Call meeting to order. 2. Executive Session will be held in the Administrative Conference Room. Consultation with Attorney {Gov't Code Section 551.071 }; possible action. The City Council may seek advice from its attorney regarding a pending or contemplated litigation subject or settlement offer or attorney-client privileged information. Litigation is an ongoing process and questions may arise as to a litigation tactic or settlement offer, which needs to be discussed with the City Council. January 23, 2014 Workshop Agenda Item No. 4 Historic Preservation Committee To: Kelly Templin, City Manager From: Sherry Mashburn, City Secretary Agenda Caption: Presentation and discussion regarding the Historic Preservation Committee EOY2013 Report and Committee recommendations for 2014 HPC programs. Relationship to Strategic Goals: Not applicable Recommendation(s): No Council action needs to be taken at this time. Summary: HPC Chair, Linda Harvell, will update the Council on the Committee’s activities for 2013, culminating in the 75th Anniversary event at the George Bush Library. She will also present the Committee’s recommendations for 2014 HPC programs. NOTE: All expenses from the 75th Anniversary exhibit and related events have not been paid out at this time. Staff will bring forward a final expense report at a later date with recommendations for use of remaining funds, if any, from those allocated for 75th Anniversary activities. Budget & Financial Summary: None Reviewed and Approved by Legal: No Attachments: • Committee Report 5 To: City Council and City Staff From: Linda Harvell, Chair – Historic Preservation Committee and the 75th Anniversary Celebration Date: January 16, 2014 Re: Report from the HPC – January 23, 2014 2013 was an exciting year for the Historic Preservation Committee. As we had the 75th Anniversary Celebration Committee and the exhibit at the George Bush Presidential Library and Museum under our umbrella, our focus rested primarily on that. Combined, the HPC and 75th Anniversary Celebration Committee accomplished the following: As the committee and as private citizens, we raised nearly $50,000 in donated funds to support the events of the 75th Anniversary, keeping our promise to the City of College Station that we would not be asking for funding. We secured the Title Sponsorship from Union Pacific for the exhibit at the George Bush Presidential Library and Museum as well as all other sponsorships. Through our efforts, the City of College Station has been designated as “Train Town USA” by Union Pacific. Our committee spent hundreds of hours doing research for the exhibit as well as locating and securing items to put on display for the exhibit. Various committee members supported our marketing efforts of the Exhibit by going on TV, radio talk shows, giving interviews, etc. We worked with the A&M Garden Club to support their re-dedication of the Richard Carter Park in connection with the 75th Anniversary Celebration events. We planned a Homecoming and Reunion event at the Southwood Community Center and citizens and former residents came from across the country to attend. There were approximately 175 in attendance. 6 Our committee planned the Vintage Car Display at the George Bush Presidential Library and Museum, in conjunction with the opening of the exhibit. Nearly 50 antique cars were on display. Our committee planned yard signs for those houses that were built prior to 1938, which signified the signing of the Charter for the City of College Station. Our members placed approximately 50 “This house was here in 1938” signs around the neighborhoods. Our committee had significant input into the planning of the exhibit at the George Bush Presidential Library and Museum. As long time residents, we were able to offer insight into the city’s history, recommending specific displays to the planners, that might have otherwise gone unnoticed. Many of our committee members went through Docent Training at the George Bush Presidential Library and Museum, thus providing support staff for the College Station exhibit, specifically to visiting school groups. I would like to express my deep thanks to the HPC, the 75th Anniversary Committee, Mike Neu, the Parks and Recreation Department, the City of College Station, and to the George Bush Presidential Library and Museum for making our history celebration such a great success. In addition to the College Station 75th Anniversary Celebration: The Historic Preservation Committee hosted 11 Exploring History Luncheons, held monthly at Aldersgate Methodist Church. We researched various topics for presentation and arranged for all of the speakers. Jacob Morris, then Historic Records Coordinator, worked with the HPC on the Project Hold program. It is an ongoing process to simplify this laserfiche program, which is a storage repository for many of the city’s documents and photos, including historical data for longtime residents. For 2014, the Historic Preservation Committee recommends: Continuing with our very successful Exploring History Luncheons If there are any of the donated funds left over from the 75th Anniversary Celebration, we request that those funds be put into a special account for the HPC as we work on no budget at all. We would like to explore creating a College Station History Website, similar to that of Texas City. This would be an excellent resource for us to continue to share historical data, photos, etc., for anyone to enjoy. 7 We recommend that the Historic Marker program be actively pursued in 2014. The Agreement between the City and the Homeowner needs to be reviewed and simplified. There are a large number of oral interviews that have been recorded with various City Leaders and longtime residents over the past few years. There has never been adequate staff to transcribe those interviews and post them into Project Hold. We feel very strongly that this needs to be done as we don’t want this history to be lost. We would recommend that our Historic Records Coordinator be assigned a part-time staff person to assist in getting the interviews transcribed as it is too big of a project for one person. The HPC page on the City’s website needs to be updated on a regular basis. We would like to work with Public Communications in making sure this is accomplished. Lastly, in a perfect world, the HPC would like to assist the City of College Station in finding a permanent display area for the dozens of historical items that have been donated to Project Hold, as well as from the exhibit at the George Bush Presidential Library and Museum. As stated on the City’s website: “In 1986, the College Station City Council instituted the Historic Preservation Committee to "aid in the collection and preservation of the history of College Station and its environs and to provide for the education of citizens on our history." The committee feels very strongly that we cannot let our history be lost. 8 January 23, 2014 Workshop Agenda Item No. 6 Conference Center Sale To: Kelly Templin, City Manager From: Chuck Gilman, Deputy City Manager Agenda Caption: Presentation, possible action and discussion regarding a real estate contract in the amount of $788,430 for the City’s sale of the Conference Center property (approximately 2.15 acres) located at 1300 George Bush Drive to College Station ISD (CSISD). Relationship to Strategic Goals: 1. Financially Sustainable City 2. Core Services and Infrastructure Recommendation(s): Accept staff’s presentation. Summary: This presentation will explain the efforts city staff undertook to coordinate the sale of the Conference Center property to College Station Independent School District (CSISD).
