' dr January 27, 2006 City Council Report Department of Parks & Recreation Citywide Needs Assessment 2005 To: Glenn Brown, Interim City Manager From: Steve Beachy, Director of Parks & Recreation Report Title: City of College Station Department of Parks & Recreation Citywide Needs Assessment 2005 Summary: This report was commissioned by the Parks & Recreation Department as a means to determine the interest and priorities of our residents related to park facilities and leisure programs provided by the City. The report was conducted by the Texas A&M University Department of Recreation, Park and Tourism Sciences under the direction of Dr. John L. Crompton and his Doctoral Candidate Ms. Jamie Rae Walker. This is the first comprehensive report of this nature that has been completed by College Station. The findings were determined through a series of focus groups discussions, a community-wide survey of residents, public meetings and presentation to the Parks & Recreation Advisory Board on October 11, 2005. The report will provide the basis for the update of the Park and Open Space Master Plan. It will also serve as input for the revision of the City's Comprehensive Plan. Finally, it will provide a means to establish priorities to guide future financial investment decisions for the City of College Station. Recommendations: The report findings can be categorized into eight major priority areas of focus for the Department for the next 5 - 10 years: • Greening the City • Improving the trail network • Maintaining a high level of park maintenance • Continuing to provide high quality youth programs • Review the feasibility of a water park • Improve communication with residents • Collaborate with others to address health & safety issues • Improve senior services by creating a multi-use center The basis for these priorities is established in the various Appendices of the report. The narrative summary provides an understanding of the methodology of the data collection as well as an interpretation of the findings. 1 Financial Summary: The report was completed under an agreement with TAMU Department of Recreation, Park & Tourism Sciences at a cost of $10,000. Assistance was provided by the Parks & Recreation staff to facilitate the focus groups and public meetings. Additional funds were provided by the Department for postage and printing. The findings of this report should be incorporated into future plans, priorities and budgets to guide the investment decisions of the City of College Station. This includes operations of programs, maintenance of facilities and future capital projects. Attachments: 1. The provision is effective January 1, 2006. The law requires at least two hours of open government training, consisting of a one-hour educational course on the Open Meetings Act and one-hour educational course on the Texas Public Information Act. The Office of the Attorney General will provide free training for all public officials through both online and video courses. The website address is vvww.oaq.state.bcus. The law also provides that other entities may offer approved training courses. Therefore,the City Attorney's office and City Secretary's office are hosting a training session to all appointed and elected officials in College Station. The training will include two videos with a question and answer period at the conclusion of the presentation. The session is scheduled for Tuesday, January 17, 2006 at 6:00 p.m. in the City Hall Council Chambers. Upon completion of the training,you will receive a certificate. The statute provides the City Secretary maintain the certificate and make available for public inspection upon request. We recommend you maintain a copy for your files. Officials who are in office before January 1, 2006 have one year or until January 1, 2007 to complete the training. Officials who are elected or appointed after January 1, 2006 have 90 days within which to complete the required training.
