The tour will leave from the Central Park parking lot at 5:30 p.m. Discussion and consideration of this proposal will take place the following day at the regular board meeting on June 11. at 7:00 p.m.. 2) A Parks Advisory Board meeting has been scheduled for July 2, at 10:00 a.m. in Council Chambers, to meet with staff and 110K to review the draft land use plan. Board members will receive a draft for their review, a couple of weeks prior to that meeting. It is very important that every board member be in attendance at that meeting, so please mark your calendars. Lunch will be served following that meeting. 2. Explorer Post 1033's membership has risen to twenty. Twelve will be going on a field trip to the South Llano River State Park, June 3-7. Future training for the Explorers is scheduled with the CSPD SWAT team at the TAMU Riverside campus on July 11. 3. Ad-hoc Touris Advisory Committee - the Parks & Recreation Department is working with this committee to install four 'Tourist Information Centers"this summer. These will be located at the Conference Center, Police Station, City Hall and Central Park. These centers will have a local map, a state highway map, and an A&M map, as well as pictures highlighting activities that go on throughout the year. They will also be supplied with flyers and informational brochures. Tourists will be directed to these information centers by way of street directional signs. 4. The annual Kid's Fishing Derby is scheduled for Saturday, June 8th, from 7:30 a.m. - noon at Cy Miller Pond. Approximately 1,000 pounds of catfish will be stocked in the pond, which should give the young anglers an excellent chance to succeed. The casting contest will be from at 8:3041:30 a.m., with awards being presented at noon. Any child 16 and under is encouraged to attend. Home o?Texas A&M University 5. Juneteenth Celebration will be held at the Lincoln Center Gymnasium on Friday and Saturday, June 14-15. On Friday, M.A. Sterling and Brazos Valley Troup will perform "Jumpin Jukebox" at 7 p.m. On Saturday, the Lincoln Center Drill Team will perform in the Annual Juneteenth Parade in Bryan at 9 a.m. The traditional evening program is scheduled for 5 p.m. Guest speaker is Rev. Donovan Wheatfall, with a special performance by the African dance ensemble "PAPE Y FADE." The evening will close with free watermelon for the public, along with musical entertainment provided by a local DJ from POWER 94, OG Style. The public is invited to come out and enjoy this free entertainment. 6. Adult Summer Softball began on Monday, June 3rd. A total of 176 teams are playing in the league. The Department registered 130 girls for the Girl's Slow-Fitch Softball summer season. Play began on May 28, with a total of 14 teams. 7. The 1996 College Station Girl's Fast-Pitch Invitational was held may 31- June 2. There were 43 teams in 5 age divisions (10 & Under, 12 & Under, 14 & Under, 16 & Under, and 18 & Under). Participants played 139 games on 7 fields (Central Park, Bee Creek, and Lemon Tree) starting Friday night at 8:00 p.m. and finishing Sunday night at 9:30 p.m. Teams came from Carthage, Marshall, Woodville, Waco, Georgetown, Port Neches, Vidor, Houston, Tomball, Kingwood, Huntsville, Cy-Fair, Bryan, College Station, Hearne, Madisonville, Pearland, Portland, Brenham, Bay City, Katy, Pasadena, Garland, Spring, Leander, and China Springs, TX, as well as West Monroe, LA. 8. The 1996 Texas ASA National Umpire School was held June 1-2. There were 62 Texas ASA umpires in College Station that weekend to receive training to qualify them to umpire at ASA National Softball Tournaments. They participated in classroom work and field exercises throughout the weekend. The 1996 Texas ASA State Tournament Umpire Selection Meeting was held May 31-June 2. The Texas State Umpire in Chief and nine area Umpire in Chiefs met in College Station that weekend to select umpires for all the 1996 Texas ASA State Tournaments. They attended meetings Friday evening through Sunday afternoon and evaluated participants and training at the Umpire School. 9. Annie Get Your Gun rehearsals have begun! This Irving Berlin musical classic is celebrating its 50th anniversary and the youth of our community will be presenting it at the WPC Amphitheater June 26-29. Fifty kids, ages 7-19, will be in the production. Rehearsals are being held in the old Home Front location at Post Oak Mall. Post Oak Mall donated the vacant space to the Wolf Pen Creek Summer Youth Theater and the Brazos Valley Troupe for their production rehearsals, at no charge. SOUTHWOOD POOL RENOVATION Project Number: PK9502 Budget: $219,000 Contract Amount: $35,000 - Design; $194,805 - Repair Project Manager: Eric Ploeger Design: H.S.I. Consulting Architects Comments/Status: HSI began inspection and testing of the pool in early July. Plans and specifications were prepared and bid. The bid opening was December 5, 1995. The low bidder, Mid-Continental Restorations, wasrecommended to the City Council on December 14, 1995. The project came in over budget. Staff and the architect negotiated a reduction change order to lower the cost as much as possible. Additional funds were obtained from the completed Thomas Park improvement project. Renovation began January 10, 1996. A change order was recently completed that will add stainless steel gutters to the project. The pool coating is complete and the pool will open on schedule barring any unforeseen problems with the mechanical restoration. PEBBLE CREEK