Call meeting to order. 2. Employee Recognition, Recognition of Employee of the Year nominees and Reception. 3. Recognition of Bob Cowell, Executive Director of Development Services, for his meritorious service to the City of College Station, Texas and congratulating him on his move to Amarillo, Texas. 4. Executive Session will be held in the Administrative Conference Room. Consultation with Attorney {Gov’t Code Section 551.071}; possible action . The City Council may seek advice from its attorney regarding a pending or contemplated litigation subject or settlement offer or attorney-client privileged information. Litigation is an ongoing process and questions may arise as to a litigation tactic or settlement offer, which needs to be discussed with the City Council. Upon occasion the City Council may need information from its attorney as to the status of a pending or contemplated litigation subject or settlement offer or attorney-client privileged information. After executive session discussion, any final action or vote taken will be in public. The following subject(s) may be discussed: a. College Station v. City Secretary Economic Incentive Negotiations {Gov’t Code Section 551.087}; possible action a. Economic incentives for a proposed development located at or near University Drive and Tarrow/East Tarrow Streets in College Station. The City Council may deliberate on commercial or financial information that the City Council has received from a business prospect that the City Council seeks to have locate, stay or expand in or near the city with which the City Council in conducting economic development negotiations may deliberate on an offer of financial or other incentives for a business prospect. Council meetings are broadcast live on Cable Access Channel 19. 5 December 12, 2013 City Council Workshop Item No. 7 Mayor Pro Tempore To: Kelly Templin, City Manager From: Sherry Mashburn, City Secretary Agenda Caption: Presentation, possible action, and discussion on the election of Mayor Pro Tempore. Summary: At the first meeting of each new City Council, one of the council members shall be elected Mayor Pro Tem and shall hold the office for one year. It is the responsibility of the Mayor Pro Tem to act as Mayor during the disability or absence of the Mayor. In this capacity, the Mayor Pro Tem has the rights conferred upon the Mayor. Attachments: • None 6 December 12, 2013 Workshop Agenda Item No. 8 Rental Registration Program To: Kelly Templin, City Manager From: Bob Cowell, AICP, CNU-A, Executive Director - Planning & Development Services Agenda Caption: Presentation, possible action, and discussion regarding an administrative fine process and survey efforts associated with possible changes to the rental registration ordinance. Relationship to Strategic Goals: Neighborhood Integrity Recommendation(s): Staff recommends Council provide direction to staff regarding survey questions, survey methodology, and assessment of administrative fines associated with the rental registration program. Summary: At the special workshop meeting on October 30, Council provided feedback to staff regarding possible changes to the rental registration ordinance. This item will address two items raised at the special workshop meeting – the possibility of assessing an administrative fine or penalty for violations of the rental registration ordinance and survey efforts. Staff will be prepared to facilitate a discussion regarding proposed survey questions and methodology regarding the rental registration program. Staff will also be prepared to discuss the possibility of assessing administrative fines for violations of the rental registration ordinance.
