Robbin Major- Storyteller 184 July 30 Craft will be hats made from Newspaper Print and decorated Carnegie Update Since I last visited with you on May 20th: ► Barry Wagner and I met with representatives from the Texas Historical Commission and Texas Department of Transportation Environmental Services Division in May. Were able to come to verbal agreement on most architectural aspects of the building. Since then it has been determined that the pier and beam floor system, as currently exists in the Carnegie,will be retained-no slab or suspended slab as had been proposed. HVAC will be allowed in a mechanical mezzanine (ceiling will be dropped) in back area(East) of second floor. Barry has received last of support information from the engineers and will • be delivering changes to the THC for final review(AND APPROVAL)by Friday of this week. ► Am also still awaiting approval/comment from the State Equal Access Review board. They are reviewing plans for compliance with handicapped accessibility requirements. Our project will have some leeway as the Carnegie is a National Register Building. ► Am awaiting word from TXDoT on whether or not plans meet all their criteria. Want to be able to implement any changes they require before we go to print. Locally TXDoT has assigned us a new project liaison-Don Worth. Will be meeting with him later this • week to get acquainted and prod. He is trying to locate our documents in Austin to see if review hasan roduced comments. p Y • Am still hopeful our project can be bid in September. Legislatively, TXDoT is prohibited from bidding more than$250 million in any one month. They are over committed for all summer months and looking to push projects later in the year. I am arguing we'll be ready. Visited with representatives of Grimes County where they bid out their courthouse • restoration last month-no bidders. They will try again next month. Barry indicates he has several contractors interested in our project-hope our results are better. ► The Texas Historical Commission again has funds available in their Texas Preservation Trust Fund. The THC indicates they would be seriously interested in supplying one third of the funds needed to put a rolled metal roof on the Carnegie(historically most correct) - rather than returning with the single roof as is in place now. THC would supply one third of the funds- other two thirds must come from other sources. Applications are due September 5, 1997. I will pursue these funds. Four members from Bryan shall be appointed by the Community Librarian and four members from College Station shall be appointed by the College Station City Council. Initially, each city will appoint two members for one-year terms, and two members for two-year terms. Thereafter, all terms will be two-year terms. Community Librarian The Community Librarian shall be an ex- officio member of the Board. The Community Librarian, or the Librarian's designee, shall attend all board meetings. Duties The Advisory Board shall perform the following duties: encourage the development of the library system; recommend to the city councils policies and programs for the advancement of the libraries; cooperate with all other public and private groups in advancing the best interests of the library system; render to the city councils all recommendations it considers advisable regarding the library system. • Officers Officers of the Board shall be chosen at the first meeting of the year and shall be: president/chairman and vice- president/vice-chairman. Officers shall serve for one year. The chairman shall preside at all meetings, appoint special committees as needed and authorize calls for any special meetings. The vice-chairman assumes the duties of chair in the absence of the chairman. Committees Special committees may be appointed by the chairman. Such committees are to serve until the completion of the work for which they were appointed. All committees are expected to make a progress report at each board meeting. Meetings Six regular meetings of the Board shall be held in the calendar year at the time and place selected. The Community Librarian shall provide a secretary to keep a permanent record of the meetings. The Board shall comply with the State of Texas Open Meeting Law and other laws of the State and the Cities of Bryan and College Station. Special meetings may be called by the chairman, or upon the request of four members, for the transaction of only that business stated in the call for the meeting. Notice of special meetings shall be sent at least four days in advance. Quorum A quorum for the transaction of business shall consist of five members of the Board. L Proposed Bylaws Page 2 Amendment of Bylaws These bylaws may be amended at any regular meeting of the Board when a quorum is present by a unanimous vote, providing the amendment was stated in the call for the meeting. When a unanimous vote is not obtained, the proposed amendment may be placed on a future agenda at which time a majority vote is required for passage. • 411
