The librarian shall be held responsible for the care of the buildings and equipment, for the employment and direction of the staff, for the efficiency of the library service to the public, and for the operation of the library under the financial conditions set forth in the annual budget. Carnegie Public Library Board—Consti- tuted; membership. Sec. 2-99. Same—Duties. (c) The board shall adopt such bylaws, rules and regula- tions as it deems best to•govern its actions. (d) The presence of any four (4) members at a meeting of the board shall constitute a quorum.
