HomeMy WebLinkAbout07/25/2006 - Regular Minutes - Historic Preservation Committee DRAFT M I N U T E S Historic Preservation Committee Monday, July 25, 2006 4:00 p.m. nd 2 Floor Conference Room City of College Station, City Hall, 1101 Texas Avenue College Station, Texas 77842 MEMBERS PRESENT: Neal Nutall, Marguerite Anthony, Colleen Risinger, Tom Taylor, Haskell Monroe, Dipankar Sen, Bill Lancaster. MEMBERS ABSENT: Hillary Jessup and Ernie Wright. STAFF PRESENT: Olivia Burnside, Lance Simms, Lindsay Boyer, Katie Elrod, and Arsenio Rodrigues. VISITORS: Gaines West 1. Call to Order The meeting was called to order. 2. Possible Action and discussion on absence requests. Absence requests unanimously for Hillary Jessup and Ernie Wright. 3. Oath of Office to new and reappointed members. Oaths were performed for Neal Nutall, Colleen Risinger, and Haskell Monroe. 4. Report, possible action, and discussion regarding planning a tour for City Council through neighborhoods of historic interests. Chief Information Officer Olivia Burnside introduced herself and Lance Simms Interim Director of Planning & Development Services. Burnside outlined the request by City Council for a tour of neighborhoods requesting historic district designation. Lance Simms stated that the meeting was to determine the whole route for the tour. Simms said the tour would be limited to a total hour. The tour attendees would include: City Council, Planning & Zoning Commission, Historic Preservation Committee, and Staff. Taylor introduced Oakwood Neighborhood Association President Gaines West. West reported that Oakwood is bounded by Pershing, Timber, Lee, Suffolk, and Park Place. They include Dexter residents in their association. West came to offer Southside for the tour and offered his st families home for tour. West extended and invitation to visit their home on August 1 for National Night Out. Taylor queried if there is an area of the City that staff considers historical. Lindsay Boyer reported that a starting place is to consider areas that are 50 years or older. Boyer handed out maps depicting homes with Historic Markers and building permits issued within the last 10 years. Boyer asked for the top 10 sites to not miss. Marguerite Anthony reported she would like tour to include The Knoll, a circle of streets to include Orr Street, Winding Road, and Langford. Colleen Risinger asked if tour will be confined to residential or include businesses, too. Staff consensus was not necessarily. Tom Taylor reported that Southside, The Knoll, Eastgate, and Northgate are the historic areas and that Northgate does not have protection from demolition. He suggested that all areas be in tour. Haskell Monroe asked if there were any structures that are historic because of what happen at the site. Taylor reported that Café Eccel fit that category and Anthony that Carter Park was an historic site. Burnside clarified that our focus of the tour is to demonstrate the historic significance and undesirable elements of the older neighborhoods. Visitor West reported that new construction on Pershing & Park Place, Timber & Lee are upgrading the area financially, but the architecture styles do not compliment the existing homes in the neighborhood. Emphasizing the need to establish guidelines particularly for demolition and infill. Burnside confirmed that if a home is beyond help and proves to be an economic hardship to repair it could be demolished, but what is built in its place should be consistent with the neighborhood. A historic district gives the neighbors say in how their neighborhood is maintained. Demolition delay is helpful to determine if structure should really be demolition and then before a building permit is issued the building plans go through a committee review. It prevents homes being built out of context. Haskell suggested showing extreme mistakes on the tour. West suggested Lee Street. Taylor suggested lots behind Mrs. Pugh’s home on Fairview of the two small homes on Welsh that were built on one lot. Taylor suggested Eastgate: especially front streets as Milner and area around Thomas Park. Marguerite mentioned the row houses along Thomas Park and the refurbished homes on Walton. Taylor mentioned Fidelity, Highlands behind the shopping center. Haskell asked about the Campus Homes and homes of Congressional Medal Winners. In addition the tour route should include: Southside, Lee Street, Pershing & Park Place; The Knoll; and in Eastgate, Foster, Milner, Thomas Park, Walton and streets on the front of College Hills. th The date of the tour is Thursday, August 24 at 3:00 p.m. HPC will be called into session. 5.
