1. Pledge of Allegiance, Invocation, Consider absence request.
Hear Visitors: During this time a citizen may address the City Council on any item which
does not appear on the posted Agenda. Registration forms are available in the lobby and at
the desk of the City Secretary. This form should be completed and delivered to the City
Secretary by 5:30 PM on the day of the Council meeting. Upon stepping to the podium the
speaker must state their name and city of residence, including the state of residence if the
city is located out of state. Each speaker's remarks are limited to three minutes. A series of
timer lights will change from green to yellow and an alarm will sound after two and one-half
minutes to signal thirty seconds remaining to conclude the remarks. At three minutes the
timer light will change to red and the final alarm will sound. The speaker must then conclude
the remarks. The City Council will listen and receive the information presented by the
speaker, ask staff to look into the matter, or place the issue on a future agenda. Topics of
operational concerns shall be directed to the City Manager. Comments should not
personally attack other speakers, Council or staff.
Consent Agenda
At the discretion of the Mayor, individuals may be allowed to speak on a Consent Agenda
Item. Individuals who wish to address the City Council on a consent agenda item not posted
as a public hearing shall register with the City Secretary prior to the Mayor's reading of the
agenda item. Registration forms are available in the lobby and at the desk of the City
Secretary.

Individuals who wish to address the City Council on an item posted as a public hearing shall
register with the City Secretary prior to the Mayor's announcement to open the public
hearing.· A speaker who wishes to include computer -based information while addressing
the Council must provide the electronic file to the City Secretary by noon of the Council
meeting day when the presentation is planned. The Mayor will recognize individuals who

Public Hearing, presentation, possible action, and discussion
regarding an ordinance amending Appendix A, "Unified Development
Ordinance," Section 1.6, "Relationship to the Comprehensive Plan," of
the Code of Ordinances of the City of College Station, Texas to
recognize locational flexibility to ensure consistency among various
City master plan components and clarify that plan depictions may be
updated as development occurs.

1. Call to Order and Announce a Quorum is Present
With a quorum present, the Workshop of the College Station City Council was called to order by
Mayor Mooney at 4:00 p.m. on Thursday, November 9, 2017 in the Council Chambers of the City
of College Station City Hall, 1101 Texas Avenue, College Station, Texas 77840.
2. Executive Session
In accordance with the Texas Government Code §551.071-Consultation with Attorney, Legal
Advice, and §551.074-Personnel, the College Station City Council convened into Executive
Session at 4:00 p.m. on Thursday, November 9, 2017 in order to continue discussing matters
pertaining to:
A. Consultation with Attorney to seek advice regarding pending or contemplated litigation; to wit:
Kathryn A. Stever-Harper as Executrix for the Estate of John Wesley Harper v. City of
College Station and Judy Meeks; No. 15,977-PC in the County Court No. 1, Brazos
County, Texas; and
McCrory Investments II, LLC d/b/a Southwest Stor Mor v. City of College Station; Cause

3. Take action, if any, on Executive Session.
No action was required from Executive Session.
4. Presentation, possible action and discussion on items listed on the consent agenda.
Items 2b, 2c, and 2h were pulled from Consent for clarification.
(2b): Erica Wozniak, Project Manager-Vertical Design and Construction, gave clarification the
dates receiving applications for the Architectural Advisory Committee and the qualified
professional with architectural background.
(2c): Donald Harmon, Director of Public Works, gave clarification on the participation agreement
and the need for capacity improvements at the intersection. Since the intersection improvements
were in design, it was decided these improvements would be added to the design and construction
of the project.
(2h): Debbie Eller, Community Services, gave clarification on the removal of parking on Cooner
Street, which is to improve public safety, mobility, and emergency vehicle access along these
streets. Mrs. Eller assured Council there is sufficient parking on the side streets if needed.
5. Presentation, possible action, and discussion regarding student housing in established
single-family neighborhoods.
Jenifer Paz, Planning and Development, presented an overview of the 2017 Planning & Zoning
Commission Plan of Work item and staff’s research on best practices from other peer university
communities regarding the management of student housing in established single-family
neighborhoods. Staff is bring this to Council to discuss and determine an appropriate path to
pursue that may address concerns from residents. These main topics presented included: Minimum
parking requirements, accessory structures, and single-family overlay.

