1. Call meeting to order.
2. Executive Session will be held in the Administrative Conference Room .
Consultation with Attorney {Gov’t Code Section 551.071}; possible action. The City
Council may seek advice from its attorney regarding a pending or contemplated
litigation subject or settlement offer or attorney -client privileged information. Litigation is
an ongoing process and questions may arise as to a litigation tactic or settlement offer ,
which needs to be discussed with the City Council. Upon occasion the City Council
may need information from its attorney as to the status of a pending or contemplated
litigation subject or settlement offer or attorney -client privileged information. After
executive session discussion, any final action or vote taken will be in public. The

Recommendation:Staff recommends Council receive the presentation.
Summary:In 2011 the Bryan-College Station Convention &Visitors Bureau (CVB)engaged the
Indigo Resource Group to study how to improve the effectiveness and efficiencies of the hotel
occupancy tax (HOT)investments,and then make observations and recommendations to have that
happen.The final report was delivered in June 2011,which the CVB then focused on three initiatives:
(1)standardize the allocation process for requests to utilize HOT funds,(2)create and implement a
way finding master plan, and (3) strengthen stakeholder relationships.
On June 14,2012 city staff presented to Council an overview of a proposed HOT fund event grant
application,review,and approval process in an effort to standardize how allocations are made for
use of HOT funds.Staff worked with the CVB and the City of Bryan to collectively come to agreement
for the basis of a program while leaving the actual approval for the use of each City’s HOT funds
independent of the other.Staff also worked closely with the City Attorney and attorneys with the
Texas Hotel & Lodging Association.
During the retreat earlier this year,City Council requested that representatives from the CVB provide
an update regarding the grant program at the next available Workshop.
Budget &Financial Summary:The FY14 Approved Budget includes $128,000 for the existing
program.
