Baur Commission Members Absent: Commissioners Everett Janne, Jim O'Brien and Wendell Horne Councilmen Present: Mayor D. A. Anderson; Councilmen Bill J. Cooley, James H. Dozier, Robert R. Rhodes, O. M. Holt, Dan R. Davis and C. H. Ransdell; City Manager Ran Boswell and City Secretary Lynda Swoveland The Mayor officially called the meeting to order at 7:30 P.M. in the Council Room of the City of College Station, Texas. The first item on the agenda for discussion was prospects for comprehensive planning. The Mayor briefly explained the status of comprehensive planning and the need for it. He related that the matter is to be initially discussed at a forthcoming meeting of the Brazos Area Planning Corporation, along with a regional traffic plan, since the matter involves several entities of government. Mr. Wells asked the Mayor and City Council what the prospects were for city staff technical assistance in the near future. The Mayor and Council were in agreement that a City Engineer would be hired as soon as possible. A City Planner would be at least one year away and possibly longer. Mr. Wells then asked about a Building Supervisor and was informed by the City Manager that Mr. Dulaney was at present functioning in this capacity, in addition to his other duties. It was the expression of the Council that he functions in this capacity at the present time. The Planning and Zoning Commission was informed by the Mayor that a committee of councilmen had been appointed to revise the current council policy statement as it relates to the Planning and Zoning Commission. There was considerable discussion in regard to the scope. The revised draft was given to the City Secretary to be drafted and mailed to Councilmen for their review and comments, following which it will be adopted by the council and submitted to the Planning and Zoning Commission. Minutes of Planning and Zoning Commission and City Council February 3, 1969 Page 2 Several aspects of Ordinance 38 were discussed at length by the City Council and members of the Planning and Zoning Commission. The discussion brought out the fact that the copy of the draft of this ordinance, now in the hands of Codie Wells, included items that had been deleted by earlier council review. The City Manager stated that he would find the original draft and have it checked against the retyped draft of Ordinance No. 38. In concluding the discussion, the Mayor said that Planning and Zoning should take Ordinance 38 and incorporate their comments. On the subject of public hearings, the Council said that such should be held by the City Council whose responsibility it is by current ordinance. The preparation of an agenda was considered to be an internal matter but the need for such was expressed by all. It should be prepared and distributed most importantly to members, and to the News Media as well. This distribution to the News Media would give the public a chance to know that there would be a Planning and Zoning Commission meeting if they wished to attend the meeting. However, such was not to be construed as a public hearing. • In regard to time limit for consideration of zoning changes, the Council felt this should be left to the discretion of the Planning and Zoning Commission. The Chairman stated that he felt zoning requests should be in 10 days prior to the date of the meeting. This would give each member time to go out and look at the property to be rezoned, as well as being able to have it included in the agenda. There was agreement among all present that this was desirable. The meeting adjourned at 9:30 P.M.