Recommendations:
Amend the single-family parking requirements for new construction in areas designated
Neighborhood Conservation on the Comprehensive Plan to require 1 parking space per
bedroom;
Amend the accessory structures code section to allow living quarters to be rented with some
limitations; and
Amend the single-family overlay code section to allow additional options for inclusion in
Neighborhood Conservation Overlay Districts.
Council suggested staff receive citizen and student feedback on proposed changes to requirements
for accessory dwelling units and on-site parking, providing additional options for single family
overlays, and exploring the creation of a multi-resident zoning district. Council requested another
workshop on this topic with this feedback as well as any potential cost impacts to the City.
At 7:36 p.m., Mayor Mooney recessed the Workshop.
Workshop reconvened at 11:16 p.m.
6. Presentation, possible action, and discussion regarding changes to the Suburban
Commercial zoning district.
Item pulled to a future agenda.
7. Presentation, possible action, and discussion of three concepts for the new Police
Department building.
Council took Item No. 7 and 8 before Item No. 5 and 6.
Erica Wozinak, Project Manager - Vertical Design and Construction, presented Council with three
concepts that reflect the desired architectural theme, and requested direction from the City Council.
Staff requested direction on the role of the Architectural Advisory Committee in the development
of this project.
Concepts:
1. Design Considerations inspired by Southlake, TX
The exterior design, detailing and materials will exceed the current budget of $28M
and therefore either additional funding would be needed or the SF of the building
would need to be reduced in order to maintain the current budget.
2. Design Considerations inspired by Melissa, TX
This exterior design, of all 3, is the one closest to our current budget of $28M.
Believe all will be over but this is closest. The exterior detailing is simpler and less
costly than the other two designs. This design also offered the strongest street
presence with the large entryway.
3. Design Considerations inspired by Lewisville, TX

The exterior design, exceeds the current budget (but not as much as concept 1 which
is the most expensive option). While it offers a more “simple” exterior detailing,
much like concept 1, there is a high floor to floor and roof volume.
Council directed staff that the role of the Architectural Advisory Committee will not be a part of
the development of the Police Department design.
Council concurred that the options presented were not what they were looking for and asked staff
to come back with alteration to Concept 2 but with hard numbers for the cost estimate. Also,
would like to look at an asymmetrical design.
8. Presentation, possible action, and discussion of possible locations for a future City Hall
building.
Erica Wozniak, Project Manager-Vertical Design and Construction, stated in October 2017,
Council requested a review of three available properties / locations for a future City Hall building
including 1101 and 1207 Texas Ave. In this presentation, Mrs. Wozniak presented each of the
three properties with a basic concept of a building and site layout for each location. Staff requested
direction on the location of the future City Hall building.

MOTION: Upon a motion made by Councilmember Rektorik and a second by Councilmember
Harvell, the City Council voted four (4) for and one (1) opposed, with Councilmember Schultz
voting against and with Mayor Mooney abstaining, to approve Option 3, the 1101/1207 Texas
Avenue for the future City Hall building. The motion carried unanimously.
9. Council Calendar
Council reviewed the calendar.
10. Discussion, review and possible action regarding the following meetings: Animal Shelter

2b. Presentation, possible action, and discussion regarding Resolution No. 11-09-17-2b
forming an Architectural Advisory Committee.
2c. Presentation, possible action, and discussion regarding a participation agreement
between the City of College Station and OGC Greens Prairie Investors, LLC to share the
costs of constructing intersection improvements at Greens Prairie Road and Arrington
Road.
2d. Presentation, possible action, and discussion regarding an interlocal agreement for cost
sharing with Texas A&M University for pedestrian improvements at the intersections of FM

2h. Presentation, possible action, and discussion on Ordinance No. 2017-3955 amending
Chapter 38, "Traffic and Vehicles," Article VI "Traffic Schedules," Section 38 -1014
"Traffic Schedule XIV, No Parking Here to Corner and No Parking Any Time," of the Code
of Ordinances of the City of College Station, Texas, by removing parking on Cooner Street
from Texas to around the Cul-de-sac to the intersection with MacArthur, by providing a
severability clause; declaring a penalty; and providing an effective date.
MOTION: Upon a motion made by Councilmember Schultz and a second by Councilmember
Rektorik, the City Council voted seven (7) for and none (0) opposed, to approve the Consent
Agenda, with the exception of 2b. The motion carried unanimously.
(2b)MOTION: Upon a motion made by Councilmember Brick and a second by Councilmember
Rektorik, the City Council voted seven (7) for and none (0) opposed, to approve Consent Item 2b,

