AGENDA ITEM NO. 1: Call to Order.
Member Lancaster called the meeting to order at 5:37 PM.
AGENDA ITEM NO. 2: Consideration, discussion and possible action on absence requests.
The Committee voted to approve the excused absence requests of Committee Members Conlee and
Chester(6-0).
AGENDA ITEM NO. 3: Hear Visitors.
Mike Luther gave a copy of his transcript to Committee Member Dannhaeuser for editing.
AGENDA ITEM NO. 4: Consideration, discussion and possible action to approve meeting
minutes from September 24,2002.
Mr. Lancaster made the motion to approve Ms. Dannhaeuser seconded the motion, which passed
unopposed(6-0).
AGENDA ITEM NO. 5: Consideration, discussion and possible action to approve meeting
minutes from October 8, 2002.
Mr. Lancaster made the motion to approve. Ms. Dannhaeuse seconded the motion, which passed

AGENDA ITEM NO. 6: Presentation by OTIS regarding storage and scanning of historic
materials and committee consideration, discussion and possible action regarding the collection,
storage, and scanning of historic materials.
Director of the Office of Technology and Information Systems Olivia Burnside introduced Clara
Mounce, Community Librarian. Ms. Burnside stated that Ms. Mounce would like to have the items this
Committee gathered housed at the Carnegie Center of Brazos Valley History. Ms. Burnside stated that
Ms. Mounce understood the Committee wanted the items to stay in College Station, but that Carnegie
would like to obtain a copy of all documents. Ms. Burnside stated once the items are imaged into the
City's computer system, any amount of additional copies would be available to the library and the
general public. Neil Black, Network System Analysis, and Ms. Burnside gave a visual and oral
presentation on the City's imaging system:
Once images are scanned into the City's imaging system, Laser Fiche, there are two ways the
documents can be retrieved. One is through a search using Optical Character Recognition
(OCR). OCR can be used when the computer system can recognize and read printed text and
select and highlight specific words that are entered into the search. The second method for
retrieving documents is to initially create a template, which essentially is an index. A template
is made for any item that the computer can not read such as a damaged document, handwritten
document, or photograph. The index would contain keywords regarding the image so that it
can be retrieved in the search process. Volunteers from the community will be needed to
preserve, index, and scan items into Laser Fiche. There is available technology to image text on
microfish into the Laser Fiche system.
Committee Member Lancaster asked how the Eagle newspapers were stored. Ms. Mounce replied that
they were stored on microfilm except the new material that was on the Internet and that the Carnegie
Center has all the past copies on microfilm reels, except one real that is held by TAMU. Mr. Lancaster
stated that he would like to develop a chronological timeline for the City of College Station like the one
of TAMU events.
Committee Member Grom asked Ms. Burnside if three-dimensional items could be imaged. Ms.
Burnside replied that if the artifact was photographed the photo then could be scanned into the system
and indexed for retrieval.
Ms. Elrod told the Committee that Ms. Mounce is prepared to provide the Committee with a tour of the
Carnegie Center of Brazos Valley History. The tour would be posted as a special meeting. The
committee accepted the offer of a tour.
The formation of subcommittees for the purpose of publicity/public relations, collection of material,
preservation/processing, and cataloguing was discussed.
An Organizational Subcommittee was formed of the following members:

Mr. Luther asked to serve on the committee as a volunteer.

AGENDA ITEM NO. 7 Committee members report on web sites concerning historic
preservation.
Committee Member Grom researched the National Trust for Historic Preservation site,
http://www.nationaltrust.org/. He reported that the site was a good springboard to other useful links
and that the site contained general information. The site contained abstracts from the National Trust
magazine, some of which included articles about buildings. Information on available grants was very
general.
Alternate Member Randal Allison researched the National Park Service site,
http://www2.cr.nns.gov/workingonthepast/index.htm . The site contained useful information on
grants and oral histories.
Committee Member Dannhaeuse reported that the Smithsonian site contained useful information for
cities and the Christy's site on paper.
AGENDA ITEM NO. 8: Review and discussion regarding the previously defined boundaries
of the historic areas of The City of College Station.
The Committee reviewed the maps with boundaries of historic areas as defined by Shawn Carlson
through research at the Courthouse. The map references the home plaques in the area that have been
given. The Committee discussed the area as being their target market.
AGENDA ITEM NO. 9: Consideration, discussion and possible action in the selection of
future agenda items.

Preservation Committee next week since I will be in California all week. Please allow me to ask to be
