We have been having some problems with our e-mail system this last week, and it appears as though e-mails with attachments haven't made their way outside the City's server. Hopefully, this will make it's way to you. During the Sept. 9th meeting, the Board sug•- a presentation from Development Services staff concerning the projected growth rate for College Station. Because of the useful information of this presentation, we are also inviting our PARD supervisory staff, as well as Cemetery and Senior Advisory Committee members to attend. In order to accommodate everyone, the presentation will be held on Monday, • ber 6th, at n n, at the City Hall Council Chambers (1101 Texas Avenue). Agendas will be posted in the event of board/committee quorums. I will make sure to get the information from this presentation to those members who cannot attend. Lunch will be served. Last Night's Meeting: ; .use of our e-mail problems, no one showed up for the scheduled tour of Southwest Park(scheduled for last Thursday). This item was presented to the Board during last night's m-- ng, and the Board approved a motion to accept staffs recommendation, which is: "that the required dediation be as proposed by the devel •-r with the addition of an iron fence surrounding the private property. Staff further recommends that the walk and area lighting be a priority for this park. Board consideration for development can occur when the use of Zone 6 funds are prioritized." Goals: The Board viewed a list of goals that was copied verbatim from the lard members who submitted thier goals. The list was narrowed down combining several duplicate goals, and the ; .rd vo =4 for their top 5 goals by priority. Those goals are as follows (1 being the 1st priority): 1. Assist with the November 2003 Bond Election 2. Oversight and emphasis on further development of VPAC 3. Assist with the revision of the Park Land - lotion Ordinance 4. Oversee the design of neighborhood parks (i.e. Woodway (Zone 7), Woodland Hills (Zone 9), Richard Carter Park, potential Northgate area park, parks in Zone 10). 5. Oversight and support for Park Maintenance Standards. (These will be reworded slightly) There will also be a blanket goal stating that the Board supports staffs efforts (i.e. working with interagency groups, implementing CIP Projects, seeking grants/donations, seeing Dept. accreditation, support for the implementation of a regional park, Urban Forest Management Plan, communication with other City Boards/Committees, on-line registration). Staff will revise the goal list and bring to the Oct. 14th Regular meeting for possible approval. Also, I will be trying to get a quorum for the scheduled joint meeting with the Planning and Zoning Commission that will be held on Thursday, October 30th. I think that's it for now. Please let me know if you have any questions. (Please note that Steve, Ric, the Superintendents, and myself will be out of pocket on a staff retreat both today and tomorrow). about:blank 9/24/2003 „,,A,-„•.--,,Yii,.-.4.::,;';14:*:,TAA.,,k..,H.-::''' 1% 4,7-.:2::%5Pit'.'"k,:r..t4ii Atig:33_,!,44Z-4,44.:,,y5i if?i,v,,, liri/4,QL:ritrr4httlateIt"rfttkzk' '1. Consideration will be given to land that is in the floodplain or may be considered "floodable" even though not in a federally regulated floodplain as long as, due to its elevation, it is suitable for park improvements. (a) Neighborhood park sites should be adjacent to residential areas in a manner that serves the greatest number of users. Comments: Park is generally located in the center of the development. (b) Neighborhood park sites should be located so that users are not required to cross arterial roadways to access them. Comments: Crossing of only minor collectors will be necessary. (c)Sites should not be severely sloped or have unusual topography which would render the land unusable for organized recreational activities. Access points to the park may be allowed by the Planning and Zoning Commission if a public benefit is established. Comments: No non-residential use abutting the park is anticipated. (d) It is desirable that a minimum of fifty percent(50%)of the perimeter of a park should abut a public street.