to the proposed resolution creating the Architectural Advisory Committee with Part 2 replaced
with the following language: “That the Architectural Advisory Committee shall be composed of
five (5) individuals including no more than three (3) council members and two (2) citizens of
College Station preferably qualified as set forth in the preamble above”. The motion carried
unanimously.
REGULAR AGENDA
1. Public Hearing, presentation, possible action, and discussion regarding Ordinance No.
2017-3956 amending the Comprehensive Plan - Eastgate Neighborhood Plan, Chapter 1 -
Community Character, “Site Development Area 1 - Lincoln Avenue” to allow for vehicular
access to Lincoln Avenue for a tract approximately 7.5 acres being generally located at 801
Lincoln Avenue.
Alaina Helton, Planning and Development, stated that the applicant is requesting a text amendment
to the Comprehensive Plan’s Eastgate Neighborhood Plan, Chapter 1 - Community Character,
“Site Development Area 1 - Lincoln Avenue” to allow access from Lincoln Avenue to a proposed
PDD Planned Development District generally located at 801 Lincoln Avenue. The PDD request
proposes multi-family and commercial uses interior to the property and single-family land uses
fronting Lincoln Avenue as called for in the Eastgate Neighborhood Plan. This proposed
Comprehensive Plan amendment removes language in the Eastgate Neighborhood Plan that
restricts vehicular access between the multi-family and/or commercial uses and the proposed
single-family land uses fronting Lincoln Avenue.
The applicant held a neighborhood meeting on October 10, 2017 to discuss the rezoning request
and Comprehensive Plan Amendment. The applicant, property owner, City staff and fifteen (15)
residents attended the meeting. The resident concerns included: increased traffic along Lincoln
Avenue and Ashburn Avenue, decreased property value due to an increase in neighborhood traffic,
intensity of the uses requested, building height, signage, and the close proximity of the
development to single-family homes.
The Planning and Zoning Commission heard this item at their October 10th meeting and voted 3-
1 to recommend denial of the request. Staff recommends approval.
The applicant spoke.
At approximately 8:42 p.m., Mayor Mooney opened the Public Hearing.
Suzanne Droleskey, College Woodlands Neighborhood Associations, requested Council to not
allow the amendment of the through access to the PDD from Lincoln.
Kam Milton, College Station, stated her concerns regarding the increase of traffic due to the
proposed access along Lincoln and Ashburn.
Gary Halter, College Station, stated his concern of the increased traffic along Lincoln Avenue and
Ashburn Avenue with the proposed amendment. Mr. Halter made reference to the TIA.

Rachel Smith, College Hills Woodlands, stated her concerns related to the increase in traffic on
Lincoln. She requested Council to relook at the Comprehensive Plan.
Quint Foster, Eastgate, stated that Council is considering this item for sale tax revenue, if adding
the extension will create a negative impact. Mr. Foster also asked Council to relook at the (TIA)
traffic studies and deny the amendment request.
Joel Cantrell, College Hills Woodlands, talked about the beginning of the Eastgate Development,
and how the Eastgate Neighborhood plan was originally set up to protect the neighborhood.
Nan Crouse (written), College Woodlands, requested that Eastgate Neighborhood Plan not be
amended to allow through access to the PDD from Lincoln. She additionally requested that the
City mitigate or eliminate the things that would be detrimental to the adjacent neighborhood.
Jimmy Loup, College Station, stated his support for the request citing the positive benefits of
business growth to the community.
Tai Lee, College Station, thanked the Council for the supportive atmosphere they provide for local
business and stated his support for this request.
Les Bunte, College Station, requested Council to pass this proposal, to extend this access for the
safety of citizens who come in and out of the shopping center.
Cully Lipsey, College Station, stated his support for the access from Lincoln Avenue to a proposed
PDD Planned Development District. He is excited about this growing area and stated that this
location needs room to grow, which this request provides.
Frank Varisco, College Station, spoke on behalf of the Scarmardo family and in support of the
amendment.
Gary Mobley, Bryan, spoke on behalf of the Scarmardo family and in support of the amendment.
Aaron Hendrick, College Station, stated that he is one of the business owner of this area and that
this access will help his organization grow.
Dean Boyd, College Hills Woodlands, stated that the developers (TIA) traffic analysis was
incomplete and this request needs to be denied.
Stephen Miller, College Hills Woodland, stated that University Town Center is not Eastgate
Neighborhood. This access is a mistake and if the access is allow Eastgate will have the same
problems as Southgate. He also questioned whether the (TIA) traffic studies presented are reliable.
Kriss Boyd, College Hills Woodland, stated her concerns about the traffic studies (TIA) and the
number of vehicles that will be coming through Eastgate if this access is allowed.
David Scarnardo, applicant, requested Council approve this access citing expanded economic
growth in this area.

