Burns, Rick Heaney, Dorothy Hernandez, Laura Holmes, Edgar Jones, Robert Meyer, Haskell Monroe, Neal Nutall, Raymond Reed, Colleen Risinger, Yvonne Stevens, Doreen Todd and Joanna Yeager Members Absent: Joyce Davis, Jack Hernandez, Joe LeCour Staff Present: Peter Lamont, Recreation Superintendent and Marci Rodgers, Senior Services Coordinator I. Call to order The meeting was called to order by Robert Meyer, Chairman at 10:10am IL Hear visitors No visitors present III. Approval of minutes from regular meeting on April 24, 2006 Ray Reed made the motion that the minutes be approved. Laura Holmes seconded the motion. The motion passed. IV. Discussion, consideration and possible action concerning recommended By- Law changes. Ray Reed made the motion that under Term of Office the last sentence which reads: "Members may serve two(2) consecutive terms" be stricken. Colleen Risinger seconded the motion. Rick Heaney made the motion that the changes presented by Robert Meyer be made to the proposed by-laws. Ray Reed seconded the motion. The motion was approved. (Proposed by-law changes attached.) V. Discussion, consideration and possible action on ranking of design firms for a Senior Center Ray Reed presented the report for the Senior Center Sub- Committee. (A copy the report is attached) VI. Senior Services Coordinator Report (report attached) • Seniors Expo 2006 will be held on Wednesday, May 24th VII Next meeting: Monday, June 26, 2006 VIII. Adjourn The committee adjourned at 11:30am City of College Station Senior Advisory Committee By-Laws July 24, 2000 A*444:42),'Vm,' Name The name of this organization is the "College Station Senior Advisory Committee". Hereinafter, the organization will be referred to as "the Committee". Purpose The purpose of the Committee is to address the needs of all seniors in our community. The committee will actively seek and receive ideas for programs from all seniors that promote physical, social, educational, recreational and emotional well-being of all seniors in the College Station area. Recommendations for actions will be made to the Parks and Recreation Advisory Board and City Council through the Senior Services Coordinator and/or Committee ARTICLE 1 - RULES OF THE COMMITTEE Section 1, Membership The Committee shall consist of College Station residents age 55 or older. It is desirable to have representation from various ethnic, economic and age groups in our community. The Committee will have no more than 17 members and no fewer than 11 members. Section 2. Term of Office The term of office for the Committee shall commence on July 1 and shall be three (3) years in length. One third of the members shall be appointed by the College Station Parks and Recreation Advisory Board each year. Section 3. Termination Any Committee member appointed by the Parks and Recreation Advisory Board shall forfeit that membership if absent for more than three (3) consecutive meetings in one (1) appointment year, unless the absenteeism is excused for reasons defined in Ordinance No. 2406. Absenteeism may also be excused either by the Committee or by the Parks and Recreation Advisory Board. If a member goes beyond this absenteeism limit, the Parks and Recreation Advisory Board shall be advised by the Committee to declare the position vacant and to appoint a new member to fill the vacancy from the recommended list. ARTICLE II - MEETINGS Section 1. Regular Meetings The regular meeting normally shall be held on the last Monday of each month at 10:00am. It may be moved to an earlier Monday during a holiday period. 1 Section 2. Notice of Meetings Notice of all regular meetings and special meetings shall be given to each member of the Committee at least five (5) days prior to each meeting. Notice of all meetings shall be posted at City Hall and delivered to the news media in compliance with all state and local laws. No items other than those designated in the notice may be discussed. Section 3. Special Meetings Special meetings may be called at any time by the Chair of the Committee or by five (5) members of the Committee. The Notice of Special Meeting shall state specific items to be discussed. No items other than those designated in the notice may be discussed. Section 4. Quorum A quorum for the Committee meetings shall require the presence of a majority of Committee members in good standing. Section 5. Rules of Order General parliamentary rules as given in Robert's Rules of Order, as modified by the rules and regulations of the Committee, shall be observed in conducting meetings of the Committee. ARTICLE III - OFFICERS Section 1. Appointment of Officers Upon the recommendation of the Committee, the Parks and Recreation Advisory Board shall appoint one member of the Committee to serve as Chair and one member to serve as Vice-Chair on an annual basis Section 2. Duties of the Committee Chair The Chair of the Committee shall preside at the meetings of the Committee, and shall perform the other duties ordinarily performed by the office. The chairman of the Committee shall only vote in case of a tie. Section 3Duties of the Vice-Chair The Vice-Chair of the Committee, in the absence of the Chair, shall perform all the duties of the Chair. In the absence of both the Chair and the Vice-Chair, the Committee shall elect a Chair pro tempore who shall perform the duties of the Chair of the Committee. Section 4. Duties of the Senior Services Coordinator This individual shall act as the official advisor to the Committee. The Coordinator shall attend all regular meetings and participate in discussions, but shall not be entitled to vote. The Coordinator, or representative, shall attend all regular and special meetings and participate in discussions, but shall not be entitled to vote. 2 ARTICLE IV - SUB-COMMITTEES Section 1. Appointment of Special Sub-Committees Special sub-committees may be appointed by the Chair for consideration and study of any matter not covered by the Committee during regular or special meetings. The Chair and/or Vice-Chair are ex officio members; and one or both may attend sub-committee meetings, participate in discussions and vote in case of a tie. The special sub-committee shall report their findings to the Committee. The Senior Services Coordinator or representative shall be present. ARTICLE V - AMENDMENTS Section 1. Amendments These by-laws may be amended at any regular meeting of the Committee by a majority vote of the members present, provided previous notice of the proposed amendment shall have been given to the Committee at least one (1) regular meeting before the action thereon shall be taken. The Parks and Recreation Advisory Board must approve the change. 3 Senior Services Coordinator Report May 2006 May 24 Seniors EXPO 2006 The 5th Annual Seniors Expo underwritten by HEB will be held on Wednesday, May 24th at the Brazos Center from 9:OOam-3:OOpm. Names on the Memorial, the deadline to have a name entered on the wall for this Veterans Day ceremony (Sunday, Nov 12th) is August 15th. The cost is $100 per name for the engraving. You may access an electronic form at www,veterans-memoriaLorg Citizen Committee Applications: New member applications are now being accepted. New members begin their term in July and serve for three years. June 21 Exploring History Lunch Lecture Series The topic is Huntsville Prison with Bill Harper. Call 764-3491 for a reservation. Lunch is served at 11:30am at the College Station Conference Center. Free Computer Classes We will be offering free beginning Computer Classes this summer. All classes are held on Thursdays from 10:00am-11:30am at the Center for Regional Services. Session I-June 1-22 Session II: July 6-27 Session III: August 3-24
