McGraw The Chairman called the meeting to order at 7:05 p.m. in the Council Room of the City Hall in College Station, Texas. The Minutes of the April 7, 1969 meeting were approved as written. Chairman Wells called on Commissioner Gardner to give a report on the renaming of 29th Street and Wellborn Road. Mr. Gardner passed out copies of a written report on the study he conducted in Bryan-College Station. He also presented a map which outlined the areas under question. After his recommendations were presented, Commissioner Gardner moved that no action be taken regarding the renaming of "29th Street" at the present time. Commissioner O'Brien seconded the motion. Motion carried. Commissioner Gardner moved that a recommendation be made to the City Council to rename Wellborn Road to "Old College Road" from Bryan/College Station city limits south to University Drive and Old College Road South from University Drive south to the city limits of College Station. Commissioner Steen seconded the motion. Motion carried. The vote was unanimous. The next item on the Agenda was the consideration of a Mobile Home Park Ordinance. After considerable discussion, Commissioner O'Brien moved that the Mobile Home Ordinance be accepted with amendments written in Section 7. 5 and recommended to the Council for their consideration. Commissioner Baur seconded the motion. Motion carried. • 411 Minutes of Planning and Zoning Commission • May 5, 1969 Page 2 Commissioner Gardner presented a plan concerning the City of College Station and the proposed annexation as to available land use and presented several maps which showed the way the City of College Station was presently zoned. The maps showed churches, schools and parks. Also located on the maps were interim plans for schools, utility layouts, highway plans, etc. Commissioner Gardner stated that they were not able to make an actual plan because they were not able to get the public directly involved to determine their feelings. The data on one of the maps presented showed the amount of land being used per the population. One of the maps presented was concerned primarily with the specific zoning cases that are before the Commission at present. After Mr. Gardner's presentation, there were questions from some of the Commissioners as well as from citizens in the audience. Chairman Wells complimented Mr. Gardner and the students involved in helping him for their hard work on the maps and for giving a good presentation. Allen Swoboda (Mobile Home Court - 1) The first item for rezoning was that from Allen R. Swoboda who owns property in the proposed annexation area. His request was for Mobile Home Park Zoning. After discussion among the Commissioners and citizens from the audience, Commissioner O'Brien moved that the request of Mr. Allen Swoboda for Mobile Home Park Zoning ( District No. 3-A ) be recommended to the City Council for their approval. Motion was seconded by Commissioner Baur. Motion carried. Bardin Nelson (Mobile Home Court - 2) Mr. Bardin Nelson requested the Planning and Zoning Commission to zone his property as Mobile Home Park (District No. 3-A). Commissioner Gardner moved that this request for Mobile Home Park zoning be recommended to the City Council for their approval. Commissioner Steen seconded the motion. Chairman Wells asked if any citizen in the audience wished to comment. Several people stated that they did not know this particular tract was requesting zoning for Mobile Home Parks and several property owners involved did not want their property adjacent or close to the Mobile Homes. On the question, there were three votes recorded as no and two votes as yes. Motion did not carry. Area Progress Corporation, C-1, C-2, & C-3; A-1 through A-4 and D-1 The next request for rezoning was that of Mr. Bill Fitch of Area Progress Corporation. His requests were for rezoning several tracts of land which he had broken down into tract designations of C-1, C-2, and C-3; A-1 through A-4 and D-1, for easier clarification. • J 1 Minutes of Planning and Zoning Commission ,� May 5, 1969 Page 3 The first tract considered was C-1, which Mr. Fitch requested 4-A zoning (Neighborhood Business District). Commissioner Gardner moved that the request be approved for 4-A subject to the area being reduced by approximately three acres. After discussion with Mr. Fitch and commission members, and for lack of a second, Mr. Gardner withdrew his motion. Commissioner O'Brien moved that the C-1 area be disapproved. Commissioner Baur seconded the motion. Motion carried. Commissioner Gardner asked to be recorded as voting no. On motion by Commissioner Gardner, seconded by Commissioner Steen, the request of C-2 for Commercial zoning (District No. 4) was recommended to the Council for their approval, with the stipulation that the access problems would be worked out between the developer and the Highway Department. Motion carried. On motion by Commissioner Baur, seconded by Commissioner