Absent were Mrs. C. J. Allen and Mr. Vic Paulos.
Also present was Mrs. Clara B. Mounce, City Librarian and Secretary to the Board.
3. There were no visitors.
• 4. The minutes of the January 18th meeting were approved as mailed.
5. In a discussion of the statistical and financial reports, the Memorial Fund
donations were $513.00. Of this amount, $233.80 was given by the Brazos
County Historical Commission from a fund in memory of Miss Wesa Weddington.
During a discussion of a report on overdue materials, it was obvious that the
1982 increase in fines and the use of the ordinance whereby patrons who fail
to return materials may find themselves in Municipal Court has had the desired
effect reducing overdues.
6. There were no committee reports.
7. In the librarian's report, Ms. Mounce announced that the city council had
recently signed the book bids for purchase of library materials. Baker &
Taylor was awarded the contract for adult materials and Bound-to-Stay Bound
received the award for children's materials.
Baker and Taylor lost the bid last year to Brodart. However, with competition
in our favor, the B&T bid for general trade books was 40.5% off the publisher's
list price, which is better than the 38.5% we were receiving the past year from
Brodart. Brodart's discount offered for the same category this year was only
39.2%. Also available from B&T is a telephone modem, called the BATAPHONE,
a new electronic book ordering system. Through the use of a hand-held data
terminal, the library will initiate book orders by keying in the ISBN number
• of each book and quantity desired. Orders are then transmitted to B&T via
toll-free telephone lines, and a printed acknowledgement is returned promptly
to the library.
1 We will be able to use the printed acknowledgement as a purchase order, and
therefore save secretarial time. Costs of paper purchase order forms, en-
velopes and postage are completely eliminated when this system is used. Trans-
mission time for up to 400 titles is 30 seconds via telephone. This service
costs $275 a year, and the Friends of the Library will absorb this cost for
the city. The instrument will be demonstrated for the staff and we expect
to have it by mid March.
The Bound-to-Stay Bound bid for children's books remained the same as last
year, 30% off publisher's list price and $2.45 for pre-binding charges. We
have purchased the bulk of our children's materials from BTSB for more than
7 years.
Ms. Mounce announced that the children's librarians, Sue Sommerfeld and
Glenda Duncan have had several speaking engagements in the community and
at schools recently and we have had letters of appreciation. The reference
librarian, Nan Ross, also spoke to students about early Brazos County history
and how the subject could be researched at the library.
Ms. Mounce announced that all job descriptions for library personnel had been
re-written. It is expected that the general clerk who drives the Bookmobile
is a positions to be upgraded. For some time it has been obvious that the
driver has the same job requirements as the drivers of rear end residential
garbage trucks, and the salary is much higher for that position. Librarians
who supervise a unit of library service are at the same pay rate as the
411 librarian they supervise and it is expected that this area will receive
favorable changes.
It was announced that Mrs. Myrtle Ruth Joham will retire March 9 after 10
years service as secretary to the city librarian. Mrs. Joham has become a
grandmother and will retire to be able to spend more time with her family.
The library staff will be honoring her at a retirement party and all members
of the Library Board were invited to attend.
A replacement for Mrs. Joham will be Mary Ann Montoya. She will attend the
Library Board meeting on March 21.
8. A discussion about a policy for children under 9 left unattended in the
library will be continued at the next Board meeting. Several members wanted
more time to think about an age limit. A copy of a draft will be sent to all
members before the next meeting.
9. Ms. Mounce announced that 5 new paperback racks had been installed and were
being well-received by library patrons. The racks were purchased with money
donated by the Friends of the Library. The racks were re-located closer to
,.the bb.ok shelves where fiction, science fiction and young adult literature
is shelved in order to encourage more traffic and possible use in these areas.
10. There were no requests for items for the next agenda.
11. The meeting was adjourned at 6:30 p.m.
