MINUTES OF A REGULAR MEETING BRYAN - COLLEGE STATION PUBLIC LIBRARY SYSTEM ADVISORY BOARD November 17, 200 On the 17th day of Noem er, 200 9,the Bryan College Station Public Library System Advisory Board of the cities of Bryan and College Station,Texas, met in a regular meeting at the Carnegie History Center, 1115. Main, Bryan, Texas. 1. Larry Ringer called the meeting to order at 5:20 p.m. and the following were present: 2. Other attendees were Clara Mounce, Community Librarian; David Gerling of College Station; Kathleen Dill, Ringer Librarian Manager,and Laura Mills,Adm.Asst. 4. The minutes of the meeting for September 15, 2009 were approved as distributed. 5. The monthly stats for September and October 2009 were reviewed. 6. A. In old business, David Gerling reported that the Ringer expansion project will proceed in early 2010. A report is attached to these minutes. 7. A. In new business,Mr. Ringer introduced Larry Koeninger as the new library director and commented that he was pleased to have him on board. B. Dr. Koeninger commented that he was excited to be hired as Community Librarian and glad to be back in Texas. C. Nan Ross provided the Board with handouts on the Carnegie History Center proposed selection policy and donation guide. Sonia Gangotena made a motion to accept both policies; seconded by Katherine Edwards, the motion carried. 8. Librarian's Report: Mrs. Mounce stated that she and several staff members helped with the Christmas lights on the crape myrtles for the holiday season and the Downtown rntown Tree Lighting in Gloria Sale Park on November 19, 2009. She will provide hot apple cider and has recruited the Woman's club of Bryan to provide cookies for the event. Mrs. Mounce commented that the Friends of the Library honored her at a luncheon at Christopher's World Grille and gave her a lovely crafted pottery piece. A public reception for Mrs. Mounce is scheduled for Friday, December 4, 2009 at the Bryan Library. Mrs. Mounce reported that LouVonne onne Johnson would replace Shirley Ferguson who is retiring from the Carnegie History Center in late January. Applications will be accepted for the position of Circlation Supervisor at the Ringer Library. 9.The next meeting will be held on January 19, 2010 at the Ringer Library. 10. TOTAL in House Use 543 Prepared by Reviewed by City of College Station CP Library Expansion Project November 2009 Hello David, I am writing to update you on the preliminary schedule of this RFQ, I anticipate advertising the RFQ this week. The RFQs will advertise for four weeks and would be due approximately the week of December 14th. Possible Firm interviews and Contract evaluations negotiations would take approximately one month or so perhaps longer due to the Christmas New Years Holidays. I would anticipate that the interviews contract negotiations would take until the end of January ary or so. The earliest that council could award a design contract would be at the first council meeting in February (2/11) with a Notice to Proceed about a week later (2/18). A Construction Manager at Risk C would be selected at city council through Request for Proposals about a month or so after selecting the Architect so this would fall in approximately early March or so (3/11). These later dates could be subject to change depending on the council meeting dates and other factors. We will not obtain a design construction schedule until after the City has selected its design consultants. Below are the key dates noted. • Week of November 16, 2009 - release RFQ for advertisement • Week of December 14, 2009 - RFQ submission deadline • December 14, 2009 until January 31, 2010 - Possible Firm Interviews Contract Negotiations O February 11, 2009 - Earliest possible award of Design Contract by City Council • February 18, 2009 - NTP O March 11, 2009 - CHAR selection by City Council If you have any questions or comments in the meantime, please let me know. Background& Summary:The Bicycle,Pedestrian and Greenways Master Plan,a component of thethe'college Station Comprehensive Plan,planning process has been underway for the past year and the update is complete.The planning process began in November 2008 with an inventory of existing bicycle,pedestrian,and greenway facilities and the selection of a Technical Task Force and Staff Resource Team. Over the past twelve months, staff has provided updates on the progress of the plan including a needs assessment,recommendations on system development and management and implementation. Citizen engagement included three community meetings,an online survey,and focus groups. Staff has provided a draft copy of the Bicycle,Pedestrian,and Greenways Master Plan for review and comment.
