1. Call meeting to order.

advice from its attorney regarding a pending or contemplated litigation subject or settlement 0t'er or
attorney-client privileged information. Litigation is an ongoing process and questions may arise s to a
litigation tactic or settlement offer, which needs to be discussed with the City Council. Upon oc asion

Aggies Go to War Exhibit Presentation
To: Kelly Templin, City Manager

Agenda Caption: Presentation, possible action, and discussion regarding an Aggies Go to
War exhibit.
Staff Recommendation: Staff recommends City Council receive the presentation from
representatives of the Aggies Go to War task force.
Summary: Later this year the Bastogne War Museum in Belgium will open to the public and
allow visitors to better understand the Second World War and more specifically the Battle of
the Bulge. To commemorate this event, the Texas A&M University System and
Bryan/College Station community have been invited to participate in the creation of an
exhibit highlighting the contribution made by Aggies at the Battle of the Bulge.
The exhibit concept would follow the life path of five young Americans from Texas A&M
University who were involved in the Battle of the Bulge. Visitors would observe these Aggies
in a prewar America, understand their preparations for the front, appreciate their actions
taken during the Second World War, and finally reflect on their lives following the war. The
exhibit would also market the university and community to an international audience as one
of seven rooms being considered for the exhibit.
The Bastogne War Museum would host a grand opening of the exhibit in addition to a joint
commemoration of the Battle of the Bulge during December 13-21, 2014. The exhibit would
be on display at the museum for the following two years and then be available for
permanent display as a local community attraction beginning December 2016.
Budget & Financial Summary: The development cost associated with the entire exhibit is
approximately $1,500,000. Of that amount, $750,000 will be funded by Belgium and the
remaining $750,000 is being asked from university and community stakeholders. Texas
A&M University has committed $375,000 and the Research Valley Partnership has
committed $50,000. City Council is being asked to fund $225,000. The City of Bryan would
fund the remaining $100,000 and received a similar presentation at its February 11th
City
Council meeting.
As part of tonight’s budget amendment, City Council will be given the opportunity to
appropriate the funding from the Hotel Tax Fund.
Future exhibit housing in Bryan/College Station has not yet been determined.

Water Supply Briefing

Agenda Caption: Presentation, possible action, and discussion regarding College Station’s
water supply and the State Water Planning Process.
Relationship to Strategic Goals: Core Services and Infrastructure; Diverse Growing
Economy
Recommendation: None, for information only.
Summary: Water supply is a critical issue for the City, and as growth continues, the
capacity of our water system must keep ahead of development. The Water Services
Department estimates our future water demands by tracking the growth patterns in our
Water Service area and projecting that growth to determine our most likely water demands
in future decades. Water Services also considers the demand reductions likely to be
achieved through an aggressive water conservation program.
Our current permitted annual capacity is projected to be adequate for the foreseeable
future, since it exceeds our projected needs at the Build-out of the water service area.
Our current peak-day capacity is projected to be adequate for another five years, and the
construction of Well 9 is programmed in the CIP to match this timeline. The need to
construct Well 10 will depend on the level success achieved through water conservation and
re-use.
The water needs of College Station are well documented in the State Water Plan. The Water
Services Dept. participates in the Regional water planning process to ensure the Regional
plan is as accurate as possible, for inclusion into the State Plan. We are also participating in
the process to prioritize all the water supply projects identified in the State Water Plan, as
required by HB 4, which sets up the State Water Implementation Fund for Texas (SWIFT).
