1. Call meeting to order.
2. Executive Session will be held in the Administrative Conference Room.
Consultation with Attorney {Gov't Code Section 551.071}; possible action. The City Council may seek
advice from its attorney regarding a pending or contemplated litigation subject or settlement offer or
attorney-client privileged information. Litigation is an ongoing process and questions may arise as to a
litigation tactic or settlement offer, which needs to be discussed with the City Council. Upon occasion
the City Council may need information from its attorney as to the status of a pending or contemplated
litigation subject or settlement offer or attorney-client privileged information. After executive session
discussion, any final action or vote taken will be in public. The following subject(s) may be discussed:
Litigation
a. City of Bryan's application with TCEQ for water & sewer permits in WestsidelHighway 60 area,
near Brushy Water Supply Corporation to decertify City of College Station and certify City of
Bryan

Economic Incentive Negotiations {Gov't Code Section 551.087}; possible action The City Council may
deliberate on commercial or financial information that the City Council has received from a business
prospect that the City Council seeks to have locate, stay or expand in or near the city with which the City
Council in conducting economic development negotiations may deliberate on an offer of financial or other
incentives for a business prospect. After executive session discussion, any final action or vote taken will
be in public. The following subject(s) may be discussed:
a. Economic development incentives to prospect in West College Station.
3. Take action, if any, on Executive Session.

Conference Center Evaluation

Agenda Caption: Presentation, possible action, and discussion on a professional services
contract with Hawkins Architecture for $11,000 for an additional analysis to refine the
construction cost estimate to repair the Conference Center to the level where the facility can
be safely occupied.
Relationship to Strategic Goals: Core Services and Infrastructure - Plan for and invest in
infrastructure, facilities, services, personnel and equipment necessary to meet projected
needs and opportunities.
Recommendation(s): Staff is seeking to confirm previous direction for the City Council
regarding the need for an additional study to determine the estimated construction cost to
repair the Conference Center to the level where the facility can be safely occupied.
Summary: On May 31, 2012, Hawkins Architecture was authorized to complete an
evaluation of the City of College Station Conference Center located at 1300 George Bush
Drive. The scope of the evaluation was to identify areas of the Conference Center that need
to be upgraded to meet current building code and prepare a construction cost estimate for
the proposed corrections. The evaluation included Texas Accessibility Standards and
Americans with Disabilities Act compliance, structural systems, mechanical, electrical,
plumbing, and current building code. On July 5, 2012 Hawkins Architecture notified the City
of significant structural issues with the building and recommended the facility be closed for
safety.
On August 9, 2012 city staff delivered a presentation to the City Council explaining the
results of the investigation and the observations made by the structural engineer causing
enough concern to recommend that the facility be closed. The City Council provided staff
with direction to perform an additional study to determine the construction cost to repair
the existing structure to a level where it can be safely occupied by city staff and the general
public.
This contract will provide a more detailed analysis of the existing structural systems in roof
and floor of the building, a conceptual design of the necessary improvements, and an
opinion of probable construction cost.
Budget & Financial Summary: The budget for this project is currently $25,000. The
contract with Hawkins Architecture for the evaluation is in the amount of $11,000.00.

TAMU Transit and the “District’s” dual-ridership program update

Agenda Caption: Presentation, and discussion regarding TAMU Transit and the “District’s”
dual-ridership program and future expansion of transit services to South College Station by the
District.
Relationship to Strategic Goals: Core Services and Infrastructure, Improve Multi-Modal
Mobility
Recommendation(s): Receive presentation from TAMU Transit and the “District”.
Summary: Texas A&M University Transit and the “District” have developed a dual-ridership
program, specifically for A&M students. This presentation is an update on the progress of the
program. The presentation will also cover future expansion of services by both providers
especially by the “District” to South College Station. Future, funding partnership opportunities,
similar to the bus shelter matching grant will also be discussed.
Budget & Financial Summary: The City does not provide direct financial support for these two
transit providers.

West Nile Virus Update
To: David Neeley, City Manager
From: Jason Stuebe, Assistant to the City Manager
Agenda Caption: Presentation, possible action and discussion regarding an update
from the Brazos County Health Department on the West Nile Virus and response
plans for other large scale public health incidents.
Recommendation(s): Staff recommends that the Council receive the update.
Summary: At the August 23rd
Budget & Financial Summary: The City of College Station allocated $326,500 to
the Brazos County Health Department in Fiscal Year 2013 as based upon an
Interlocal Agreement that was originally approved by the Council on January 14,
2010.
City Council Meeting, the Council asked to receive an
update from the Brazos County Health Department on its response to mitigating the
spread of West Nile Virus as well as a general overview of their response plans for
other large scale public health incidents. Executive Director Ken Bost and members
of the Health Department Staff will make the presentation to the Council.