Shirley Dupriest, College Park, asked Council to listen to the citizens of the Eastgate
Neighborhood, they are invested in their neighborhood.
David Fox, College Station, stated he is a business owner in this area and a resident of this area.
Mr. Fox holds the opinion that traffic will increase largely based on the student population and
that this access will not be the overwhelming driver of increased traffic.
There being no comments, the Public Hearing was closed at 9:25 p.m.
MOTION: Upon a motion made by Councilmember Schultz and a second by Councilmember
Benham, the City Council voted four (4) for and two (2) opposed, with Councilmember Brick and
Harvell voting against, and Councilmember Moore abstaining, to adopt Ordinance 2017-3956,
amending the Comprehensive Plan - Eastgate Neighborhood Plan, Chapter 1 - Community
Character, “Site Development Area 1 - Lincoln Avenue” to allow for vehicular access to Lincoln
Avenue for a tract approximately 7.5 acres being generally located at 801 Lincoln Avenue. The
motion carried.
2. Public Hearing, presentation, possible action, and discussion regarding an ordinance
amending Appendix “A”, “Unified Development Ordinance,” Section 4.2, “Official Zoning
Map,” of the Code of Ordinances of the City of College Station, Texas by changing the zoning
district boundaries from GS General Suburban to PDD Planned Development District on
approximately 7.5 acres of land being situated in the Richard Carter Survey, Abstract No.
8, College Station, Brazos County, Texas, and being generally located at 801 Lincoln Avenue.
Alaina Helton, Planning and Development, stated that this request is to rezone approximately 7.5
acres from GS General Suburban to PDD Planned Development District with a base zoning of GC
General Commercial, MF Multi-Family and GS General Suburban. This request is in conjunction
with a request to amend the Comprehensive Plan’s Eastgate Neighborhood Plan, Chapter 1 -
Community Character, “Site Development Area 1 -Lincoln Avenue”.
In an effort to address some of the resident concerns listed above, the applicant has proposed the
following modifications to their PDD request:
The initial application proposed a 90 foot maximum height for the multi -family and hotel
structures. Based on concerns from the residents, the applicant is now proposing a 60 foot
height maximum for these structures.
Attached signage for the non-residential portion of the property will not face Lincoln
Avenue and will be located away from the Eastgate Neighborhood.
Night Clubs, Bars and/or Taverns will be prohibited within this PDD.
The Planning and Zoning Commission heard this item at their October 19th meeting and voted 4-
0 to recommend approval of the rezoning with modifications to the concept plan to eliminate the
proposed vehicular access to Lincoln Avenue and the proposed free-standing commercial sign
along Lincoln Avenue.
At approximately 10:43 p.m., Mayor Mooney opened the Public Hearing.
Dennis Berthold, College Woodlands, presented a video of the traffic of University and Tarrow
and requested the council create some kind of buffing.

Suzanne Droleskey, Eastgate, thanked the council for looking into the traffic (TIA). Ms. Drolesky
presented a presentation of different buffing areas, and requested council to look into the buffing
on this area.
Rachel Smith, College Hills Woodlands, stated that she believes that growth should not come at
the expense of the establish community.
Dean Boyd, College Station, stated the importance of buffing and requests that council reconsider
the planning recommendations.
Joel Cantrell, College Hills, stated that Planning’s buffing design is ludicrous.
Mary Wells (written), College Station, requested that there be no access from the proposed PDD
at University Town Center to Lincoln Avenue. Ms. Wells also stated that the proposed PDD will
have sufficient access from University Avenue, and it is important to preserve separation from the
commercial area and the residential area of Eastgate.
Nan Crouse (written), College Woodlands, requested that Eastgate Neighborhood Plan not be
amended to allow through access to the PDD from Lincoln. She additionally stated mitigate or
eliminate the things that would be detrimental to the adjacent neighborhood.
There being no further comments, the Public Hearing was closed at 10.53 p.m.
MOTION: Upon a motion made by Councilmember Schultz and a second by Councilmember
Rektroik, the City Council voted six (6) for and none (0) opposed, with Councilmember Moore
abstaining, to adopt Ordinance 2017-3957, amending Appendix “A”, “Unified Development
Ordinance,” Section 4.2, “Official Zoning Map,” of the Code of Ordinances of the City of College

Carol Cotter, Engineer, stated that the right-of-way easement abandonment will accommodate a
future development along Corsair Drive. A sanitary sewer main exists in the right-of-way
described above and a Public Utility Easement (PUE) will be retained on the property until a
specific PUE is dedicated. A replat of the lot to incorporate the abandoned right-of-way is currently
being processed and will dedicate the required PUE.

order to proceed with this abandonment. With future development, a new PUE will be granted to
cover the existing sewer line and the electrical conduit will be relocated with sit e development to
the new PUE.
Staff recommends approval of the ordinance.

years in our community; and
WHEREAS, the 91st annual Christmas Parade is scheduled for Sunday, December 3, 2017; and
WHEREAS, the annual Christmas Parade promotes a positive image for the City of College
Station for the attraction of business or tourism and creates a positive community spirit; and
WHEREAS, Section 7.5.E.13 of the City of College Station Unified Development Ordinance
(UDO) exempts signs from UDO regulation where there has been a resolution of the City of
College Station City Council that finds that the display of the signs (a) promotes a positive image

not yet been issued.On projects for which spending will occur in advance of the debt issue,a “Resolution
Declaring Intention to Reimburse Certain Expenditures with Proceeds from Debt”must be approved by
Council.Typically,the resolution is brought to Council along with the initial contract for the project (i.e.
the engineering contract).However,in some cases,the contract may be below the threshold required for
Council approval and/or spending may take place before the contract is brought to Council (i.e.staff time
charged to the project for initial planning).This “Resolution Declaring Intention to Reimburse Certain
Expenditures with Proceeds from Debt”is being brought to Council to cover expenditures for projects on

