1. CALL O ORDER: The meeting was called to order:c t 07 p.m.
II. APPROVAL OF MINUTES: Minutes were approved as submitted.
Ill. PUBLIC HEARING AND CONSIDERATION OF A PROPOSED SITE PLAN FOR
PEBBLE CREEK PARK: Steve informed everyone that this would be the final step in the
public hearing process. If approved by. the Parks Board that night, the design would
then be,presented to the City Council the following night for their approval. After
their approval staff would proceed with the final design and bid process. Pete
displayed the final design which consisted of two playgrounds, two baseball and two
soccer fields, a full basketball court with six goals for 2 court basketball play, and a

mile jogging trail with lights.
Ms. Ringer mentioned that she believed few citizens appeared for this meetingdue to
pp
their confidence that the board and staff would grant their previous wishes and
concerns regarding the park. She also stated that if funding became tight the
neighborhood may be willing to help by donating funds.
Barry motioned to accept the proposed site plan, seconded by Carol. The motion
passed unanimously.
IV. DISCUSSION AND CONSIDERATION OF 1996 USER FEES: The board was given
a :list of user fees and the increases proposed. Steve stated that staff is proposing
increases for some sports activities. Those activities include adult basketball, flag
football, softball, and fast pitch, and youth basketball, flag football, and girl's softball.
Most of the increases were five or ten dollars. These increases will helpfor

increases in supplies and trophies.
Steve mentioned that fee increases were being proposed for Iwo pavilions, Bee Creek
and Oaks. Both were being increased from $30 to '$50. Some amenities were added
adjacent to Oaks Pavilion.

Steve stated that a pay increase was included in the current budget for lifeguards
because the department was losing them,due to low pay. Fee increases are needed
at the pools to help fund that salary increase.
Bob motioned to accept the proposed user fees, seconded by Greg. The motion
passed unanimously.
V. . CAPITAL IMPROVEMENT'PROGRAM REPORT: Ric stated that t the Southwood

Pool renovation is contnuing. Only two bids were received,
artl due to the low

number of companies that deal with this type of construction. Staff will be doing a
portion of the renovation due to the bid coming in over budget.
Ric mentioned that 162 trees will be planted at Sandstone Park the first of next year,
due tO the *grant that wasaproved. The park'project should be completed within

the next couple of months.
The Pebble Creek Park project will go to City Council December 13, for approval, and
should go out to bid in January. •
Ric stated that the WayneSmith Baseball Complex project was awarded to HSI
Architects of Bryan and negotiations'have begun on design fees.

developers Who own land Upstream that may consider donating land depending on
what will happen to'it. Ron'stated that he would like:to see the.board,come up with
some sort of plan for the lake.

1. Southwood Pool Renovation

Budget: $219,000
Contract Amount: $35,000 - Design: $194,805 - Repair

Comments/Status: HSI began inspection and testing of the pool in
early July. Plans and sepcifications were prepared and bid. The bid
opening was December 5, 1995. The low bidder, Mid-Continental
Restorations, was recommended to the City Council on December 14,
1995. The project came in over budget. Staff and the architect
negotiated a reduction change order to lower the cost as much as
possible. Additional funds were obtained from the completed Thomas
Park improvement project.

2. Sandstone Park Development

Comments/Status: The preliminary design for the park was approved
by Council January 25, 1995. Construction plans were prepared by the
Parks Planning Staff. Bids were opened July 6, 1995, with Marek
Brothers Os the low bid at $194,003. This bid was accepted by the City
Council on July 13, 1995. Construction began in late August. A Small
Business Administration Tree Grant was approved for this park for
approximately 15,000. The landscape portion of the project was bid
out the week of January 2, 1996.

3. PEBBLE CREEK PARK DEVELOPMENT

Comments/Status: Initial meetings with CS1SD staff have occurred to
prioritize needed facilities. Public hearings were held October 10 and
November 12, 1995. The preliminary site plan was approved by the school
board on November 20, 1995. The plan was presented to the City Council
on December 13, 1995. The plan was accepted and staff will begin
production of bid documents as soon as possible.

