RE: Fines on special collections
Dear Clara:
After an inexcusably long delay, I have finally paid the
fines I incurred on pieces in the library ' s special artworks
collection that I inadvertently kept longer than permitted .
Because I delayed so long, I added something to the fines as
a contribution for the library.
You may recall that I discussed this matter with you at the
time I discovered I owed the fines, not with the idea of
having them forgiven, but to suggest that the library review
the fine structure .

Based upon our conversation of many months ago , I understand /
that the items in the special collection do not receive the
use that you would prefer . I also understand that the fine
for keeping the works beyond the return date is double the
book fine .
Several things come to mind:
1) The value of, the artworks in the special collection
is , by and large , probably not much more than many of
the books tli°iat are available for circulation. If that
is the case,!the doubled fine appears to be inap-
propriate.
2) The larger fine would seem to work against greater use
of the collection by the public . Certainly that is
true in my case ; I will not use it again.
3) When you check out a book, there is a logical point at
which you are reminded that the book must be returned.
That point is when you finish the book. There is no
such point for a painting, or a piece of sculpture. It
just hangs on the wall or sits on the mantle, smiling ,
knowing that the odds are you will forget the due
date .
I think the appropriate thing to do would be to reduce the
fines to the level charged for books. Further , I think the
library should rearrange its notice schedule for the art-
works it has for circulation so that instead of sending an
overdue notice, it sends a "to be due" notice. That should
require no more staff time than the current procedure , since
the "to be due" notice would replace the overdue notice . The
implementation of those two changes should increase public
acceptance and use of the special collections.
Please present these suggestions to the library board, for
recommendation to the city manager or city council if the
board deems fit. I also would appreciate it if you would ap-
prise me of the date and time at which the matter will be
brought to the board.
