1. Call meeting to order.
2. Executive Session will be held in the Administrative Conference Room.
Consultation with Attorney {Gov't Code Section 551.071}; possible action. The City Council may seek
advice from its attorney regarding a pending or contemplated litigation subject or settlement offer or
attorney-client privileged information. Litigation is an ongoing process and questions may arise as to a
litigation tactic or settlement offer, which needs to be discussed with the City Council. Upon occasion
the City Council may need information from its attorney as to the status of a pending or contemplated
litigation subject or settlement offer or attorney-client privileged information. After executive session
discussion, any final action or vote taken will be in public. The following subject(s) may be discussed:

effect on the position of the City in negotiations with a third person. After executive session discussion,

a. Property located generally northwest of the intersection of First Street and Church Avenue in College
Station.

appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer.

Economic Incentive Negotiations {Gov't Code Section 551.087}; possible action The City Council may
deliberate on commercial or financial inforn1ation that the City Council has received from a business
prospect that the City Council seeks to have locate, stay or expand in or near the city with which the City
Council in conducting economic development negotiations may. deliberate on an offer of financial or other
incentives for a business prospect. After executive session discussion, any final action or vote taken will
be in public. The following subject(s) may be discussed:
a. Economic incentives for a proposed development located near the intersection of Holleman South and
Rock Prairie Road West in College Station.
b. Economic incentives for a proposed development located generally near State Highway 6 in the College
Station Extraterritorial Jurisdiction.

Fiber Optic Cable Options

Agenda Caption: Presentation, possible action, and discussion regarding consideration of
options for future city fiber optic cable use.
Relationship to Strategic Goals:
1. Core Services and Infrastructure
Recommendation(s): Provided for information and consideration and possible direction to
staff by Council.
Summary: At the January 24, 2013 Workshop meeting, Council received a briefing
regarding The University Community Next Generation Innovation Project, or Gig.U from
Executive Director Blair Levin. Following this briefing, Councilman Benham met with
representatives for the RVP, Bryan, Brazos County, Texas A&M, and BVCOG advocating the
establishment of an area effort to fund participation in Gig.U and to establish an advisory
council under the RVP to guide the effort. This Council, the Research Valley Technology
Council, has worked with participating entities to develop and staff a Request for Interest
(RFI) that will be released to industry seeking interest in developing next generation
bandwidth service to the area.
During discussion and development of the RFI, several questions were raised that warrant
discussion among Council to determine if policy direction needs to be given to staff.
Budget & Financial Summary: This briefing is provided for information and to seek
direction from Council.

City Regulation of Short-Term Rentals in Residential Areas – Game Day Housing

Agenda Caption: Presentation, possible action, and discussion regarding current City
regulations of short-term rentals of homes in residential areas and possible revisions to the
same.
Relationship to Strategic Goals: Financially Sustainable City, Core Services and
Infrastructure, Neighborhood Integrity, Diverse Growing Economy
Recommendation(s): Staff recommends Council provide direction regarding revisions to
regulations imposed upon short-term rentals
Summary: Upon joining the SEC and with recent success in TAMU athletic programs,
increased attendance at athletic events has stimulated interest in the short-term rental of
homes in residential areas of the City – so-called game-day rentals. Currently, City Code
generally classifies such uses as a hotel or bed and breakfast and limits their applicability in
residential neighborhoods – essentially prohibiting hotels and limiting the operations of bed
and breakfast establishments.
At the request of Council, staff has prepared this workshop item to facilitate a discussion
regarding current regulations and to gauge Council interest in revising these regulations. If
there is interest in revising these regulations, staff is looking for clarification and direction.