4. LINCOLN CENTER/WAYNE SMITH BASEBALL COMPLEX

Comments/Status: After review of 16 proposals by Architectural firms,
the staff recommended HSI Architects of Bryan to the City Council. The
City Council approved this selection and the negotiated design fees will

Subject: Master Plan
HOK is currently refining draft land use plan including parks and open space element. They are simply
incorporating everything that they received from you guys last year. Very basically, creek areas are
shown as greenbelts and neighborhood parks are included within the city limits as was shown on the
info given them last year. The holes to fill in from scratch are the ETJ and larger study area.
Joe will be sending me a graphic that you can use tomorrow nite. It will be a computerized draft land
use and park plan. T-fare will not be overlaid yet. This week the subconsultants wil receive
computerized data to run their respective models(T-fare and W/WW).
We are aiming for Jan. 31 (WED.)for a joint Parks Board/P&Z workshop meeting to discuss land use,
t-fare and parks elements. Please go over this date with the board tomorrow nite and see how it looks.
If it looks really bad for most members, other possibilities are Jan 30, (TUES)or Feb. 6(TUES).
When I get the graphic tomorrow run it over and review it with you.

RE: Comp Plan Effort .
Attached is the draft land usep lan I received in the mail today and the last monthly report.
You will note that existing parks are reflected in green. Flood plains and streams are
noted in dark green. Future parks are not yet shown. The thoroughfare system will be
modeled (beginning this week) and then the T-fare plan overlaid onto this land use plan.
That combined with population projections and existing creek areas will determine
locations for future park sites.
The institutional (blue) locations include schools and churches. Obviously some of these
are elementary schools and should have associated neighborhood park sites.
Please mention Jan. 31 as a possibility for an evening Parks Board/P&Z workshop where
Board members will have another opportunity for input. Let me know the response you
get from the Board. Again, please remind the Board that all the information given to
HOK back in August from that special Parks Board meeting will be incorporated into the
draft parks plan.

Dear Reader,
I am writing this letter to inform you of my concern on the issue of the unreliable
referees in the college station soccer league. The issue being that the referees are late
for soccer games and sometimes don't even show up.
For one thing, when the referees show up late to our soccer games it ends our
game late. When our games end late we seem to have problems for post game plans.
Also, my parents and others of the league have been calling in on the matter and that
has not helped so far. It is starting to annoy us that the referees are still showing up
late. The other thing that I wanted to say•is that I realize that my parents paid a great
deal of money on this league. When the referees don't show up its like throwing their
money in the trash. Perhaps you could refund some of our money.
I have some suggestions that could help with this problem. You could
reschedule the games so the referees can show up on time. You could also put up
fliers and make them Concise of this problem. Thank you very much for your time and

Thursday November 16, 1995.
The City of College Station is a facilitator for soccer leagues,which means that we
provide the fields for various organizations. The City of College Station does not operate
any soccer leagues. You might have signed up with the College Station Youth Soccer
Association,the Aggieland Soccer Association,the American Stars or the Brazos Valley
Magic, all of whom provide the service described in your letter. Each soccer organization
separately contracts with a local soccer officials group to provide their league with
officials.
Your recourse is to find out which league you were registered with, and to whom your
fees.werep aid to. Each of the above listed organizations has a president and board of
directors that answer to the participants in their league. Generally, when a league has
complaints about their contracted officials they will forward all complaints to that
officials association for review.

