Background:The Comprehensive Plan 2009-2030 is a statement of the community's vision for future development.The Plan serves as a twenty-year document intended to provide strategic direction and to guide the City's physical growth. As part of the implementation and administration of the Comprehensive Plan, an evaluation and appraisal report should be prepared every five years.The purpose of the report is to evaluate the existing plan and assess how successful it has been in achieving the community's goals. Successes and shortcomings of the plan are identified, changing conditions considered and appropriate modifications recommended. The first step of the Five-Year Report was compiling an existing conditions report,to help provide a foundation on which to base future expectations.This report included the following topics: context, demographics, economic development, land use, public facilities, and transportation. This item is presented to receive feedback from the Board regarding the Comprehensive Plan. The goal is for the Five-Year Evaluation Report to be adopted by City Council in May-the five year anniversary of the plan. Maintain 7 acres of Parkland per 1,000 citizens Provide high quality services to citizens Conduct citizen satisfaction surveys 2) To provide and maintain quality parks,facilities and urban landscaping. Maintain 90% park maintenance standard score Maintain acreage through both contracts and in-house personnel Support programs and events Maintain urban forest and landscaping 3) Provide City cemetery spaces, grounds maintenance,and customer service. Maintain acreage at City Cemetery, Memorial Cemetery and the Aggie Field of Honor Provide cemetery spaces(regular, infant, niche) Facilitate space sales and burials 4) Provide helpful,friendly,customer-oriented library services to Brazos County residents. Conduct program surveys Provide efficient library services 5) The Recreation Fund will identify the costs and revenues associated with Sports, Instruction, Aquatics, the Southwood Community Center, and the Lincoln Recreation Center. Focus emphasis on Sports Tourism and hosting of a variety of tournaments and events Construct and expand athletic facilities(synthetic fields) Strengthen relationships and facilitation of local leagues and sports organizations Revise facility and field use schedules to facilitate additional tournaments Strengthen relationships with outside organizations to assist and facilitate special events Expand Parks and Recreation special event offerings (Christmas @ the Creek, Starlight, etc.) 7) Expand marketing to inform the public of the benefits of Parks and Recreation,emphasizing the Economic Impact of Parks,the Health and Wellness benefits, and the Quality of Life aspects. Update the Parks and Recreation website Produce three comprehensive Activity Guides per year Work closely with Public Communications on marketing materials Produce monthly newsletters and information e-mails Utilize Rec-Trac data to target marketing opportunities Things for Board Members to view in their 'Perspective Parics 1. Broken equipment (playground structures, swings, barbecue pits, picnic tables, water fountains, athletic equipment, etc.) 2. Holes in the ground 3. Consistent Puddles (leaks) 4. High Grass - an area that needs more maintenance 5. Pests of any sort 6. Trash — if there seems to be a consistent amount of trash occurring in a park (Littering, dumping, etc.) 7. Broken limbs, dead trees that may cause a safety risk 8. Vandalism 9. Electrical Lines — safety risks, etc. 10. Questionable Company hanging around parks for periods of time Board members are asked to report anything they feel is necessary. Any guidance or concern is welcome.