RESOLUTION NO. _________________
RESOLUTION DECLARING INTENTION TO REIMBURSE CERTAIN EXPENDITURES WITH
PROCEEDS FROM DEBT
WHEREAS, the City of College Station, Texas (the "City") is a home-rule municipality and
political subdivision of the State of Texas;
WHEREAS, the City expects to pay expenditures in connection with the design, planning,
acquisition and construction of the projects described on Exhibit "A" hereto (collectively, the "Project")
prior to the issuance of obligations by the City in connection with the financing of the Project from available
funds;
WHEREAS, the City finds, considers, and declares that the reimbursement of the City for the
payment of such expenditures will be appropriate and consistent with the lawful objectives of the City and,
as such, chooses to declare its intention, in accordance with the provisions of Section 1.150-2 of the
Treasury Regulations, to reimburse itself for such payments at such time as it issues obligations to finance
the Project;
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE
STATION, TEXAS THAT:
Section 1. The City reasonably expects it will incur debt, as one or more series of obligations,
with an aggregate maximum principal amount not to exceed $11,065,000, for the purpose of paying the
aggregate costs of the Project.
Section 2. All costs to be reimbursed pursuant hereto will be capital expenditures. No tax-exempt
obligations will be issued by the City in furtherance of this Statement after a date which is later than 18
months after the later of (1) the date the expenditures are paid or (2) the date on which the property, with
respect to which such expenditures were made, is placed in service.
Section 3. The foregoing notwithstanding, no tax-exempt obligation will be issued pursuant to
this Statement more than three years after the date any expenditure which is to be reimbursed is paid.

Exhibit "A"
The projects to be financed that are the subject of this Statement are:
System-Wide Park Improvements ($800,000)
These funds are planned to be used for park infrastructure improvements and purchases, which will
include the installation of new lights and related infrastructure at Central Park. Any remaining funds will
be used at various parks for infrastructure improvements such as sidewalk reconstruction, the purchase
and installation of play units, the installation of surfacing and the resurfacing of play unit areas, basketball
court resurfacing, parking lot reconstruction, lighting and fencing upgrades.
Improvements at Central Park and Bee Creek Park ($3,500,000)
These funds are planned to be used for several projects at Central Park. These include the rehabilitation of
the pavilion/restroom facility, the rehabilitation of the Central Park parking lot, and the rehabilitation of
the athletic field restroom. Also planned is the rehabilitation of the concessions/restroom facility at Bee
Creek Park.
Southeast Park ($6,000,000)
These funds are planned to be used for the design and construction of Southeast Park. This project would
develop the park with ballfields, parking, lighting, restrooms, picnic pavilion, batting cages, streets,
utilities and park amenities. It is anticipated that Certificates of Obligation as well as Hotel Tax funds will
be used to fund the development of this park.
Wireless Replacement ($215,000)
This project will replace all current wireless access points, control software and hardware, provide design,
implementation and training services.
Video Surveillance ($350,000)
These funds will be used for the first phase of the replacement/installation of a City video surveillance
system. The project will replace or upgrade all system equipment, add additional cameras, and provide the
base infrastructure, storage and management system for a consolidated system that can expand city wide.
Sidewalks/Neighborhood Plan/Street Modifications ($200,000)
These funds will be used for sidewalk improvements including the installation of sidewalks along
Munson Avenue from Dominik Drive to Harvey Road. Other projects planned for the use of these funds
include minor capital improvements, sidewalks, and street modifications developed from the City’s
neighborhood plans.

As part of reviewing thoroughfares for the proposed Thoroughfare Plan update, it was identified that
several thoroughfares remain depicted as conceptually shown in the 2009 Comprehensive Plan
though development plans and surrounding conditions have provided further refinement when
implemented. Furthermore, this section states thoroughfares and bikeways have locational discretion
though does not list other public infrastructure and facilities that generally follow them, or that are
conceptual in nature as well. The proposed amendment will:
•Clarify the refinement discretion of 1,000 feet applies to the Comprehensive Plan and all
related master plans (i.e. Water Master Plan, Wastewater Master Plan, etc.);
•Identify the Administrator as holding the discretion to authorize the refinements; and
•Clarify that staff may update GIS layers,etc.as plans are approved and constructed to

UDO Section 1.6. - Relationship to the Comprehensive Plan
A. It is intended that this UDO implement the City's planning policies as adopted as part of
the City's Comprehensive Plan, as amended and periodically updated.
B. The City's Comprehensive Plan, and any associated plans or studies adopted by the City
Council, shall be required to be amended prior to, or concurrent with, permitting
development which would conflict with such plan.
C. The alignments of proposed thoroughfares, bicycle and pedestrian facilities, and other
public facilities and infrastructure described and/or depicted as part of the City’s
Comprehensive Plan and associated master plans or studies and bikeways on the
"College Station Thoroughfare Plan map" and the "College Station Bikeway and
Pedestrian Plan map" are generalized locations that are subject to modifications to fit local
conditions, budget constraints, and right-of-way and easement availability that warrant
further refinement as development occurs. Alignments approved by the Administrator that
are within one thousand (1,000) feet of the alignment described and/or shown on the
aforementioned mapsadopted plan documents will not require a thoroughfare planan
ordinance amendment to the associated plan. The Administrator may update Geographical
Information Systems (GIS) map layers and other representations within the
aforementioned discretion to reflect existing, approved or studied conditions as
development occurs.