Dear Dr. Stribling,
Thank you for giving the City of College Station Parks and Recreation Department the
opportunity to participate in the College Station School District's Fourth Grade Learn to
Swim program. It was a rewarding experience to see so many children enjoy swimming
lessons. It was apparent to observers that the instructors also enjoyed working with the
children. Our goal was to teach them to swim and.help them improve their swimming
skills. Teaching safety in and around the water was a primary goal, as well.
Due to heater malfunctions, classes did not progress as efficiently as we would have liked.
) On the days we were unable to swim because of low water temperature, the emphasis
placed upon water safety enabled the children to participate in Safety Stations and increase
their knowledge and awareness of safe practices around the water. Hopefully, by next
year the kinks will have been ironed out of the heating system and we can participate in
the water on all class days.
As you know, not all of our instructors held current Water Safety Instructor certifications
from Red Cross. The on-site supervisor was a Water Safety Instructor and watched
carefully, being mindful that we wanted the children to be taught Red Cross skills. Ten
instructors had current Water Safety Instructor certifications, one was a Water Safety
Instructor Aide and three had expired Water Safety Instructor certifications. Of those
three, two had worked for the City as swimming instructors for three or more years and
one had taught swimming at a private Swim School in Spring, Texas, and received
excellent recommendations from the owner and manager of the Swim School. We
encountered no problems with the teaching of the non-certified instructors. In fact, Ms.
Inglis offered to let the WSI aide assist in her classes and told me that she would "teach
her everything that I know". Later, when I asked her how that instructor had done, she
reported, "Wonderful, she was the best instructor that you had working for you."
If you want the City to continue to assist with the Fourth Grade Swimming Lessons and
will notify me before the summer, I can keep my eyes open for suitable Water Safety
Instructors and recruit them during the summer when we have a broader pool of '.
employees to draw from. If students knewthat they might have a position teaching in the
Fall, perhaps they could register for college classes that would fit in with the CSISD
teaching schedule, and we would eliminate some of the MAW/F and T/Th class schedules.
After six weeks of experience in the program, I see areas that we could improve upon.
With some changes and additions, I feel that we can upgrade the program to benefit •
students and teachers. Thank you again, for allowing the Department to work with you in
teaching the children to swim. Anything that we can do that prepares children to become
better swimmers and safer participants in water sports is beneficial for them and society.

staff and the architectural team that will design the new baseball fields for Wayne Smith
Park. The design team has been selected and is pending City Council approval. Mr. Tom .
Hines of HSI will be the lead person and the engineering work will be done by Municipal
• Development Group. Both of these are local firms which should facilitate the process..

We will also include representatives from our Parks Operations staff in this planning
process. This will provide valuable input into the various aspects of the design as they
relate to maintenance and operation of the new facilities.
We still anticipate having the facility ready for play for the 1998 season. Major tasks to be
.accomplished during the next two years include the acquisition of several occupied
residential properties, project design, facility construction and turf development.

MEMORANDUM
TO: Parks & Recreation Board

SUBJECT: ITEMS OF INTEREST
. 1995 Bonfire - The Parks and Recreation Department assisted the Police
Department again this year by manning barricades in the east gate area. In the
past, cars have parked on both sides blocking streets which have created
access problems for emergency vehicles, like ambulances and fire engines. In
order to alleviate this problem, an area was cordoned off by staff and
barricades at specific entries to the east gate area. The area cordoned was
within the perimeters of Texas Avenue, Harvey Road, Munson Avenue, and
University Drive East.
2. The Urban Tree Planting Program, funded by the Small Business
Administration, has awarded College Station its third tree planting grant. The
request is for a matching grant to offset the funding needed to install 164 trees
along with a drip irrigation system in Sandstone Park. The proposal is based on
a federal grant of $18,245, a local match of $14,927, and in-kind service to
maintain the trees. The acceptance and funding of this project will greatly
enhance the development of Sandstone Park, as a larger number of trees can
now be planted.
3. Urban Fishing- The Parks Department has four fishing events coming up in the
next couple of months. All of these include Rainbow Trout. First, on January
19, 20, and 21, the department has the 14th Annual Pool Trout Fish-Out at
Adamson Lagoon. Then, on January 27, Central Pond will be stocked for the
Kid Fish event. On February 1, Texas Parks & Wildlife will stock the larger
Central Pond with 1,000 trout. The last stocking will occur at Cy Miller on
February 7, when 2,000 trout will be released. All anglers over 15 and under 65
will be required to have a valid Texas fishing license, as well as a $7.00 fresh
water trout stamp. The daily bag limit is five trout per angler.
