Call meeting to order. 2. Executive Session will be held in the Administrative Conference Room. Consultation with Attorney {Gov’t Code Section 551.071}; possible action. The City Council may seek advice from its attorney regarding a pending or contemplated litigation subject or settlement offer or attorney-client privileged information. Litigation is an ongoing process and questions may arise as to a litigation tactic or settlement offer, which needs to be discussed with the City Council. Upon occasion the City Council may need information from its attorney as to the status of a pending or contemplate d litigation subject or settlement offer or attorney-client privileged information. Providing Core Services and Infrastructure 2. Neighborhood Integrity Recommendation(s): Staff recommends approval of support for the project. Summary:Destination playground designed for full inclusion of special needs children that would: ··Serve a need for the College Station community. CSISD had 1,435 students with various disabilities enrolled in the 2013-2014 school year. ··Currently no inclusive parks/playgrounds within the service area (BVCOG seven Counties). ··Create excitement and be worthy of support from the community at large for fund raising and volunteer activities. ··Be worthy of possible Government and Foundation Grant support. The park project is a joint effort of the College Station Rotary Club, the College Station Noontime Lions Club, and the City of College Station. The groups have joined forces positively to achieve a regional facility that will serve all the children of this area, regardless of abilities. The TAMU College of Architecture, in consultation with the College Station Parks and Recreation Department, had students work on conceptual designs this past Fall Semester that will hopefully be moved to an advanced development plan for the facility. The students studied several existing inclusive parks around Texas and across the United States. Possible locations discussed included Central Park, Bachmann Park, and Anderson Park. Central Park was chosen as the best location for the inclusive playground due to ease of access, existing park amenities, available space, parkland dedication funds available, and visibility. The service clubs would pursue possible grants or non-profit organization funding, and involve the community in actual building of the facility. The City of College Station would oversee the project and would be responsible for the long term operations and maintenance. These costs would be supplemented by ongoing donations to a dedicated fund specifically for the inclusive playground. This project was on the Parks and Recreation Advisory Board agenda on February 11th and received unanimous approval. Budget & Financial Summary:The project is estimated to cost approximately $2,000,000 at completion. Depending on successful fund raising efforts, the Park could be built in phases. City funding that would be allocated toward the project would come from the Parkland Dedication Community Park Zone “C”. At request of the City Council this presentation will outline the current problems we are having with our radio system and the steps we are taking to improve radio communications. This will include a review of some of the key budget policies. This will also be an opportunity for the City Council to provide any initial direction going into the FY 15 budget process. The proposed budget review calendar for FY 15 will also be reviewed and discussed. A meeting of the Council Finance and Budget Committee was held on March 17.
