• MINUTES OF THE PLANNING & ZONING COMMISSION
January 6, 1969
Members Present: Acting Chairman Codie Wells, Jim Gardner, Everett
Janne and Jim O'Brien
Members Absent: Phillip Steen
Visitors Present: Ran Boswell, City Manager; Dr. C. H. Ransdell,
Councilman; and Mr. Robert Guy
The Chairman called the meeting to order at 7:05 P.M. The minutes of the
December 2 meeting were approved, with Mr. Gardner being recorded as voting no.
On motion by Mr. Janne, seconded by Mr. O'Brien, the zoning request
from Mrs. Leatrice Alani to rezone Lots 6 and 7 and a 3 foot strip on the rear of
Lots 4 and 5, Block 1, College Park, was recommended to be disapproved. Motion
carried.
Councilman Ransdell stated that the Mayor was considering appointing two
0 more members to the Planning and Zoning Commission, making a total of seven.
The Planning and Zoning Commission decided to defer action on the
Culpepper Plaza Plot Plan for streets and sewers until the water plans were submitted.
Mr. Gardner distributed a Memo which outlined recommended policies and
1 procedures that he felt should be adopted by the Commission. On motion by Mr. Gardner,
seconded by Mr. O'Brien, it was recommended these policies and procedures be adopted
by the commission. Mr. Wells stated that he would have to vote no because he had not
had time to study the outlined policies and procedures in detail. Mr. Gardner and Mr. O'Brien a
then withdrew their motion. It was agreed that the policies and procedures would be acted
upon at the next meeting, after each commission member had time to study them in more
detail.
The meeting was adjourned at 8:05 P.M. , subject to call.

SUBJECT: Recommended Policies and Procedures
FROM: J . R . Gardner , Commissioner
Because it is vitally important that the Planning & Zoning Comm-
ission be as fully informed as possible before acting on zoning
and other requests and ,
Because under the present procedures there is usually insufficient
time to permit all members to review the actual conditions in and
around the sites of the various cases presented to them and ,
Because no public hearing or notification is required for practically
all of the Commission ' s activities and ,
Because it is important that those citizens directly affected , as
well as those who are generally interested in what is happening in
and to their community, be as well Informed as practicable,
• The following recommendations are made:
1 . Requests for zoning changes will be acted upon or otherwise
considered only if received in City Hall prior to one ( 1 )
week before a regular or special (alternate) meeting date
of the Planning & Zoning Commission . (,See note tbe.low*)
2. An agenda will be prepared for each meeting .
A.The minimum information for each zoning item should be:
( 1 ) Zone change requested
(e. g . District # 1 , First Dwelling House District
to District # 4 , First Business District . )
(2) Location . (e . g . southwest corner of and
streets or in undeveloped areas , a br' —legal
description . )
(3) Estimated size of property under consideration (acres
or number (7- feet x feet lots) .
(4) Proposed use of property, if known .
• * Under the same time restrictions , any Planning & Zoning Commissioner
may request item of new business to be placed on agenda . It shall be
his responsibility to see that material is presented . •
