December 11, 2001
CITY OF COLLEGE STATION, TEXAS
5:30 P.M.
MEMBERS PRESENT: Chairman Lancaster, McGee, Conlee, Richardson, Davis, Sanford &
Alternate Member Allison.
MEMBERS ABSENT: Sheffy, Gantt and Griffith.
STAFF PRESENT: Staff Assistant Grace, Staff Planner Hitchcock& Senior Planner Battle.
AGENDA ITEM NO. 1: Call to Order.
Chairman Lancaster called the meeting to order.
AGENDA ITEM NO. 2: Consider absence request from meeting.
Mr. Gantt sent an e-mail that he would not make it due to being out of town on business. The
— Committee approved his absence. Mr. Sheffy turned in no excuse. The Committee did not vote on his
absence.
AGENDA ITEM NO. 3: Hear visitors.
Mr. Luther was in attendance. Mr. Luther thanked the Committee for their comments on the UDO that
was turned in the Planning& Zoning Commission.
AGENDA ITEM NO. 4: Consideration, discussion and possible action - Historic Plaque–301
Dexter–Mr. & Mrs. William B. Lancaster.
AGENDA ITEM NO. 5: Consideration, discussion and possible action–Historic Home
Plaque–800 Aberdeen Place–Mr. & Mrs. William Lancaster.
AGENDA ITEM NO. 6: Consideration, discussion and possible action–Historic Home
Plaque–806 Newton–Mr. & Mrs. William Lancaster.
AGENDA ITEM NO 7: Consideration, discussion and possible action–Historic Home
Plaque– 1015 Walton Drive–Mr. & Mrs George D. Waller.
Mr. McGee made the motion to approve all home plaques. Ms Sanford seconded the motion,which
passed (6-0).
AGENDA ITEM NO.8: Chair report to Committee on the Joint City Council Meeting held
November 29, 2001 concerning the UDO.
Chairman Lancaster handed the Committee a copy of the report he submitted to the Planning & Zoning
Commission. (attached).
The Committee discussed the report.
AGENDA ITEM NO. 9: Consideration, discussion and possible action on future agenda items.
Items discussed were:
Rental registration
VIP Program
Future Committee projects

Comments Pertaining to the Unified Development Code(UDC)
From the Historic Preservation Committee
Mike Luther, a long time resident of College Station and a regular visitor to the meetings of our
committee, has taken the time to analyze the proposed UDC and how it may effect the historic
area of College Station. He has submitted his report/analysis to the Planning and Zoning
Commission and designated officials of the City staff. Our committee met November 26th in a
2 1/2 hour session for the purpose of developing a statement of our concerns with the UDC draft
as it has been presented so far. We took the position that we could simply endorse Mr. Luther's
report with emphasis on the following areas:
Parking On street parking in the older areas of the city presents a problem because
the streets generally are narrower and lot sizes are smaller. Also, the areas are
generally closer to the A&M campus and are subjected to heavy parking during
football games. The smaller, single family houses in these areas lend themselves to
rental units for student housing and, statistically, students living in a single family house
seem to own more cars than do individual families.
Drainage The initial plotting of the older areas evidently did not take into consideraion
drainage requirements that are common in more recent developments. Items such as
driveway and parking area paving as well as privacy fences not open at ground level
have serious effects on the drainage when they are installed.
Conservation District The committee suggests the formation of Historic Neighborhood
Conservation Districts. Some of the elements requested in our list of recommendations
to the UDC consultant last February are included in the draft There are other ideas
that have been discussed at length but are more difficult to develop into specific
recommendations
Our primary concern within the older neighborhoods is not only to keep them from going
downhill, but to preserve them in their original character and encourage development, at least in
some small way,without devouring the initial character. Defining the original character and then
developing restraints to prevent its alteration can be quite difficult.
