Jon Denton reported that Billy Hart be a good recommendation for Vice Chair. Discussion followed. Sherry Ellison suggested that the Board accept Billy Hart be considered as the sole candidate for Vice Chair. The vote was called.All were in favor,and the motion passed unanimously. 7. Consideration, possible approval, and discussion on the Senior Advisory Committee appointments: Marci Rodgers, Senior Services Coordinator asked for approval for two new Senior Advisory Committee applicants,Margaret Carmichael and Mabelene Robinson. Shawn Reynolds made a motion to approve the two new committee members,and Billy Hart seconded the motion. The vote was called. All were in favor,and the motion passed unanimously. 8. Update and discussion concerning CAPRA reaccreditation for the department: Geri Marsh,CAPRA reaccreditation leader,was present to explain the reaccreditation process. Discussion followed. Consideration, possible action,and discussion concerning the College Station Senior Games: Jon Denton, Chair, briefly reported on the College Station Senior Games. He said that the planning phase is still underway for Senior Game. He reported that things are pending until the city budget is approved. This was an informational item only,and no action was required. 10. Discussion and possible action concerning the Parks and Recreation Advisory Board Goals for FY12: Discussion followed. The Commission has approved the release of this report to your agency. The report identifies each standard as"met"or"not met". The Commission requires a response to the visitation report if the report indicates one or more fundamental standards are not met and/or less than 85%(18)of the non-fundamental standards are met.If a response is required,it should specifically address the standards identified as not met and must be transmitted via email to CAPRA@mpa.org within thirty days of receipt. Once received,the response will be reviewed and a determination made for •how to proceed. The Commission will not request or accept a response to the visitation report if the report indicates all fundamental standards are met and at least 85%(18)of the non-fundamental standards are met. To reiterate,if the approved visitation report indicates the minimum level of compliance for accreditation has been achieved,the Commission will not accept a follow up response prior to its meeting. However,if the visitation report indicates an unmet fundamental standard and/or less than 85%compliance with the remaining standards,the agency is required to submit a response within thirty days. This is a change in policy,approved by the Commission at its March 2009 meeting. For reaccreditation reviews,the Commission no longer requires attendance of the agency director and/or visitation team chair except only in certain circumstances.The Commission passed this change at their March 2012 meeting. Neither the agency director nor the visitation team chair participates in a hearing before the Commission. The visitation team members and agency representatives are welcome to attend at their own expense;however there will be no opportunity for open discussion of the agency's review. IlECREgi.° Visitation Dates 18-20 July 2012 Visitation Team: Seve Chose,Chair Deborah Derums Dean Bostrom INTRODUCTION Members of the Review Team arrived in College Station at different times on Tuesday. Debbie Derums arrived first around 5pm and was picked up by staff and taken to the work site for the team and then to the hotel.Then local staff and Debbie met Seve Ghose and Dean Bostrom at the airport after the arrival of the flight from Houston at 7:15pm. Unfortunately,Dean's checked luggage did not make it and he completed his paperwork with the ticket agent.We then were taken to dinner with senior parks and recreation staff and after the meal dropped off at the hotel around 9:30pm.We retired to our rooms.On Wednesday morning,over breakfast,we consulted on what the day held for us and Debbie assured us that the work site with the files was great.Dean checked on the progress of his luggage search with some success as he was told by the airline it should be there by days end. Staff picked us up at the appointed time of 7:45am and we were taken to the main office.It also happened to be the day for a department photo with the large fire truck,and the CAPRA team was part of it too.We got down to examining the files and documents at 9am and worked through the day till 4:45pm.We were then taken back to our hotel to relax for a while and picked up again for dinner at 6:30pm.The dinner group included the Mayor, City Manager,Parks&Recreation Advisory Board members,agency Director and many staff,and several senior City Administrative Staff.We returned to our hotel at 8:30pm and retired for the evening.The good news today was that Dean finally received his missing bag at 5:30pm.The team made great progress on the standards today. Thursday began at 9am and we made great progress allowing us to print a draft copy at 5pm to review overnight.We returned to the hotel briefly prior to being picked up for dinner at 6:15pm.We were back at the hotel by 7:45pm and conferred for a few minutes before retiring for the day. On Friday morning we were picked up at 9am.The team conferred for two hours while putting the finishing touches to the report to be presented at 11am to the College Station Parks&Recreation Department senior staff and one of the Assistant City Managers.The discussion went well and lunch followed with a tour of facilities and parks till around 5pm. There was pre-arranged dinner engagement with several city staffers at 6:30pm.We returned to our hotel at 9pm,saying the goodbyes and ending a busy three days in College Station,Texas. 