1. Call meeting to order.
2. Executive Session will be held in the Administrative Conference Room.
Consultation with Attorney {Gov ’t Code Section 551.071}; possible action. The City
Council may seek advice from its attorney regarding a pending or contemplated
litigation subject or settlement offer or attorney -client privileged information. Litigation is
an ongoing process and questions may arise as to a litigation tactic or settlement offer,
which needs to be discussed with the City Council. Upon occasion the City Council
may need information from its attorney as to the status of a pending or contemplated
litigation subject or settlement offer or attorney -client privileged information. After
executive session discussion, any final action or vote taken will be in public. The
following subject(s) may be discussed:

a. Kathryn A. Stever-Harper as Executrix for the Estate of John Wesley Harper v. City
of College Station and Judy Meeks; No. 15,977-PC in the County Court No. 1, Brazos
County, Texas

Personnel (Gov't Code Section 551 074}; possible action - The City Council may
deliberate the appointment, employment, evaluation, reassignment, duties, discipline,
or dismissal of a public officer. After executive session discussion, any final action or

Summary:In response to a future agenda item request,this item is intended to provide City Council
with an update on thoroughfare planning.In 2016,the Bryan/College Station Metropolitan Planning
Organization (MPO)began a series of meetings seeking public feedback regarding a draft MPO 2050
Major Thoroughfare Concept Map.The Concept Map covers the entire MPO planning boundary of
Brazos County and includes major thoroughfare classifications of minor arterial,major arterial,super
arterial,and freeway.As such,the Concept does not depict minor collectors or major collectors which
are smaller thoroughfares commonly identified on municipal thoroughfare plans.
The MPO held the last public meeting on May 15,2017 to receive feedback on additional revisions
that have been made to the initial draft Concept Map.The Concept Map is being scheduled for
consideration by the MPO Policy Board at their June 7,2017 meeting.Once the 2050 MPO Major
Thoroughfare Concept Map is adopted,staff will work to incorporate the changes proposed by the
Concept Map into the College Station Thoroughfare Plan.The changes will be brought forward in the

Concept Map into the College Station Thoroughfare Plan.The changes will be brought forward in the
future as a Comprehensive Plan Amendment amending the Thoroughfare Plan.
Incorporating the MPO Concept Map into the College Station Thoroughfare Plan is one step
undertaken to further refine and update the City’s Thoroughfare Plan.In December 2015,the City
Council also adopted an update to the Thoroughfare Plan that stemmed from the 5-year
Comprehensive Plan Update report which also included revisions to the thoroughfare context
classifications.Following the incorporation of the MPO Concept Map,it is anticipated that the 10-year
update of the Comprehensive Plan will also involve land use considerations in which the City’s
thoroughfare plan will be further evaluated.
