Staff requests guidance from Council whether to invest in formal Impact Fee studies. Summary: Texas law allows municipalities to charge Impact Fees to pay a portion of the infrastructure costs caused by growth. This workshop presentation will explain how Impact Fees work, and what would be required to consider implementation of Impact Fees in College Station to increase the capacity of both Transportation (roadways) and Water/Wastewater Systems. In 2010 and 2011, City Council declined to implement Impact Fees for Transportation, and then Water/Wastewater, respectively. If City Council desires to consider implementing Impact Fees now, then formal studies are required that will cost approximately $75,000 each, for a total cost of approximately $150,000. Staff requests guidance from City Council whether to move forward with this investment in money and staff time. If so, then staff will bring 2 contracts for Impact Fee studies to future Council meetings for City Council consideration. Budget & Financial Summary: No budget impact.