PARK DEVELOPMENT Project Number: PK9504 Budget: $200,000 Contract Amount: $194,169 Project Manager: Eric Ploeger Project Design: PARD Planning Comments/Status: Initial meetings with CSISD staff have occurred to prioritize needed facilities. Public hearings were held October 10 and November 12, 1995. The preliminary site plan was approved by the school board on November 20, 1995. The plan was presented to the City Council on December 13, 1995. Competitive bids for the park's construction were opened April 15, 1996. The project was awarded to Marek Brothers of College Station. LINCOLN CENTER/WAYNE SMITH BASEBALL COMPLEX Project Number: PK9505 Budget: $1,230,000 - 1995 Bond Contract Amount: Design $84,490 Project Manager: Eric Ploeger Project Design: HSI Consulting Architects Comments/Status: After review of 16 proposals by Architectural firms, the staff recommended HSI Architects of Bryan to the City Council. The City Council approved this selection. The contract was signed in early February and the initial meeting with staff took place on February 27. The conceptual design phase has been completed and the preliminary design phase has begun. CENTRAL PARK POND SITE IMPROVEMENTS Project Number: N/A Budget: $37,500 Zone 3 Parkland Dedication Funds Contract Amount: N/A Project Manager: Peter Vanecek Project Design: Parks Planning Comments/Status: This project includes sidewalks to include handicap ramps, a picnic shelter with slab and picnic tables, a handicap accessible drinking fountain, a new slide in the playground and electrical work. Preliminary plans are currently being reviewed. Some of the work will be performed by parks' crews and the Facilities Maintenance Department. BASKETBALL COURT RESURFACING Project Number: N/A Budget: $5,800 Contract'Amount: $5,400 Project Manager: Peter Vanecek Project Design: Park Planning Comments/Status: This project includes the resurfacing of the basketball courts at Lincoln Center and Wayne Smith Park. Task: Project Design: March -April 1996 Advertisement&Award: May 1996 Complete: June 1996 ) CIP Report 6/6/96 Page 3 of 3 POLICY FOR NAMING CITY OF COLLEGE STATION PARKS AND RECREATION FACILITIES Preface This policy is intended to serve as an outline for individuals or organizations seeking to name City of College Station parks and recreation facilities. This policy is not meant to be all- encompassing, but a helpful guide to make the process more fluid and practical. Each request has unique characteristics and must be addressed as such. This policy attempts to outline the minimum naming requirements as reflected by previous Parks and Recreation Advisory Board decisions and discussions. It may be necessary to supplement, as required, more detailed criteria for this process. Procedure 1. All requests for naming a park or facility are to be presented to the Parks and Recreation Department for consideration. For consideration, the requests are to be made by a group or civic organization upon presentation of a petition containing the signature of 25 or more registered voters from the City of College Station. Requests made by individuals will only be considered if the request satisfies Sections 2 a-c of the policy guidelines. Parks do not need to be named after an individual. When named after an individual, the justification must be compelling. 2. The naming request for a recently deceased individual will have a sixty (60) day waiting period from the time of death before the request may be proposed for consideration. 3. The Parks and Recreation Department staff will review the requests for completeness before submitting the item for consideration by the Parks and Recreation Advisory Board. 4. The chairperson of the Parks and Recreation Advisory Board shall appoint a subcommittee that will be responsible for evaluation of the naming request and subsequent recommendation to the full Advisory Board. 5. The subcommittee shall submit its recommendation in a formal written report prior to full review by the Advisory Board. 6. The Parks and Recreation Advisory Board, by simple majority, shall approve or disapprove the recommendations made by the subcommittee. 7. If the subcommittee's recommendation is for approval and it is disapproved by the full Advisory Board, the matter may then be referred back to the subcommittee for further action. 8. If the subcommittee's recommendation is for denial of the request, no further action is required by the Board. 9. If the proposed naming is approved by the Advisory Board, then the recommendation will be forwarded to the City Council for their consideration and final approval or disapproval. GUIDELINES Parks and facilities should be named in the following manner: 1. In honor of individuals who donate land for park space; 2. In honor of individuals who sell open space to the City at a value considerably below market value; 3. In honor of individuals or organizations that contribute 50% or better of land and/or money for the park or facility; 4. In honor of national, state, and local heroes; 5. In honor of community leaders whose outstanding personal service has resulted in significant and enduring contributions to the community. Support for the proposed name should include endorsements by other groups, neighborhoods, or organizations. 6. In relation to the predominant geographical characteristics or physical features (lakes, rivers, streams, and trees) of the land; 7. In relation to the subdivisions within the City where the site is located; 8. In relation to streets adjacent to the park; 9. No park shall be given the same name as an existing school site or public facility, except where the sites abut one another. 