2 IV. Cultural Characteristics A. Significant social and/or cultural factors that influence the agency's delivery of service: Texas A&M University with 62,000 students,is one of the largest research institutions and public universities in the nation,and brings an international influence with a healthy diversity of race,culture,and nationality to the area.As the `heart'of central Texas,College Station is within 100 miles of Houston and Austin, and 160 miles from San Antonio and Dallas. 4 1.1.3 Responsibilities of Approving Authority,Chief Administrator,and Staff Standard:There should be established guidelines defining the delineation of responsibilities for the policy-making functions of the approving authority and the administrative functions of the chief administrator and staff. Visitor Evaluation: Met 1.2 Jurisdiction Standard:The specific geographical boundaries of the agency's jurisdiction should be set forth by geographical description and map. Visitor Evaluation: Met 1.3 Mission Standard:There shall be an established mission statement,which defines the direction and purpose of the Agency. Visitor Comments: Reviewed/presented and approved as part of annual budget presentation. Visitor Evaluation: Met 1.3.1 Agency Goals and Objectives Standard:There shall be established,measurable goals and objectives for the agency and for each organizational component within the agency.Such goals and objectives shall be directed toward accomplishing the agency mission,be reviewed annually,and distributed to all appropriate personnel. Visitor Comments: Provided evidence of 2012 goals and evidence of prior year's review of goals from each operational unit. Strategic Business Plan provides performance measures and work load and efficiency indicators. Evidence of distribution to all appropriate personnel documented. Visitor Comments: Department's Comprehensive Plan Approved July 2011.Plan provides all identified basic elements required of a Comprehensive Plan. Visitor Evaluation: Met 2.4.1 Trends Analysis Standard:There shall be a system in place to assess societal and local trends over time. Visitor Comments: No societal,lifestyle or recreation use trends that more specifically influence the recreation and parks industry were documented. Visitor Comments: Very detailed documentation of all administrative equipment,software programs and versions available. Diagrams provided for all offices spaces as well as functions and responsibilities performed at each office space. Visitor Evaluation: Met 3.2.2 Support Services Standard:Support staff and services should be provided to enable the professional staff to perform their appropriate functions. Visitor Comments: Provided list of all professional staff as well as functions and responsibilities performed by each position. Visitor Evaluation: Met 3.3 Communication System Standard:A communication system shall be established to insure the accurate and timely transfer of information,both internal and external. Visitor Comments: A Communications Plan approved in July of 2012 documents the strategies and procedures for communications both internally and externally.The Department holds monthly management meetings with senior staff and weekly divisional meetings. Visitor Evaluation: Met 3.4 Process for Public Information,Community Relations,Marketing Standard:There shall be an established process regarding the integrated role of public information,community relations,and marketing functions of the agency including periodic reporting and evaluation. Visitor Comments: A Communications Plan approved in July of 2012 documents the goals of the plan and five objectives designed to fulfill the goals of the plan.Two of the five objectives address reporting and evaluation. Visitor Evaluation: Met 14 3.4.3.1 Marketing Position Responsibility Standard:A specific position should be designated to direct the marketing function. Visitor Comments: Marketing Coordinator position is responsible for marketing functions for the Department. Visitor Evaluation: Met 3.5 Management Information Systems Standard:The Agency shall have a management information system,including statistical and data summaries of agency activities,such as daily,monthly,and annual reports. Visitor Comments: Provided several basic reports utilizing Rec Tear Registration software. Quarterly comparative performance measures are documented within each division of the Department. Visitor Evaluation: Met 3.5.1 Application of Technology Standard:The application and use of technology should enable the agency to operate efficiently. Visitor Comments: Utitize Rec Tear system,Sky Logic Lighting System,Cembase—Cemetery Records management system. Implemented Rec True System in January 2012. While significant research was conducted prior to implementing Rec Trac System,no evidence was provided of any research documenting plans to utilize or expand future systems was provided. Visitor Evaluation: Not Met 3.6 Records Management Policy and Procedure Standard:The agency should have established policy and procedures for control,maintenance,and retention of records. Visitor Comments: City of College Station Records Management Program is documented within their Ordinances and policies regarding records management activities. Visitor Evaluation: Met 16 4.0 HUMAN RESOURCES NOTE:Standards marked with a star(*)are fundamental standards,and are required of all agencies seeking accreditation. 