1. Call meeting to order.
2. Executive Session will be held in the Administrative Conference Room.
Consultation with Attorney {Gov’t Code Section 551.071}; possible action. The City Council may
seek advice from its attorney regarding a pending or contemplated litigation subject or settlement
offer or attorney-client privileged information. Litigation is an ongoing process and questions may
arise as to a litigation tactic or settlement offer, which needs to be discussed with the City
Council. Upon occasion the City Council may need information from its attorney as to the status
of a pending or contemplated litigation subject or settlement offer or attorney-client privileged
information. After executive session discussion, any final action or vote taken will be in public.

7. Council Calendar - Council may discuss upcoming events.
8.Presentation, possible action, and discussion on future agenda items and review of
standing list of Council generated agenda items: A Council Member may inquire about
a subject for which notice has not been given. A statement of specific factual
information or the recitation of existing policy may be given. Any deliberation shall be
limited to a proposal to place the subject on an agenda for a subsequent meeting.

Recommendation(s): Staff recommends that the City Council receive the presentation.
Summary: This presentation will provide information regarding recycling collection for residential homes and city owned
facilities. The presentation will include an update regarding the single stream recycling pilot project and results of a Request
For Proposals (RFP No. 15-053) that closed on August 17, 2015. This workshop item will also provide information
regarding a consent agenda item for a recycling collection franchise ordinance and service agreement that is on the
Consent Agenda.
Budget & Financial Summary: At present, the provision of recycling collection services and associated public education
programs accounts for $2.82 out of the $14.40 monthly sanitation fee charged to each customer.

Summary: Wayne Beckermann, Municipal Affairs Vice President and Student Liaison to the Council,
requested a spot on the agenda so the Student Body President and he could publicly address the
Council and lay out some of the Student Government Association's overarching goals. They also
want to put a face to the student body for citizens, and they believe this short address would be a
great opportunity to accomplish that goal.
