The Bryan Public Library Board of Trustees held its April meeting on
April 29th at 5:00 p. M. in the Library.
present were Dr. Paul Crawford, Mrs. Alfred Casarez, Mrs. John McIntyre ,
Mr. W. D. Dunn, and Dr. T. T. Walton, Jr. Mrs. Hazel Richardson, the
Librarian, was present.
Dr. Walton 's quote:
"A room without books is a body without soul." Cicero.
The minutes of the last meeting were approved as read.
The Board asked that the minutes reflect a 40% increase in adult
circulation over March of last year.
First consideration was the budget for the fiscal year 1970-71. The
Librarian had given to the Board the proposed salary schedule prepared by
Mr. Ray Br.o.oks, Director of personnel. General discussion ensued on all
salaries-, comparing the proposed with the existing. Consideration was made
of the City Librarian's salary. Dr. Walton made a motion that inasmuch as
in six towns in Texas, comparable in size and Library operation to the City
of Bryan, namely Baytown, Conroe, Garland, Mesquite, Pasadena and Richardson,
the City Librarian's salary was $9,500 and above , that this be called to
the attention of the Director of Personnel and the City Commission with the
Board's recommendation that the City Librarian's salary be raised to $9,500.
Mrs. Casarez seconded the motion which passed.
Each item of the operating budget as prepared by the Librarian was re-
viewed. The Board recommended an increase in the book budget from $12,000
to $15,000 and a decrease in the audio-visual materials budget from $3,000
to $1,700. It was decided that the Librarian should correct the budget and
that there be a called meeting of the budget and finance committee to re-
view it again before the Librarian submitted it to the City Manager.

The book orders of the month were discussed. Mr. Dunn moved their
approval. Mrs. Casarez seconded the motion which carried.
Reporting on Buildings and Grounds Committee for Mr. Sandlin, Mrs.
Richardson said that Mr. Sandlin had not been able to obtain a commitment
from Mr. Kellet on the installation of the sound system in the auditorium:
Dr. Walton said he knew Mr. Kellet and would contact him.
Reports on the nine point program were as follows:
Cultural Seminar: Dr. Walton reported on the progress of the Great
Books discussion group which had held its second bi-monthly meeting. He
reported an enthusiastic and interested group of twenty-four- signed up
and attendance at both meetings being close to twenty.
Mrs. McIntyre reported on Family Night at the Library. Two of these
have been held with the third scheduled for this evening, an excellent
Spanish speaking film.
QOn Floral Arrangements by Garden Clubs, Mrs. Richardson called attention
to two such now on display in the Library, one by the Oaks Garden Club and
one by the Bryan Garden Club.
Dr.- Crawford asked that the minutes reflect the publication in the
Spring 1970 issue of the Texas Library journal of the article by the Librarian
on Bryan's new public library and an article in the Winter 1969 issue of
Texas Libraries by Mrs. Dan Hudson and Dr. Crawford on the Bryan Library's
four historic paintings. Mrs. Richardson said she had received a letter
from the Dallas Morning News requesting a print of one of them, Mrs.
Mogford's "Brazos Bottom plantation, 1850," with the thought of its pos-
sible use in the Texas Almanac.
Under new business the following:
Mrs. Richardson presented two plans for the installation of a copying
machine for the use of patrons. The Board decided on the Xerox machine.
3
Dr. Walton made a motion that arrangements be made for its installation
$ by the Friends of the Library with no expense to the City. Mr. Dunn
seconded the motion which passed.
Mrs. Richardson asked the Board to make a decision on whether to
purchase the U. S. Annotated Codes and the Vernon Statutes. After dis-
cussion which included consideration of their initial cost, yearly cost,
difficulty of use , great possibility of their soon being available elsewhere,
Dr. Walton moved that we do not make such a purchase.
Mrs. Richardson reported on her attendance at T. L. A. , with special
emphasis on public library meetings at which the problem of funding the
recently passed Texas Library Systems Act was discussed. The amount T. L. A.
will ask the Texas Legislature for is 1.7 millions.
The Librarian asked the Board's permission to attend A. L. A. in Detroit
June 28th-July 4th. Mr. Dunn made a motion that she do so. Dr. Walton
seconded the motion which passed. Dr. Crawford asked that the minutes
reflect that the Board charged the Librarian, while at the Conference, to
explore programs which related to the increased service of the public library
to culturally deprived persons and to determine those programs the Bryan
Library should be incorporating.
The Librarian reported that the City Commission at its last meeting
had voted to put $3000 into this fiscal year's book budget and that she
had with this money sent the Board approved book orders she had been holding.
A gift of- the library of Miss Cordie Fletcher , long time teacher in
the Bryan Public Schools,• and friend of Miss Willie Rogers and Miss Cora
Garth, was reported by the Librarian. The books were in the attic of Miss
Garth's house. They are in perfect condition and include some rare books.