Horne, the request of C-3 for Commercial zoning (District No. 4) was recommended to the Council for their approval. Motion carried. On motion by Commissioner Steen, seconded by Commissioner Gardner, the request of A-1 for Apartment House zoning (District No. 3) was recommended 0 to the Council for their approval. Motion carried. On motion by Commissioner Baur, seconded by Commissioner O'Brien, the request of A-2 for Apartment House Zoning (District No. 3) was recommended to the Council for their approval. Motion carried. On motion by Commissioner Gardner, seconded by Commissioner Horne, the request of A-3 for Apartment House zoning (District No. 3) was recommended to the Council for their approval. Motion carried. On motion by Commissioner Baur, seconded by Commissioner Horne, the request of A-4 for Apartment House Zoning (District No. 3) was recommended to the Council for their approval. Motion carried. On motion by Commissioner Horne, seconded by Commissioner Baur, the request of D-1 for Second Dwelling House zoning (District No. 2) was recommended to the Council for their approval. Motion carried. 4111 Minutes of the Planning and Zoning Commission May 5, 1969 Page 4 K. C. Morgan Request - C-4 110 Mr. K. C. Morgan requested Commercial Zoning on two lots (No. 1 and 2) in Lakeview Acres, a subdivision of forty acres out of the A. J. Tabor, Jr. one hundred seventy-acre tract of land in the Morgan Rector Survey on the north side of Millers Lane. Several citizens from the audience spoke against this zoning since their property would be directly affected and they did not want Commercial zoning in that particular area. After considerable discussion among Commission members, Commissioner Gardner moved to bring the land in as R-1, but the motion failed for lack of a second. Commissioner O'Brien moved that District No. 4 (Commercial) designation be given to Mr. Morgan for the remaining portion of Lot 1 that he owns which is 3 1/2 acres with frontage on Highway 6 and Millers Lane. Motion carried. Mrs. C. L. Turner Request - C-5 In a request from Mrs. C. L. Turner, she requested that Lot 8 on Lakeview Acres on Millers Lane be zoned as commercial. On motion by Commissioner Gardner, seconded by Commissioner O'Brien, the portion of Lot 8 owned by Mrs. C. L. Turner was recommended to the Council for approval to be zoned as Commercial (District No. 4), so far as it lies within the proposed corporate area of the city. Motion carried. Mr. James A. Ford Request - C-6 S Mr. James Ford's request for rezoning his property consisting of 29.366 acres situated in the Norman Rector League was for commercial zoning. After discussion from citizens in the audience and among Commissioners, Commissioner Gardner moved that the request for Commercial zoning on the property at the end of Millers Lane be denied. Motion was seconded by Commissioner Horne. Motion carried. Marion Pugh Request Request from Marion Pugh for rezoning of 1. 15 acre tract situated in the J. E. Scott League from Industrial to Apartment House District. Commissioner O'Brien moved that this zoning request be recommended to the Council for approval. Motion was seconded by Commissioner Baur. Motion carried. Commissioner Gardner voted no. Vote was recorded as 5 ayes and 1 no. The next request was from Marion Pugh for annexation and zoning a 47.27 acre tract in the Crawford Burnett League to Mobile Home Park. After consid le discussion among commission members and Mr. Pugh, Mr. Pugh asked that his request for this tract be withdrawn. Chairman Wells reported that the draft of the Annual Report would be forthcoming in the next few weeks. The next item on the Agenda was the consideration of a Preliminary Plat of CONCORD ESTATES by Mr. Jim O'Brien, on the south side of Highway 30, approximately 1/2 mile east of Highway 6. Mr. O'Brien asked that his request for preliminary plat approval be withdrawn. However, there was a letter accompanying the plat which requested the tract be rezoned from R-1 to R-3 and that the portion not in the city limits at present be annexed as R-3. Mr. O'Brien, a member of the _ A Minutes of Planning and Zoning Commission • May 5, 1969 Page 5 Commission, did not participate in Commission action on this request. On motion by Commissioner Baur, seconded by Commissioner Steen, it was recommended that the Council approve the area within the city limits to be rezoned as R-3 and at such time as the additional area on the plat is brought into the corporate limits of the city, it be zoned as R-3. Motion carried. Chairman Wells introduced Mr. Lee Roy George, who will assist the Planning and Zoning Commission as a part-time planner. Mr. George has been employed by the City of College Station and has had considerable experience in the field of planning, etc. Mr. Gardner stated that on behalf of the Planning and Zoning Commission, he would like to express their appreciation to the City Council for hiring Mr. George as part-time planning assistant.
