Planning Commissions", by Robert Cornish, AIP. Due to the length of the meeting and the lateness of the hour, this item was also postponed. Agenda Item No. 8 - Other Business. None. Agenda Item No. 9 - Hear Visitors. Mr. Robert Cornish stated that there is a study being conducted on open spaces in the Brazos area by the Open Space Committee of the Environmental Action Council. Mr. Michael Murphy stated that he was very much appreciative of the Commission's action concerning developing in flood plain areas. 411 L J r � Minutes Planning and Zoning Commission ', lib November 20, 1972 Page 3 Agenda Item No. 10 - Adjourn. POST OFFICE BOX F COLLEGE STATION, TEXAS 77840 TELEPHONE 846-4424 846-2916 November 20, 1972 Mr. George Eby City Planner College Station, Texas 77840 Dear Mr. Eby: In our submittal of the final plat of Southwood, Section 26, we have included on the plat a tract of land which is designated as Reserve "A" (Park Dedication) which, together with the adjoining drainage easement, will become city property upon filing of this plat. Also shown on the plat is a tract of land designated as Reserve "B" which lies South of the present city cemetery property and the city land West of the cemetery. 410 I would like to propose that Reserve "B" be given to the City for its use as park land, or as partial addition to the cemetery property as may be determined by the Council, and I ask that you submit this proposal to the Planning and Zoning Commission for their favorable recommendation to the Council. We have previously discussed this transaction with members of the Council, and the Planning and Zoning Commission, but until the filing of this plat the property has not been specifically defined. If the Council accepts our proposal, this property will be deeded to the City of College Station. Respect y submitted, W. D.