ORDINANCES OF THE CITY OF COLLEGE STATION, TEXAS, BY AMENDING THE
SECTION TO RECOGNIZE LOCATIONAL FLEXIBILITY TO ENSURE
CONSISTENCY AMONG VARIOUS CITY MASTER PLAN COMPONENTS AND
CLARIFY THAT PLAN DEPICTIONS MAY BE UPDATED AS DEVELOPMENT
OCCURS; PROVIDING A SEVERABILITY CLAUSE; DECLARING A PENALTY; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION,
TEXAS:
PART 1: That Appendix A, “Unified Development Ordinance,” Article 1, “General
Provisions,” Section 1.6, “Relationship to the Comprehensive Plan,” of the Code
of Ordinances of the City of College Station, Texas, be amended as set out in
Exhibit “A” attached hereto and made a part of this Ordinance for all purposes.
PART 2: If any provision of this Ordinance or its application to any person or circumstances
is held invalid or unconstitutional, the invalidity or unconstitutionality does not
affect other provisions or application of this Ordinance or the Code of Ordinances
of the City of College Station, Texas, that can be given effect without the invalid
or unconstitutional provision or application, and to this end the provisions of this
Ordinance are severable.
PART 3: That any person, corporation, organization, government, governmental subdivision
or agency, business trust, estate, trust, partnership, association and any other legal
entity violating any of the provisions of this Ordinance shall be deemed guilty of a
misdemeanor, and upon conviction thereof shall be punishable by a fine of not less
than twenty five dollars ($25.00) and not more than five hundred dollars ($500.00)
or more than two thousand dollars ($2,000) for a violation of fire safety, zoning, or
public health and sanitation ordinances, other than the dumping of refuse. Each day
such violation shall continue or be permitted to continue, shall be deemed a separate
offense.
PART 4: This Ordinance is a penal ordinance and becomes effective ten (10) days after its
date of passage by the City Council, as provided by City of College Station Charter
Section 35.

Summary::Following a series of 12 public meetings and revisions resulting from thousands of
written and verbal comments, the Bryan/College Station Metropolitan Planning Organization (MPO)
Policy Board adopted the 2050 Thoroughfare Concept plan (Concept) in June 2017 (see attached).
The MPO Concept consists of major roadways classified as arterials and highways intended as a
guide to help develop a County-wide roadway network to support the long-term growth anticipated in
Brazos County. In forming the MPO Concept, it was assumed that the population of Brazos County
would double by 2050. The current College Station Thoroughfare Plan utilizes a 2035 planning
horizon for anticipated traffic volumes. As part of the upcoming 10-year update of the Comprehensive
Plan, the Thoroughfare Plan will be further evaluated in relation to any changes made to land use
assumptions and other planning goals and objectives. An overview of the MPO Concept was
provided to City Council at the June 8, 2017 workshop and to the Planning and Zoning Commission
at its June 15, 2017 workshop.
As planned in the 2017 Planning & Zoning Commission’s Plan of Work, staff has identified
amendments needed to reflect the MPO’s 2050 Thoroughfare Concept into the College Station
Thoroughfare Plan as well as revisions to bicycle and pedestrian facilities along these roadways
which in turn require amendment to the Bicycle, Pedestrian and Greenways Master Plan. To reflect
the MPO Concept, some of the collector thoroughfares needed to be realigned to appropriately relate
to the revised arterial and highway network provided in the MPO Concept. For reference, the typical
cross sections for each thoroughfare classification (major arterial, minor arterial, major collector,
minor collector, and rural collector) along with their general range of traffic volume per day, and
example roadways are attached.
There have been several amendments to the current Thoroughfare Plan since it was adopted with
the Comprehensive Plan in 2009. In addition, with development that has occurred since then, there
are areas where the Thoroughfare Plan map does not reflect the exact placement of existing or
approved thoroughfares as implemented. A separate ordinance amendment is being proposed to the
Unified Development Ordinance (UDO) to clarify that the thoroughfare plan maps and other master
plan documents can be updated to showed allowed minor deviations as plans are approved and
developments occur so that the depiction of the plans remain current.
Lastly, staff proposes some clean up items to reflect existing and approved alignments as well as
other City-initiated amendments. Maps that depict the overall existing and proposed Thoroughfare
Plan, bicycle facilities, and pedestrian facilities are attached along with a spreadsheet that lists the
proposed amendments with a brief description. Some highlights of the proposed amendments are
also described below. Map book zoom-in comparisons with each change categorized as MPO-related
or City-initiated with clean-ups has been created but are too large to provide as part of the meeting
packet so are available for viewing on the Planning & Development Services webpage at
www.cstx.gov/devservices
Proposed Amendment Highlights:There are numerous items proposed as part of the
Thoroughfare Plan update with associated Bicycle, Pedestrian, and Greenways Master Plan
amendments. Some highlights are as follows:

