HomeMy WebLinkAbout06/04/1969 - Regular Agenda Packet - Bryan College Station Library System Advisory Board June 4, 1969 There was a joint meeting of the outgoing and incoming Boards of the Carnegie Library at 5:00 P. M. in the Library on Wednesday, June 4. Retained on the Board are Dr. Paul B. Crawford and Mr. W. D. Dunn. The new members appointed in May by the newly elected City Commission are Mr. David Garcia, Judge W. T. McDonald, Mrs. John McIntyre, Mr. R. L. Peurifoy, and Dr. T. T. Walton, Jr. The outgoing members of the Board are Mr. Burkhart, Mrs. Dan Hudson, Dr. Tom King, Mr. C. B. McGown, Jr. and Mr. Bookman Peters. Mr. Edsel Burkhart, President of the outgoing Board, presided. From the Ordinance Adopted by the City Commission in 1963 and the By Laws and Constitution of the Board, Mr. Burkhart acquainted the new Board with their powers, duties, and responsibilities. Attention was called to the Policy Statements of the Library which were compiled from the minutes of the Board of Trustees, Carnegie Public Library 1940-1959,and which give a history of the Library's activities in that period. 11/ Mr. Burkhart spoke of the' progress of the Library under the leadership of the outgoing Board. There are 354 public libraries in Texas. Bryan stands 12th in circulation. The library's circulation has grown from 271,000 to 387,362; its book stock has grown from 22,000 to 50,000;its budget from $32,900 to $120,000. During the tenure of the outgoing Board plans for a new library Building were started. Detailed studies on every aspect of needs for facility,and personnel, book collection, and program were made. The citizens of the community and the City Council were advised of these needs. The result was the calling of a $400,000 bond issue in- April 1966. This amount, augmented by$172,500 in Federal funds under LSCA Title II has resulted in the building and near completion of a new building which will be ready for occupancy in September 1969. Mr. Burkhart spoke of the problems in the new building which should be the immediate concern of the incoming Board. These were the unfinished basement, and I -11 the public address system in the auditorium; both matters which should be taken to the City Commission at an early date. AI/ An outstanding contribution of the Board was the commissioning by its Extension Committee of four local artists to paint picturescbpicting the early history of Bryan. These paintings will hang in the new library. Other successful programs undertaken in the last six years have been the pre- school story hour in the Rountree Room, the Art Lending collection, and the enlarge- ment of the record collection. Mr. Burkhart in concluding remarks to the new Board reminded them that the Library belongs to the citizens of Bryan and that the Board is responsible for ful- filling the educational and recreational needs of all of the people of the community. Members of the outgoing Board were called upon. They expressed their appreciation to Mrs. Richardson, the Librarian, and her staff and to Mr. Sandlin, the City Manager, for their cooperation in working towards the achievement of the goals of the Trustees for the Library. They each stressed the importance of the Board, especially as a lb liason body. The minutes of the May meeting were read and approved by the old Board. Mr. Burkhart then asked for nominations from the new Board for President. Judge Mc Donald nominated Dr. Crawford who was elected. Dr. Crawford assumed the chair and asked for nominations for the officies of vice-president and treasurer for the coming_ bi- ennium. Dr. T. T. Walton, Jr. was elected vice-president and Mrs. John A. McIntyre was elected treasurer. The Librarian serves as secretary to the Board. Dr. Crawford asked that a resolution be drawn up by the secretary expressing the thanks of the new Board to the retiring Board and that copies of the resolution be sent to the five .retiring members and to the City Secretary. Dr. Walton put this request in the form of a motion which was seconded by Mr. Dunn. The motion passed. In the business of the day the statistics were examined, note being made of a 30% A_ increase in circulation over May of last year. Most of this increase was in adult 11, circulation. The Librarian welcomed the new Board stressing their importance and their opportunity to be an effectual Board. -! The Librarian's report gave the present figure of the new budget,which is approximately $1209000® Mr. Sandlin said the budget would go to the City Com- mission at its next meeting Mr. Sandlin said the new building was on schedule and the anticipated moving date was still September. Change in summer personnel was the promotion of Deborah Dockery from page to desk assistant in the Rountree Room; the employment of Mary Galloway as page in the Rountree Room,and the employment of Marion Peters as desk assistant for the summer to replace Stewart Sisco who has been a library employee for eight years.
