HomeMy WebLinkAbout04/08/2003 - Regular Minutes - Historic Preservation Committee MINUTES Historic Preservation Committee April 8, 2003 CITY OF COLLEGE STATION, TEXAS 5:30 PM MEMBERS PRESENT: Chairman Marsha Sanford, Sherlei Dannhaeuser, Bill Lancaster, and David Chester. MEMBERS ABSENT: Carol Conlee,Robert McGee, & Alternate Member Randal Allison. STAFF PRESENT: Staff Assistant Deborah Grace, Staff Planners' Katie Elrod & Molly Hitchcock&Planning Intern Lauren Harrell. VISITORS PRESENT: Mike Luther, John Schwartz&John Evans. Agenda Item No. 1: Call to order. Chairman Sanford called the meeting to order at 5:41 PM. Agenda Item No. 2: Consideration, discussion and possible action on absence requests. Mr. Lancaster made the motion to approve the absence request from Robert McGee. Ms. Dannahaeuser seconded the motion, which passed(4-0). No requests were turned in for Carol Conlee& J.P. Grom. The Committee did not vote on their absences. Agenda Item No. 3: Hear Visitors. No visitors spoke. Agenda Item No. 4; Consideration, discussion and possible action to approve meeting minutes from March 11, 2003. Ms. Dannahaeuser made the motion to approve the minutes. Mr. Chester seconded the motion, which passed(4-0). Agenda Item No. 5: Committee and staff report of pertinent past and upcoming community events pertaining to historical interests. TAMU 4th Historic Preservation Symposium March 22—Mr. Allison, Ms. Dannhaeuser,Ms. Elrod& Ms. Harrell attended. Ms. Harrell listed items of interest discussed: HPC Minutes April 8,2003 Page 1 of 4 African American culture in Galveston The Mississippi heritage that dealt with Nachez and their economic benefits of their preservation plan. A panel discussion followed that discussed all the topics. Texas Historical Commission Workshop April 7 in Huntsville. Ms. Harrell attended the interactive preservation planning workshop. The workshop began with a discussion of the Visionaries Program of the THC. It is a program that cities can apply for. It covered preservation planning and the benefits of planning. Preserving African American History Workshop. Ms. Elrod told the Committee that she and Mel Pruitt attended. She reported that there were several speakers. One item stressed was the collecting of African American History should not be a project but it should be an intrical part of your mission. You should start small and have projects within that frame of reference and then gain trust and establish a rapport with the black community. Recognition of black residences and commercial establishments is a good way to begin. Ms. Elrod added that Patrick Nolan, Museum Curator for the Sam Houston Museum spoke about the Texas Council for Humanities Grant Program. Ms. Dannahaeuser added that she would like to be involved with that program when the times comes. Secrets to Success in Heritage Tourism Workshop. Mr. Chester reported that it was stressed that heritage tourism is a big deal and we should acknowledge that. We should also be cooperating with the Chamber of Commerce with our preservation efforts because of the tourism aspects. Archeology in Texas Workshop. Ms. Dannahaeuser reported that Bill Martin gave a background of what archeologists do. He discussed several periods. The historic period 300 BP to the present he discussed how maps and records help guide the archeologists into finding treasures. He discussed that ``" 19th century homes will have archeological deposits. Researching your Historic Property. Ms. Dannahaeuser reported that Mark Cowan was very enthusiastic and gave a list of various websites. Texas State Historical Conference May 15& 17 in Austin, Texas. Ms. Elrod asked for anyone interested in attending to let her know by Friday,May 11. Agenda Item No. 6: Set dates for Organizational and Historic Marker Sub-Committee meetings. Mr. Chester will contact J.P. to set up a time to meet. The Organizational Sub-Committee will meet April 16th during lunch. Agenda Item No. 7: Consideration, discussion and possible action regarding the City of College Station 65th Birthday Celebration and the appointment of a Committee Member to the Event Planning Committee. Ms. Elrod explained that City Council is looking for an event to celebrate the city's incorporation. The event will take place in October. HPC Minutes April 8,2003 Page 2 of 4 Ms. Elrod asked for someone to volunteer to serve on the Celebration Committee. Mr. Lancaster volunteered to serve on the Committee with Chairman Sanford and Ms. Dannahaeuser serving as alternates. Mr. Luther(visitor in the audience)suggested seeking the help of people of other cultures. Ms. Conlee arrived at the meeting. Agenda Item No.8: Committee& Staff report regarding engagements to promote HPC projects. Kate told the Committee that representatives for HPC have already spoken to: The Brazos Valley Historical Commission Daughter of the American Colonists The Kwanis Club. Upcoming speaking engagements: Brazos Valley Writers—April 10 B/CS Business&Professional Woman—April 17 B/CS Chamber of Commerce—May 20 Arts Council of the Brazos Valley—May 27 Sul Ross Masonic Lodge—June 9 KAMU-TV News letters Contacts: National Association of Senior Friends Retired Senior Volunteer Program Kiwanis Club of College Station B/CS Business&Professional Woman Mr. Lancaster told the Committee that he and Kate went to the Kiwanis Club and explained the HOLD Project& had several members willing to volunteer for the project. Mr. Chester stated that he is the historian for the Rotary Club and he would have that information to give to the HOLD Project. Ms. Elrod asked if there is anyone they should be contacting that is not on the list. Groups discussed: CS Lions Club Woman's Club Board of Realtors Bed and Breakfast Associations TAMU Woman's Club VFW HPC Minutes April 8,2003 Page 3 of 4 Disabled Veterans American Legion Veterans of Foreign War Ms. Elrod told the Committee that they needed to tell anyone who is receiving correspondence from the war front via e-mail to be sure and archive the items. Mr. Lancaster stated that once we begin collecting items, we need to collect the items legally by getting the proper legal releases. Agenda Item No. 9: Report, consideration and possible action regarding the Historic Marker Initiative and the identification of eligible buildings. Ms. Elrod discussed the Southside Survey&the Northgate Survey that were done. The Committee discussed the need for an East Side Survey. Agenda Item No. 10: Consideration, discussion and possible action regarding the Project HOLD: Historic Online Library Database. Ms. Elrod discussed the work area and the supplies that have been purchased for this project. Agenda Item No. 11: Consideration, discussion and possible action regarding preparations & planning for the National Observance of Preservation Week. Ms. Elrod stated that on April 24th a proclamation would be read at the City Council Meeting declaring the following week as Preservation Week. Also the Shafer's will receive their home plaque and certificates will be handed out to Committee Members for training. Ms. Elrod told the Committee that the week of Preservation Week they are going to celebrate it by doing a Historic Preservation night for the Neighborhood Partnership Seminar Supper. Ms. Elrod asked for a volunteer to read the proclamation for Preservation Week at the April 24th City Council meeting. Carol Conlee offered to read the proclamation. Ms. Elrod stated she would like to have Committee Members attend the Seminar Supper. Agenda Item No. 12. Consideration, discussion and possible action in the selection of future agenda items. Mr. Chester stated that the College Station Cemetery has two older sections that would have some historical information that would be valuable. Ms. Elrod stated that would be something to discuss at a marker sub-committee meeting.