4.1 Personnel Policies and Procedures Manual* Standard:There shall be established policies,which govern the administration of personnel procedures for both professional and nonprofessional employees that are reviewed annually. Visitor Comments: Employee Handbook which provides for all personnel policies and procedures was reviewed.Dates of section updates and revisions are noted on the handbooks intranet page.Original Employee Handbook approved by Council in 2004.Handbook is on the City's intranet for all employees to access. Visitor Evaluation: Met 4.1.1 Code of Ethics* Standard:There must be an established statement of ethical principles for agency personnel. Visitor Comments: Code of Ethics provided and is a part of the Employee Handbook. Visitor Evaluation: Met 4.1.2 Recruitment Process Standard:There should be a comprehensive recruitment process to attract qualified personnel. Visitor Comments: Recruitment and selection process reviewed as part of the Employee Handbook. Visitor Evaluation: Met 4.1.3 Equal Opportunity Employment and Workforce Diversity* Standard:There shall be an established policy regarding diversity for all employment practices and evidence that it is being implemented. Visitor Comments: Equal Opportunity policy reviewed as part of Employee Handbook which is available to all staff via the City intranet. Visitor Evaluation: Met 18 4.1.8 Compensation Standard:There should be an established compensation plan that is reviewed annually that establishes equity of compensation among units within the agency. Visitor Comments: Compensation plan reviewed.Pay is reviewed every two years and skill competency and benefits reviewed annually.Intranet notes last compensation review was December 2010. Visitor Evaluation: Met 4.1.9 Performance Evaluation Standard:There should be a fair and systematic procedure for annual appraisal of job performance. Visitor Comments: Evaluation procedure is outlined in the self-assessment narrative and evidence reviewed included section 3.09 in Employee Handbook.Blank forms provided for several position titles and three different completed evaluations were reviewed. Visitor Evaluation: Met 4.1.10 Promotion Standard:There should be an established statement available to all employees defining the promotion process and the agency's role. Visitor Comments: The self-assessment narrative notes annual employee evaluations are used as basis for promotion and evidence included promotion policy in the Employee Handbook.A 7/12 memo from the HR director notes policy 4.1.10 on promotion and that employees apply for jobs at their own will and often supervisors will post an open position internally to target a specific group of employees.All policies are accessible to all staff via the intranet. Visitor Evaluation: Met 4.1.11 Disciplinary System Standard:There should be a disciplinary system based on the code of conduct and performance. Visitor Evaluation: Met 43.1 Workforce Health and Wellness Standard:There should be an employee health and wellness program(s)within the agency. Visitor Comments: The agency staff participates in the City's Health and Wellness program.Evidence included a list of staff with gym membership/access and various class/health screening sign-in sheets. Visitor Evaluation: Met 4.6 Orientation Program Standard:There should be an orientation program for all personnel employed by the Agency. Visitor Comments: New hires receive orientation from both the City and the Agency.The program is outlined in the Employee Handbook.In addition,evidence reviewed included a 2012 new hire orientation guide and agenda. Visitor Evaluation: Met 4.7.1 Utilization of Volunteers Standard:Volunteers should be utilized by the agency in a variety of positions. Visitor Comments: Self-assessment provided a list of various volunteer opportunities within the agency.Information on several volunteer opportunities were supplied that included the description of the volunteer's role.(ie WSI aides volunteer,project sunshine,and parks bucks program). Visitor Evaluation: Met 4.7.2 Recruitment,Selection,Orientation,Training,and Retention Standard:There should be an on-going function within the agency for the recruitment,selection, orientation,training and retention of volunteers,including procedures on background screening. Visitor Comments: The agency's volunteer program falls under the jurisdiction of the City's volunteer coordinator. Recruitment,Selection,Orientation,Training,and Retention are covered in the Municipal Volunteer Program Guide. Visitor Evaluation: Met 4.7.3 Supervision and Evaluation Standard:Agency volunteersshould be monitored,should receive supervisory visits and conferences,and be evaluated regarding performance. Visitor Comments: The College Station Parks&Recreation Department meets the requirements for this standard based on the City's Fiscal and Budgetary Policy document that was presented,covered all the particulars. Visitor Evaluation: Met 5.1.1 Fees and Charges Standard:There shall be an established policy on the type of services for what fees and charges may be instituted and the basis for establishing the amount of such fees and charges. Visitor Comments: The College Station Parks&Recreation Department meets the requirements for this standard based on the documents provided,which