Summary:
The proposed legislation addresses the Blinn Junior College District in the following ways:
House Bill 1903,which is currently pending in the 84th Texas Legislature,would direct a proportionate
amount of the district’s contact hour formula funding and the tuition and fees generated by the district
to each district campus based on the percentage of the total amount of tuition and fees collected at
that campus; and
House Bill 2621, and its identical companion Senate Bill 2042, are also pending in the 84th Texas
Legislature that would allow the commissioners court of each county, in which a branch campus of
the district with a student enrollment greater than 10,000 is located, to appoint two members to serve
on the District’s Board of Trustees.

RESOLUTION NO __________
A RESOLUTION OF THE CITY COUNCIL OF COLLEGE STATION, TEXAS, EXPRESSING
SUPORT FOR HOUSE BILL 1903, HOUSE BILL 2621, AND SENATE BILL 2042, FILED IN
THE 84TH SESSION OF THE TEXAS LEGISLATURE RELATING TO THE BLINN JUNIOR
COLLEGE DISTRICT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Blinn Junior College District is chartered in Washington County, Texas; and
WHEREAS, the largest number of students attending a Blinn College campus attend the Bryan campus
located in Brazos Court, Texas; and
WHEREAS, legislation (House Bill 1903) is pending in the 84th Texas Legislature that would direct a
proportionate amount of the total amount of funds the District receives from tuition, fees, and funds
appropriated to the District based on contact hours to each campus based on the percentage of the total
amount of tuition and fees collected at that campus; and
WHEREAS, legislation (House Bill 2621 and Senate Bill 2042) is also pending in the 84th Texas
Legislature that would allow the commissioners court of each county in which a branch campus of the
district with a student enrollment greater than 10,000 is located to appoint two members to serve on the
district’s board of trustees; and
WHEREAS, it is believed that this legislation would be beneficial to the Bryan campus of the Blinn
Junior College District;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
COLLEGE STATION, TEXAS:
Section 1.
That the College Station City Council hereby supports and encourages the adoption of House Bill 1903,
House Bill 2621, and Senate Bill 2402 filed in the 84th Session of the Texas Legislature.
Section 2.
This resolution shall be immediately effective upon its passage and adoption.

84R9682 JRJ-D By: Raney H.B. No. 1903 A BILL TO BE ENTITLED AN ACT relating to the distribution of funds to campuses in the Blinn Junior College District service area. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter G, Chapter 130, Education Code, is amended by adding Section 130.1222 to read as follows: Sec. 130.1222. BLINN JUNIOR COLLEGE DISTRICT; CAMPUS FUNDING. Each state fiscal biennium, the governing board of Blinn Junior College District shall direct a proportionate amount of the total amount of funds the district receives from tuition and fees and funds appropriated to the district based on contact hours to each district campus based on the percentage of the total amount of tuition and fees collected at that campus. SECTION 2. The change in law made by this Act applies beginning with the state fiscal biennium ending August 31, 2017. SECTION 3. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2015.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter E, Chapter 130, Education Code, is amended by adding Section 130.0827 to read as follows: Sec. 130.0827. ADDITIONAL TRUSTEES FOR BLINN JUNIOR COLLEGE DISTRICT. (a) Notwithstanding any other law, in addition to the members of the board of trustees of the Blinn Junior College District elected or appointed under other provisions of this subchapter, the commissioners court of each county in which a branch campus of the district with a student enrollment greater than 10,000 is located shall appoint two members to serve on the district's board of trustees. (b) Members of the board of trustees appointed under this section serve staggered six-year terms, with the term of one member expiring on February 1 every three years. (b-1) In appointing the initial members under this section, the commissioners court shall designate one of the members to serve a term expiring February 1, 2018, and the other member to serve a term expiring February 1, 2021. This subsection expires January 1, 2022. (c) Members of the board of trustees appointed under this section may participate in the decision-making of the board to the same extent as any other member of the board except that members of the board appointed under this section by the commissioners court of a county that is not located in the Blinn Junior College District: (1) may participate in the decision-making of the board only in matters not related to the imposition of a tax or the distribution of revenue raised from a tax; and (2) are counted for purposes of determining whether a quorum of the board is present only for the purpose of Subdivision (1). SECTION 2. The commissioners court of each county to which Section 130.0827, Education Code, as added by this Act, applies shall appoint the initial members of the board of trustees of the Blinn Junior College District under that section not later than December 31, 2015. SECTION 3. This Act takes effect September 1, 2015.