•The MPO Concept depicts the planned creation of an outer Freeway loop near the
perimeter of Brazos County and an inner Super Arterial loop being a continuation of FM
2818/William D. Fitch Parkway. The possible Interstate 14 corridor, which is designated to
generally follow US Highway 190, is also accommodated by using either the SH 21 or SH 30
corridors to the east. The alignment of these future Freeways is intended to be within a mile of
the depiction shown on the MPO Concept. These facilities will need further study to designate
a specific alignment.
•In College Station and southern Brazos County, 16 existing and planned grade
separations along the Freeway and Super Arterial corridors are proposed to be added to the
22 existing and planned grade separations on the current City Thoroughfare Plan.
•Jones Butler Road is proposed to be extended across Harvey Mitchell Parkway with a
grade separation as planned previously before a 2008 amendment realigned it to Holleman
Drive which was done in response to the Harvey Mitchell Parkway grade separation at
Wellborn Road not being extended over Jones Butler Road.
•A new Major Arterial is proposed to connect Rock Prairie Road West to William D. Fitch
Parkway at Wellborn Road and is proposed to include a grade separation across the railroad.
Thoroughfare Plan Color Scheme:
•During the June 2017 Council workshop discussion, staff was directed to utilize the same
color scheme as the MPO Concept for the depiction of the College Station Thoroughfare Plan.
The proposed color scheme is the same as the MPO Concept with two exceptions. College
Station currently has two types of major arterials (4-lane and 6-lane) instead of the single type
depicted in the MPO Concept so the colors currently used for those types are retained.
Items from MPO Concept Not Being Incorporated:
•The College Station Thoroughfare Plan does not have a Super Arterial classification. The
roadways designated as Super Arterial on the MPO Concept are proposed to retain their
Freeway/Expressway or 6-lane Major Arterial classifications as currently designated. These
corridors generally have the right-of-way necessary for the Super Arterial classification.
Further consideration of the Super Arterial designation may occur with the 10-year update to
the Comprehensive Plan.
•The Barron Road extension east of SH 6 over to Rock Prairie Road is shown on the MPO
Concept and current City Thoroughfare Plan as a future 4-lane Minor Arterial. There is an old
landfill near SH 6 and significant floodplain in the area that hinder the feasibility of this
roadway. Staff contracted with Kimley-Horn Associates to perform a thoroughfare assessment
of the Medical District area east of SH 6 to assess multiple roadways and determined that the
Barron Road extension could be removed from the Thoroughfare Plan due to sufficient
capacity of other planned roadways.
•The Pebble Creek Parkway extension north of William D. Fitch Parkway over to SH 6 is
shown on the MPO Concept as a future Minor Arterial. This roadway meets SH 6 north of the
on ramp to SH 6 so utilization for through movement is not fully realized. The thoroughfare
assessment performed by Kimley-Horn showed the existing Major Collector classification was
sufficient given anticipated future traffic volumes on this portion of Pebble Creek Parkway.
City-Initiated Highlights:
•The MPO Concept is limited to the MPO planning area of Brazos County. The College
Station Thoroughfare Plan currently depicts some future thoroughfares to the west in Burleson
County and to the east in Grimes County. As College Station has an Inter-Local Agreement
(ILA) with Burleson County to not review subdivisions in Burleson County and does not have

an ILA for subdivisions in Grimes County, it is proposed to simplify the Thoroughfare Plan by
removing the thoroughfares depicted outside of Brazos County.
•As part of the thoroughfare assessment performed by Kimley-Horn for the Medical District
area east of SH 6, some thoroughfares are proposed to be amended. As mentioned
previously, the Barron Road extension east of SH 6 is proposed to be removed. A future Major
Collector crossing significant floodplain is also proposed to be removed along with a future
Minor Collector be realigned to Rock Prairie Road instead of crossing significant floodplain.
The remaining thoroughfares intersecting the east side of SH 6 between Rock Prairie Road
and William D. Fitch Parkway consist of Scott & White Boulevard (Minor Collector), Lakeway
Drive (Major Collector), Bird Pond Road extension (4-lane Minor Arterial), and Pebble Creek
Parkway extension (Major Collector) and provide sufficient capacity and circulation in this area
given the development potential and constraints from floodplain and former landfills.
•The City has participated with residents in the Wellborn area regarding the potential
relocation of the railroad crossing at South Dowling Road and Wellborn Road. In 2013, the
Wellborn Community Plan planned for the railroad crossing to be relocated to an extension of
Greens Prairie Road West though this is no longer considered feasible given the railroad track
being super elevated at that location and existing development in the area. In conjunction with
the MPO Concept, the railroad crossing is proposed to be relocated to align with the Royder
Road realignment to Wellborn Road as the right-of-way for that was acquired earlier this year.
Connection to the remaining Koppe Bridge Road and existing businesses would be
determined as part of the design of the railroad crossing relocation project.
•A new Major Arterial is proposed on the MPO Concept from Rock Prairie Road West to
William D. Fitch Parkway at Wellborn Road. With this new roadway, General Parkway is
proposed to extend south of Rock Prairie Road West and tie into the new Major Arterial. A
portion of Old Wellborn Road and North Graham Road would be removed from the
Thoroughfare Plan as General Parkway would serve as the thoroughfare connection.
•The majority of the proposed City-initiated amendments reclassify thoroughfares or modify
their alignment as they are constructed or as per approved plans.

