Regular Meeting

MINUTES
Members Present: Joanna Yeager, Jean Adams, Arlene Petroski, Jeanne Machrowicz, Russell,
Kohel, Jerry Crockett, June Morris, Janet Wood, Darla VanFickell, Margaret Carmichael, Carol
Blaschke and Norma Teetes
Members Absent: Bryana Childers, Mickey Stokes and Christine Williams
Visitors Present: Frank Duchmasclo, Cecilia Yip and Ann Hays
Staff Present: David Schmitz, Kelly Kelbly and Marci Rodgers
I.Call to order: The meeting was called to order at 10:01 a.m. by Jerry Crockett,
Chairman
II.Hear Visitors: Chairman Crockett recognized visitors. Ms. Cecilia Yip requested that
one of the outdoor tennis courts be used as a Pickleball court.
III.Approval of minutes from meeting held on August 29, 2016: Correction to the
minutes. The minutes should read: The meeting adjourned at 11:03 a.m. Janet Wood
made the motion that the minutes be approved with the correction. Carol Blaschke
seconded the motion. The motion passed unanimously.
IV.Update from David Schmitz on Senior and Community Center project and Bob
Meyer Restricted Gift Fund: David Schmitz gave an update on the Bob Meyer
Restricted Gift Fund. The city is still waiting on final payments. All funds are in a
special account earning interest. The Parks and Recreation Advisory Board received
an update at their last meeting. The Board recommended that the Pool Trout Fish Out
be named after Bob Meyer. The city will fund the event from general funds and will
not use any of the gift money from the Meyer Gift Fund. The Board also
recommended that funds from Mr. Meyer’s gift go toward a senior facility.
Kelly Kelbly presented information on the proposed conceptual design for a Senior
and Community Center. The proposal included cost estimates for renovations and
expansion of the current Arts Center facility. The square footage and design needs
are the result from the public meeting held last spring with the architect. The total
estimate for the project is $8,014,570.00 for a facility approximately 22,000 square
feet. Construction cost was estimated at $262.00 per square foot plus site work. The
Senior Advisory Committee will meet on October 10, 2016 at 10:00 a.m. to review

the design. The committee will also have the phasing costs from the architect at that
meeting.
V.Report from website sub-committee, Russell Kohel: Mr. Kohel reported that he met
with Christine Williams, Jeanne Machrowicz and Jerry Crockett to discuss the
cstx.gov/senior webpage. The sub-committee recommended changes to the senior
page that would include a monthly photo of seniors. The sub-committee suggested
that the site list quick links for senior activities. Staff will look into ways to better
advertise the website for seniors. Kelly Kelbly explained that the city will hire a new
vendor for the city website in 2017. Recommendations for changes were noted.
VI.Presentation, possible action and discussion on Senior Services Coordinator Report
regarding current and upcoming programs and events. Report attached. Marci
Rodgers reminded the committee of upcoming events and dates.
October 1: Free Shred Day from 9 a.m. -1 p.m. at City Hall Parking Lot
October 12: “Strictly Business” A presentation from local businesses – Lynn
Tech from 11 a.m. – 12 p.m.

October 20: 10 Annual Senior Fall Fest at Veteran’s Park from 5-7 p.m. Free
hamburger meal, entertainment, door prizes and cake walk.
October 22: “Walk to End Alzheimer’s” Wolf Pen Creek registration starts at
8:00 a.m.
VII.Presentation, discussion and possible action on future agenda items: A Committee
member may inquire about a subject for which notice has not been given. A
statement of specific factual information or the recitation of existing policy may be
given. Any deliberation shall be limited to a proposal to place the subject on an
agenda for a subsequent meeting.
