1. Call meeting to order.
2. Executive Session will be held in the Administrative Conference Room.
Consultation with Attorney {Gov ’t Code Section 551.071}; possible action. The City
Council may seek advice from its attorney regarding a pending or contemplated
litigation subject or settlement offer or attorney -client privileged information. Litigation is
an ongoing process and questions may arise as to a litigation tactic or settlement offer,
which needs to be discussed with the City Council. Upon occasion the City Council
may need information from its attorney as to the status of a pending or contemplated
litigation subject or settlement offer or attorney -client privileged information. After
executive session discussion, any final action or vote taken will be in public. The
following subject(s) may be discussed:
Litigation
a. Juliao v. City of College Station, Cause No. 14-002168-CV-272, In the 272nd District
Court of Brazos County, Texas
Real Estate (Gov’t Code Section 551.072): possible action – The City Council may
deliberate the purchase, exchange, lease or value of real property if deliberation in an
open meeting would have a detrimental effect on the position of the City in negotiations
with a third person. After executive session discussion, any final action or vote taken
will be in public. The following subject(s) may be discussed:
a. Possible sale or lease of City’s property rights resulting from utility operations.

Recommendation(s): Audit recommendations are contained in the final section of the report.
Summary:
Reasons for the Audit: This audit was conducted per direction of the City of College Station Audit
Committee. Also, this is the third audit of the Convention & Visitors Bureau, the first occurring in 2011
and the second in 2012. In fiscal years 2015 and 2016, the majority of outside agency Hotel
Occupancy Tax funding went to the CVB.
Summary of Findings: The CVB’s accounting procedures and controls have improved since the 2011
audit. This being said, the CVB also has a relatively large amount of liquid assets. In addition, certain
cost analysis methods may be able to aid the CVB in better understanding project returns.
The CVB’s direct impact on bringing events to the College Station and Bryan area has not
significantly changed since the 2011 audit. Additionally, the CVB has the most impact on sporting
events, which appear to generate larger attendee numbers.
The CVB’s expenditures have increased since the 2011 audit, especially in marketing and personnel.
However, some marketing efforts have been met with criticism by city leaders and officials. Also,
CVB staff travel frequently within and out of state for marketing and professional development
purposes, and these funds appear to be spent in areas that yield fewer results.
Employee turnover at the CVB appears to be high. Furthermore, some of CVB’s strategic goals
appear disconnected from their mission. Also, the DMAI Calculator could be a useful tool for internal
CVB decision making, but policy makers should be skeptical if the Calculator is used to provide
justification for funding requests. Finally, there may be some inherent risk with the dynamic of the

Background & Summary:
On February 25,2016 the City Council approved a contract with PGAL for the design a new police facility
to be located on the south east corner of the intersection of Dartmouth and Krenek Tap.Since design
began staff has updated the site plan based some feedback received to date.
Additionally,staff is seeking clarification from the Council on the size of the facility,the desire to include
Fire Administration in the new facility,and the interest in potentially modifying the Krenek Tap Overlay to
allow for the development of the site to better accommodate a police facility.