included clear policy statement on the setting of and expectations on fees and charges.Guidelines are in place for enterprise funds,various sports programs including adult and youth,and the subsidized programs.Additional documents included the actual fee schedules,which were up-to-date and per City policy require visiting every three years. Visitor Comments: The College Station Parks&Recreation Department has clear policies on the acceptance of gifts and donations from the individual employee level to the City level.Sample copies were provided of large monetary donations to the City for specific department programs. Visitor Comments: The City of College Station has clear Emergency Purchasing Procedures as shown in the City Charter and expected in the State of Texas Code.This also applies by designation to the Parks&Recreation Department. Visitor Comments:The City of College Station and by default,the Parks&Recreation Department uses the Sungard Enterprise Resource Program(ERP)Software System for its financial accounting,recording, reporting,and processing.It is supported by the AS400 hardware system also in place.This accounting system also is used to produce and maintain the budget documents. Visitor Evaluation: Met 5.5 Budget Control Standard:There should be procedures for budget control within the agency,including an allotment system,accounting system,frequent reporting of revenues and expenditures,and continuous management review. Visitor Evaluation: Met 6.1.1 Program and Service Determinants Standard:The programs and services provided by the agency shall be based on the conceptual foundations of play,recreation,and leisure;constituent interests and needs;community opportunities;agency philosophy and goals;and experiences desirable for clientele. Visitor Comments: The College Station Parks&Recreation Department does employ community surveys,needs assessment, and offer opportunities for engagement through leisure activities.These are shown in the Department Master Plan adopted in 2010 and the Community Index of 2006. Visitor Comments: The College Station Parks&Recreation Department has established objectives fox their programs and services.They are classified under respective areas by type such as Aquatics,Senior Programming, Sports,and general departmental objectives. Visitor Evaluation: Met 6.3 Program Evaluation Standard:Programs shall be evaluated regularly and systematically based on stated program objectives. Visitor Comments: The program evaluation piece is currently done through`Survey Monkey'and the like.However,there is no documentation to show any formal analysis and how issues were addressed.A memo was provided as to how the discussion with related staff is conducted,but the follow through evidence is missing along with the connection to program objectives. Visitor Evaluation: Not Met 6.4 Outreach to Underserved Populations Standard:The agency shall proactively extend programs and services to residents who may be underserved in the community. Visitor Comments: The College Station Parks&Recreation Department has a well-documented assessment through the `Barriers to Participation'document on reaching the underserved populations.The list includes Financial Barriers,Transportation Barriers,Language Barriers,and Physical Barriers and what steps the Department is taking to break those barriers. Visitor Evaluation: Met 7.5 Maintenance and Operations Management Plan Standard:There shall be an established maintenance and operations plan for management of the agency's park and recreation areas,facilities,and equipment. Visitor Comments: The College Station Parks&Recreation Department Maintenance and Operations Management Plan was provided with component parts including the Maintenance Policies and Procedures,Natural Resources Management Plan,Divisional Policies and Procedures,Parks and Facilities Maintenance Standards along with the log sheets for inspections and maintenance conducted. Visitor Evaluation: Met 7.5.1 Facility Legal Requirements Standard:There should be a regular review of legal requirements related to facilities,such as licenses,sanitary regulations,fire laws,and safety measures,and inspections of adherence thereto. Visitor Comments: Many up-to-date documents were provided in compliance of this standard by the College Station Parks& Recreation Department.The documents covered pools and the related regulations that are updated periodically,noise control measures,Safety and Security Plan and sections for the related divisions and large facilities,along with concessions inspection sheets and tobacco ordinances. Visitor Evaluation: Met 7.5.2 Preventive Maintenance Plan Standard:There should be a comprehensive preventive maintenance plan,which incorporates a preventative program for each facility that includes regularly scheduled systematic inspections and detailed safety checks. Visitor Comments: College Station Parks&Recreation has a strong preventive maintenance plan as laid out in the Maintenance Policies and Procedures document.Additional evidence includes the Parks and Facilities Maintenance Standards,pool and slide inspection log sheets,and playground log and inspection sheets. Visitor Evaluation: Met 38 7.8 Natural Resource Management and Environmental Stewardship Standard:There shall be environmentally sound policies and procedures that are integral to all operations. Visitor Comments: College Station Parks&Recreation adopted a Natural Resource Management Plan in 2007 