The Carnegie Library held its monthly meeting on November 20th
(instead of its regular meeting time) at 5:00 P. M. in the Library.
Those present were Mr. Edsel J. Burkhart, President, Mrs. Dan Hudson,
Dr. Paul Crawford, Mr. W. D. Dunn, Dr. Tom King, and Mr. C. B. McGown, Jr.
Mr. Fred Sandlin, the City Manager , was present as was Mrs. Hazel Richardson,
the Librarian.
The minutes of the last meeting were read and approved.
The monthly statistics were examined.
There was a brief discussion of the book order by the members of the
book committee. Dr. Crawford moved the approval of the orders and Dr. King
seconded it. The motion carried.
Mr. Burkhart and Mrs. Richardson had received a letter from Mrs. Marie
Shultz, Director , Field Services Division, advising them that application
blanks for Title I LSCA grants are now at the printer. She expects to have
them mailed to the local libraries before December 1. The deadline for their
submission is January 1, 1969.
Dr. King, Chairman of the Building Committee , referred a report on the
progress of the new building to Mr. Sandlin. Mr. Sandlin said everything
was on schedule. A question from the Board on the progress of the S. P.
Railroad freight terminal was answered by Mr. Sandlin. He said the new build-
ings were almost complete and that with favorable conditions and expected
progress , that S. P. should be out of the old buildings by the end of the year.
The Librarian reported on the following matters:
Mrs. Sandra Gray is the new Field Consultant from the State Library
for our district. She visited Carnegie Library on November 6th and was given
a tour of the Library by the Librarian. The Librarian, in expectation of
' her visit , had revisedob analyses for each
j y personnel position in the
Library and all routines and rules of the Library. These have been put into
a Carnegie Library Code Book which will be kept at the Main Circulation Desk.
The Librarian attended, as head of a city department, the annual meeting
of the Municipal League in Dallas November 10-12. She attended the general
sessions of the League , the luncheons and dinner meetings, and all of the
meetings of the Texas Municipal Librarian 's Association. The main concern
of these meetings was the proposed library legislation for state aid.
The Honorable Chet Brooks, Member of the Texas Senate and the Honorable
John Treager , Member , House of Representatives, spoke on the possibilities
and on ways and procedure of getting the proposed legilsation enacted. Mrs.
Lillian Bradshaw, Director of the Dallas Public Library and T.M.L. Board
pDirector , gave a report on what the Library Legislative Committee had done
to date and advised further action to be taken by library directors: when
and in what manner.

The gift of/3 M copying machine to the Library, approximate cost of
which will be $400, was acknowledged. The Brazos County Historical Survey
Committee is paying $100 of the amount and The Friends of the Carnegie Library
the rest. Mrs. Richardson reported that a demonstration machine had been in
the Library for several days with much use. Fifteen cents a page will be
charged patrons for making copies of material which does not circulate from
the Library. Dr. Crawford moved that the Librarian prepare a resolution of
appreciation to be sent to the Historical Survey Committee and to the Friends
of the Library. Mr. Dunn seconded the motion. It carried.
The Librarian asked that she be allowed to transfer the $200 gift of
Beta Sigma Phi, given to the Library in May for the purchase of equipment
or materials for the Library, from the Bryan Building and Loan account
to our Restricted Gifts account, and to use it for the purchase of framed
prints for our Art Lending Collection. Permission was granted. By common
consent it was decided that each Board member and Mr. Sandlin should select
a print to be ordered.
Mrs. Richardson recommended that the length of time the framed prints
circulate , which is now for four weeks, be extended to six weeks. This
would facilitate the return, of the pictures by patrons who also have books
to return at three week intervals. The matter was discussed. A definite
decision as to length of time framed prints will circulate will be made
at the next Board meeting.
Mr. Burkhart said that he had noticed that some of the frames and the
401 pictures were beginning to show wear or signs of damage.
Dr. Crawford said he believed that the slight damages to the frames
were being made in transport to and from the Library. In visiting the Waco
Public Library and inquiring about the care of their framed prints, he had
found that the Waco Library used zipper , plastic cases in which to circulate
their prints. He was to inquire of their cost and suitability.
The meeting adjourned at 6:00 P. M.