10. No park or facility officially named for a particular individual will be changed. However, there may be a park or facility that has a common name with no official designation. It was home to Luther Goodrich Jones and Catherine Patton Jones from its construction in 1941 until her death in 1989 and his in 1990 . The Jones family bought the land in 1940 and built the home when they had to vacate their faculty house on the Texas A&M campus . A 1917 graduate of Princeton University and member of Texas A&M class of 1921, Luther Goodrich Jones served Texas A&M University from 1919 until 1951, beginning in the Texas Forest Service and retiring as Professor of Agronomy. He taught the first course in soil conservation to be offered in the United States (1934) , established wrestling as a conference sport in 1920 and coached the team between 1920 and 1922, served as Head of the Agronomy Department (1944-46) and as Professor Emeritus of soil and crop science until his death. He was best- known for his excellence in teaching and his work with students. Luther Jones served our community well as a member of the first City Council and as secretary of the school board for five years (1941-1946) . He also founded the first Boy Scout troop in College Station (1923) , operated a depression-era student loan service, and served as first President of the College Station State Bank (later University National Bank) . He was a member of the Presbyterian Church, of Kiwanis (who named him Man of the Year in 1965) , of the Masons (charter member of Sul Ross chapter, Texas A&M, 1947) , and helped to organize the Brazos ValleyRehabilitationCenter and the Brazos County Easter Seal Society. Jones was a charter member of the William Joel Bryan Chapter of Sons of the Republic of Texas, which was established in 1977 . Luther Jones was a kind and generous man and an active philanthropist . He donated the land to Kiwanis for the Little League Park at the corner of Luther Street and Montclair Street in 1964 . He is reputed to have assisted many people who were financially troubled by donating groceries anonymously (people would find them on their kitchen table! ) and by temporarily waiving mortgage payments due him while they were unemployed. Parks and Recreation Board May 7, 1996 Proposal for the renaming of Southwood Pool The Masters of Brazos Swim Team would like to have the name of Southwood Swimming Pool changed to the Cindy Hallaran Swimming Pool. We feel Cindy made endless contributions to swimming in this community and we feel the majority of the swimmers in this community who knew her would feel she is very deserving of this honor. She touched the lives of many swimmers in both Bryan and College Station. In 38 shorty ears Cindy contributed to all levels of swimming and swimmers. She lettered in swimming BryanHigh Hi h School she swam for the Texas A&M women's team, she coached at A&M Consolidated High School, and she worked for 20 years for the City of College Station Parks and Recreation Department, where she began as a life guard. Cindy did it all. She instructed life guards, taught swimming lessons, became a pool manager, supervised all the instructional swimmingclasses, began a summer league swim team, and earned an endless list of awards and honors for her contribution to the Texas Public Pool Council, Texas Recreation and Parks Association, Texas Amateur Athletic Federation and National Recreation Parks Association. She was the state swimming commissioner for the Texas Amateur Federation for many years. She coordinated all programs, coaching and swim meets for the Masters of Brazos. After returning from the Boston Marathon last week,I was inspired to write this letter to our community leaders.There must be some way we can create some trails or five mile loops for the runners and cyclist in our cities.As a runner I can only tell you how dangerous it can be trying to train on the city streets and highways. I must take this opportunity to apologize for the light problem (LITTLE LEAGUE turning off soccer field lights during middle of games) and the overall poor condition of the fields. A number of factors contributed to the field problems. First and foremost is the excessive amount of play through-out the year from soccer,flag football and the JR. High School. We also had no shut down during the summer last year. Second; play went late into the fall(mid December) forcing us to over seed with rye grass later than optimum. Last, but just as important,the abnormally dry and cold winter compounded the problems, especially for the establishment of a healthy stand of Rye grass. Although this is a cold ) season grass,it requires a lot of water and moderate temperatures for best growth. As you know, after the spring season,the fields are in great need of some reconstruction work. This will require some down time to re-establish the turf For this reason we will need to close the adult soccer fields for the Simmer. If we do not take this action there will,be nothing but a dirt patch to play on in the near future. With the time zone change I am confident you can work a schedule for your Summer League to exclude Southwood. I apologize for any inconvenience, but we feel this is a necessary action to return the fields to a safe and functional condition before the Fall.
