1 . On the 18 of Sept. 1985, the Library Board of the City
of Bryan, Texas, convened in regular session in the regular
place in the Reading Area of the Library Building, at 5 p.m.
with the following members present:

Also present were Mrs. Clara B. Mounce, City Librarian; Mrs.
Jerilynn A. Williams, Associate City Librarian; and Mrs.
Laura Mills, secretary.

�1� 3. There were no visitors.
4. The minutes were approved as mailed.
5. The monthly report of statistics for June, July, and
August indicated an overall increase in circulation from last
year. Children 's circulation was more than 12% over last
summer.
6. There were no committee reports.
7. Mrs. Mounce discussed a change in sending out the Board
packets. Rather than send to each Board Member a copy of all
books on order two sets of these copies would be available
for review at the meeting. These purchase orders are
routinely posted for patron 's information.
Mrs. Mounce discussed several problems that have occurred in
the library this summer. One man was frequently shampooing
his hair in the bathroom; another regular day-long patron was
preaching to a group of day care children. These along with
other incidences have been handled by the City Librarian, and
if necessary, with the assistance of the Police.
Mrs. Mounce then passed out examples of the Serials List that
411has been put on the computer. Every magazine, periodical ,
and other serial publication is listed showing where it is
indexed, whether it is bound or not, its subject , and an
abstract as to contents. Copies have been sent to local high
schools and junior high schools for student use.

The outside book drop was discussed. Since it used so often,
it requires that a staff member come to the library on
| weekends and holidays to empty it. Since no overtime is
allowed in the current budget , this is done by Mrs. Mounce or
Mrs. Williams, who are salaried. A policy for consideration
would be to lock the book drop when the Library is open and
have a sign on the book drop indicating when the building
is open when parking spaces are increased.
Another computer project was completed for the Children 's
collection. An index to the Easy Picture Books section has
been put on the computer. A user can look up different
subjects and see the list for all picture books on that
subject. The project was also completed with the help of
volunteers from the computer access program.
Mrs. Mounce commented on consolidation of the adult and
children 's circulation departments into one general
circulation area downstairs. The change made on September
18 will make for a more efficient circulation department.
Some changes in children 's services will be to delete the
Thursday night storytime. A puppet show will open storytime
in October featuring Freida (a puppet) misbehaving in the
Library. This is an attempt to show behavior that is not
appropriate in the Library.
8. Mr. Madeley recommended that the Board should follow the
tradition of meeting in October and November, and skipping
December. The board had no objection to this suggestion.

9.A. A printed report on the microcomputer public access
program was given by Mrs. Mounce. Mrs. Mounce initiated the
program in October 1984 providing her expertise to teach
volunteers and staff on how to use a computer.
9.B. Mrs. Williams ' printed report on the Adult Reading
Program, a literacy grant project which began in September
1984, was also discussed. The need for such a literacy
program was much needed and the success of the program
indicates a desire for those with low or non-existent reading
skills to become involved in such a program.
The microcomputer access program and the adult reading
program will start again in the fall and both Mrs. Mounce and
Mrs. Williams will be involved in the program. The Service
League is expected to take the leadership role in the adult
reading program.
9.C. Mrs. Mounce said she attended a meeting last Friday of
the College Station City Council regarding plans for a branch
library. Mrs. Mounce was on a committee that submitted a
proposal in February for a branch library to be funded by the
City of College Station. The City of College Station is
presently searching for a building for the library and has
asked Mrs. Mounce to prepare a line item budget. Attending
the meeting were Bryan City Manager, Deputy City Manager,
Community Services Operations Manager, a council member , and
other College Station officials.

Another project discussed was renovation of the upstairs
bathroom for handicapped persons. The original estimate of
$5,000 was questioned when the bids came in at over $12,000.
Mrs. Mounce stated that the extra money may be obtained
through assistance from the Friends of the Library Club. Mr.
Ernest Clark, City Manager, indicated that he would make a
decision soon for additional funds.
Mr. Madeley stated the Friends of the Library Book Sale is
scheduled for October 17, 18, and 19 at the Manor East Mall
at 4 p.m. on Thursday. He encouraged volunteers to help with
the sale.
10. Mrs. Mounce said that the American Library Association
"Freedom to Read" statement is an item for consideration by
the Board in the future. She will include a copy in the next
board packet for discussion at the meeting.
11. Mr. Madeley asked for a motion to adjourn the meeting.
Judge Carolyn Ruffino moved to adjourn at 6: 15 p.m. , seconded
by Mrs. Bogard, the motion carried.
