1. Call meeting to order.
2. Executive Session will be held in the Administrative Conference Room.
Consultation with Attorney {Gov’t Code Section 551.071}; possible action. The City
Council may seek advice from its attorney regarding a pending or contemplated litigation
subject or settlement offer or attorney-client privileged information. Litigation is an ongoing
process and questions may arise as to a litigation tactic or settlement offer, which needs
to be discussed with the City Council. Upon occasion the City Council may need
information from its attorney as to the status of a pending or contemplate d litigation
subject or settlement offer or attorney-client privileged information. After executive session
discussion, any final action or vote taken will be in public. The following subject(s) may be

Staff recommends Council receive the presentation.
Summary:
Beginning in 2011, Chris Field started the BCS Marathon as a way to raise funds and awareness for
the Mercy Project. The Mercy Project works to eradicate child slavery in Ghana, Africa by creating
new economic opportunities as an alternative to forced child labor.
The marathon also provides donations to other local charities including the education foundations for
both Bryan and College Station ISD, and Twin City Mission Youth & Family Services. Approximately
$375,000 has been raised for these local children’s charities over the last three years.
Currently recognized as the highest rated marathon in the state of Texas according to
marathonguide.com, the race hosts runners from across the United States as well as multiple
international participants. These runners typically are accompanied by friends and family on race
weekend that also contribute to the local economy by spending money on lodging, dining, and
shopping.
Both the Bryan City Council and College Station City Council each proclaimed December 8, 2013 as
“Scott & White BCS Marathon Day” and were recognized as a 2013 Silver Sponsor. The City of
College Station provided $10,000 for the 2013 marathon as part of the Hotel Occupancy Tax Grant
Program administered by the Bryan-College Station Convention & Visitors Bureau. The City of Bryan
provided $8,000 as part of the same program.

Recommendation(s):Staff recommends that the specified school zones be evaluated and that staff
work with the school district to develop and implement a plan to improve bicyclist safety,if one is
needed.
Summary:Staff has started looking at the possibility of safety issues in school zones due to the
absence of bike lanes near some schools.Five schools in the College Station Independent School
District were found to be adjacent to streets that did not have bike lanes,but were identified in the
Bike Master Plan to eventually have them.Staff has evaluated the need for bike lanes at two of the
schools.Additionally,staff has met with the principals of each school to gather information regarding
their observations as well as the impacts that bike lanes would have on the schools.
Staff is seeking direction from the City Council regarding the process being used, which includes:
1.Observations and evaluation of traffic and bicycles by City staff
2.Observations and input from the school Principal
3.Coordination with the school in developing a plan, if needed