and was updated in June 2012.It has sound policies and procedures along with practices and guidelines for pond management and stewardship.The Recreation,Park,and Open Space Master Plan also offer quality guidance on Natural Resource Management and Environmental Stewardship. Visitor Evaluation: Met 7.9 Environmental Sustainability Standard:The agency should have an established environmental sustainability policy that addresses energy conservation,environmentally preferable purchasing,water conservation/quality protection and sustainable design/construction of buildings and facilities. Visitor Comments: Following from the`Green College Station'plan,the Parks&Recreation Department practices environmental sustainability in terms of water conservation,green buildings,a reclaimed water system at baseball fields,the solar trash compactors placed strategically around the system including at the entrance to the Administrative Offices. Visitor Evaluation: Met 7.10 Maintenance Personnel Assignment Standard:The agency should have procedures for the assignment of competent personnel with clearly defined duties for routine maintenance,repairs and minor improvements,general cleanliness and overall attractiveness of areas,facilities,and equipment. Visitor Comments: College Station Parks&Recreation assigns maintenance staff based on the criteria set prior to hiring for the positions.Job Descriptions and staffing charts were provided as evidence,showcasing the maintenance personnel such as Park Assistant,Trim Crews,Ball Field Crews,and Equipment Operators. Visitor Evaluation: Met 7.11 Capital Asset Depreciation and Replacement Standard:The agency should have an established depreciation and replacement schedule for all park and recreation capital assets. Visitor Comments: As described in the yearly Budget Document,College Station Parks&Recreation has a depreciation and replacement schedule for all capital assets.The documents also listed the set criteria for the replacement, along with the budgetary allocation for such based on the depreciation and lifecycle schedule. Visitor Evaluation: Met 40 8.0 PUBLIC SAFETY,LAW ENFORCEMENT ORCEMENT AND SECURITY NOTE:Standards marked with a star(*)are fundamental standards,and are required of all agencies seeking accreditation. 8.1 Laws and Ordinances * Standard:Public safety and law enforcement within parks and recreation areas and facilities shall be governed by laws and ordinances,some of which may be enacted specifically for the control and management of parks and recreation areas and facilities. Visitor Comments: The agency falls under law enforcement.jurisdiction of the City Police department.There is not a separate City parks ordinance,but City Ordinance#1322,Sec.1-14 addresses conduct of persons within the parks.City Charter notes the City has power to police parks etc. Visitor Evaluation: Met 8.2 Authority to Enforce Laws by Law Enforcement Officers* Standard:The authority of Law Enforcement Officers to enforce laws and ordinances pertaining specifically to activity within parks and recreation areas and facilities shall be clearly established to ensure that enforcement actions are upheld. Visitor Comments: Evidence for City Police authority to enforce laws/ordinances within the park was demonstrated in the City Charter,Memo from Police Chief,and outlined in City Police Policy Manual. Visitor Evaluation: Met 8.3 Law Enforcement Officer Training Standard:Law enforcement officers with the authority to enforce laws within areas and facilities under the jurisdiction of the agency must have proper training in order to carry out their roles and responsibilities. Visitor Comments: The City Police Department handles all enforcement within the parks.A memo from the Police Chief states all officers meet Texas Law Enforcement Officers standards(standards included)and all Officers obtain 40 hours of annual training and that all records are within the Police Department. The coordinating committee will request membership in the Texas Senior Games Association(TSGA). Membership is needed to be a fully sanctioned senior game and member in good standing of the TSGA offering games every year. Mission Providing an excellent and exciting opportunity for athletes 50 years of age or older to compete in a variety of sporting and recreational events that promote fitness,wellness,and a healthy lifestyle. Relation to College Station Planning Documents 1.The Senior Games event is aligned with the Health&Wellness Goal and related strategy(promote active recreation programs for all ages)in the College Station Recreation,Park and Open Space Master Plan. 2.A regional Senior Games event is aligned with Economic Development, Strategy 3,(promote and support the attraction of special events for economic growth)of the College Station Comprehensive Plan. Management Organization for College Station Senior Games The College Station Parks Department operates under policies established by the College Station City Council. These policies in turn,are administered by the City Manager and City Secretary. The Parks and Recreation Department operates under the direction of David Schmitz,Director of Parks with a staff of 80.Nine(9)residents of College Station appointed by the City Council serve as an Advisory Board to the Parks and Recreation Department. This advisory board recommends actions and initiatives to the Parks department staff to forward to the City Council for their consideration and possible approval.