AN ORDINANCE OF THE CITY OF COLLEGE STATION, TEXAS, AMENDING THE
COLLEGE STATION COMPREHENSIVE PLAN BY AMENDING THE THOROUGHFARE
PLAN AND THE BICYCLE PEDESTRIAN, AND GREENWAYS MASTER PLAN TO
REFLECT REVISIONS RELATED TO THE BRYAN/COLLEGE STATION
METROPOLITAN PLANNING ORGANIZATION 2050 THOROUGHFARE CONCEPT AND
CITY-INITIATED CHANGES AND HOUSEKEEPING ITEMS; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE; AND CONTAINING
OTHER PROVISIONS RELATED THERETO.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION,
TEXAS:
PART 1: That the “Comprehensive Plan of the City of College Station” is hereby amended
by adding new Subsections C.4.m. and C.5.e. of Exhibit “A” thereto as set out in
Exhibit “A” attached hereto and made a part hereof.
PART 2: That the “Comprehensive Plan of the City of College Station” is hereby amended
by amending the Thoroughfare Plan illustrated in “Map 6.6 Functional
Classification and Context Class” contained in Chapter 6 – Transportation of the
Comprehensive Plan, as set out in “Exhibit “B”” attached hereto for the identified
roadway sections and made a part hereof for all purposes.
PART 3: That the “Comprehensive Plan of the City of College Station” is hereby amended
by amending “Map 5.4 Proposed Bicycle Facilities” of the “Bicycle, Pedestrian,
and Greenways Master Plan” as set out in “Exhibit “C”” attached hereto for the
identified bicycle facilities and made a part hereof for all purposes.
PART 4: That the “Comprehensive Plan of the City of College Station” is hereby amended
by amending “Map 5.5 Proposed Pedestrian Facilities” of the “Bicycle, Pedestrian,
and Greenways Master Plan” as set out in “Exhibit “D”” attached hereto for the
identified pedestrian facilities and made a part hereof for all purposes.
PART 5: That if any provisions of any section of this ordinance shall be held to be void or
unconstitutional, such holding shall in no way affect the validity of the remaining
provisions or sections of this ordinance, which shall remain in full force and effect.

The College Station Comprehensive Plan (Ordinance 3186) is hereby adopted and consists of the following:

8. Growth Management and Capacity; and

D. General
1. Conflict. All parts of the College Station Comprehensive Plan and any amendments thereto
shall be harmonized where possible to give effect to all. Only in the event of an irreconcilable
conflict shall the later adopted ordinance prevail and then only to the extent necessary to avoid
such conflict. Ordinances adopted at the same city council meeting without reference to
another such ordinance shall be harmonized, if possible, so that effect may be given to each.
2. Purpose. The Comprehensive Plan is to be used as a guide for growth and development for the
entire City and its extra-territorial jurisdiction (“ETJ”). The College Station Comprehensive
Plan depicts generalized locations of proposed future land-uses, including thoroughfares,
bikeways, pedestrian ways, parks, greenways, and waterlines that are subject to modification
by the City to fit local conditions and budget constraints.
3. General nature of Future Land Use and Character. The College Station Comprehensive Plan,
in particular the Future Land Use and Character Map found in A.3 above and any adopted
amendments thereto, shall not be nor considered a zoning map, shall not constitute zoning
regulations or establish zoning boundaries and shall not be site or parcel specific but shall be
used to illustrate generalized locations.
4. General nature of College Station Comprehensive Plan. The College Station Comprehensive
Plan, including the Thoroughfare Plan, Bicycle, Pedestrian, and Greenways Master Plan,
Central College Station Neighborhood Plan, Water System Master Plan and any additions,
amendments, master plans and subcategories thereto depict same in generalized terms
including future locations; and are subject to modifications by the City to fit local conditions,
budget constraints, cost participation, and right-of-way availability that warrant further
refinement as development occurs. Linear routes such as bikeways, greenways, thoroughfares,
pedestrian ways, waterlines and sewer lines that are a part of the College Station
Comprehensive Plan may be relocated by the City 1,000 feet from the locations shown in the
Plan without being considered an amendment thereto.
5. Reference. The term College Station Comprehensive Plan includes all of the above in its
entirety as if presented in full herein, and as same may from time to time be amended.”
