Call to Order and Announce a Quorum is Present With a quorum present, the Workshop of the College Station City Council was called to order by Mayor Mooney at 4:01 p.m. on Thursday, January 11, 2018 in the Council Chambers of the City of College Station City Hall, 1101 Texas Avenue, College Station, Texas 77840. 2. Executive Session In accordance with the Texas Government Code §551.071-Consultation with Attorney, §551.072- Real Estate, §5.51.074-Personnel, and §551.076-Security, the College Station City Council convened into Executive Session at 4:01 p.m. on Thursday, January 11, 2018 in order to continue discussing matters pertaining to: A. Consultation with Attorney to seek advice regarding pending or contemplated litigation; to wit: • Kathryn A. Stever-Harper as Executrix for the Estate of John Wesley Harper v. City of College Station and Judy Meeks; No. 15,977-PC in the County Court No. 1, Brazos County, Texas; and • McCrory Investments II, LLC d/b/a Southwest Stor Mor v. Take action, if any, on Executive Session. No action was required from Executive Session. 4. Presentation, possible action and discussion on items listed on the consent agenda. No discussion at this time. 5. Presentation,possible action, and discussion concerning the City Internal Auditor's Audit of the Procurement Card Program. Item moved to January 25th Workshop Agenda 6. Presentation, possible action, and discussion regarding providing additional flexibility for the single-family Neighborhood Conservation Overlay district. Presentation, possible action, and discussion regarding support of a proposal received in response to RFI 18-008 for the development of affordable housing in College Station through the Texas Department of Housing and Community Affairs 2018 Low Income Housing Tax Credit allocation process. Councilmember Moore recused himself. Debbie Eller, Director of Community Services, provided a demonstration of the need for more affordable rental units in College Station, a summary of Fair Housing requirements; a summary of the 9% Low Income Housing Tax Credit program and scoring criteria, and details regarding proposals received in response to RFI 18-008 - Affordable Housing Development. Seven proposals were received in response to the RFI to develop affordable rental housing: six senior developments and one family/workforce development. The presentation will include locations of each proposed development, type of development, number of rental units broken down by affordable and market rate, basic amenities and services, and available or needed infrastructure with estimated cost. Proposal details: • All developers have received references ranging from good to excellent from other communities, have multiple years of development experience with LIHTC, have been successful in receiving multiple allocations in Texas, and own/manage multiple LIHTC properties in several communities across the state. • All developments would include multi-story buildings, high-end interiors, energy efficiency features, fully secured buildings or grounds; clubhouse with multi-purpose rooms providing a variety of on-site services determined by tenants needs and wants. • Developments requiring infrastructure construction expenses could result in a lower number of units or less amenities and potentially slow the development timeline. • All properties will pay ad valorem taxes. • Development must be opened and operational no later than December 2020. Options: • By giving support to one proposal,the application will receive 18 points and be eligible for the maximum allocation of tax credits for Region 8 of$1,500,000. • Council can support a multiple or all of proposals providing 18 points to each application. • Council can adopt a Resolution of No Opposition for one or more proposals providing 14 points per application. • Council can choose NOT to adopt resolutions supporting or not opposing an application. However,taking no action would jeopardize the award of a tax credit allocation for College Station in 2018. Staff Recommendations: • Staff recommends that Council adopt a resolution of support for one proposal. • Staff recommends the support of the Regency Lofts development proposed by KRS & DWR. WKSHP011118 Minutes Page 3 • Staff recommends the commitment of$500 of non-federal funds for payment of building or permit fees. Mayor Mooney recessed the Workshop at 6:15 p.m. Workshop reconvened at 8:04 p.m. 8. Presentation, possible action, and discussion of the new police station design and pre- construction services. Erica Wozniak, Project Manager - Vertical Design and Construction presented a developed concept plan for approval. Staff requested direction from City Council on obtaining pre- construction/estimating services for this project. Recommendations: • Proceed with the current design concept. Develop design drawings. • Change the project delivery method to CMAR and issue an RFP to hire a construction manager to provide pre-construction services and to be a member of the team throughout the design process and the construction of the facility. MOTION: Upon a motion made by Councilmember Benham and a second by Mayor Mooney, the City Council voted seven(7)for and none(0)opposed,to approve the new police station design and pre-construction services. The motion carried unanimously. 9. Council Calendar Council reviewed the calendar. 10.
