1. Call meeting to order.
Executive Session will be held in the Administrative Conference Room.
Consultation with Attorney (Gov't Code Section 55 1.071 1; possible action. The City Council may seek
advice from its attorney regarding a pending or contemplated litigation subject or settlement offer or
attorney-client privileged information. Litigation is an ongoing process and questions may arise as to a
litigation tactic or settlement offer, which needs to be discussed with the City Council. Upon occasion
the City Council may need information from its attorney as to the status of a pending or contemplated
litigation subject or settlement offer or attorney-client privileged information. After executive session
discussion, any final action or vote taken will be in public. The following subject(s) may be discussed:

TCEQ Public Meeting – Brazos Valley Disposal Facility

Agenda Caption: Presentation, possible action, and discussion on a scheduled public
meeting concerning a proposed permit to operate the Brazos Valley Disposal Facility, a
Municipal Solid Waste Type IV disposal facility.
Relationship to Strategic Goals: Neighborhood Integrity – Share information and
communicate with neighborhood groups though multiple media outlets.
Recommendation(s): Not applicable.
Summary: On June 21, 2012, the TCEQ Executive Director confirmed and scheduled a July
19, 2012 public meeting on the proposed Brazos Valley Disposal Facility permit
application. The meeting will take place at the Brazos County Expo Complex Ballroom
Building and will start at 7:00 PM. The meeting will be located in Meeting Rooms 1 and 2.
Representatives from TCEQ and the applicant will be present for a two part public meeting
consisting of an informal discussion segment and a formal comment period. During the
informal discussion period, the public will be encouraged to ask questions of the applicant
and TCEQ staff concerning the permit application. The formal comment period at the
meeting will be the final public comments accepted by the TCEQ for determining if the
application will be subject to a contested case hearing.
According to the permit application, the proposed Brazos Valley Disposal Facility will be
located within the extraterritorial jurisdiction of the City of College Station, approximately
1,300 feet northwest of the intersection of Stewarts Meadow and FM 60 (Raymond Stotzer
Parkway). The facility will have a permitted footprint of 42-acres and will be approximately
112 feet in height from ground level at full design build out. The proposed landfill will
contain approximately 4.2 million cubic yards of material, and may accept up to 800 tons
per day of construction and demolition wastes.
The application has received four protestant comments, with three from within the public
notice area for the application, and one was from a homeowner located nearby but outside
of the TCEQ quarter mile notification requirement.

Keep Brazos Beautiful Annual Report

Relationship to Strategic Goals: Core Services and Infrastructure
Recommendation(s): Staff recommends the City Council receive the presentation.
Summary: The City Council has expressed a desire to hear periodic reports from its contract
partner agencies funded by the City. Amy Reed, Executive Director of Keep Brazos Beautiful
will provide a report on the activities of the non-profit organization for the current fiscal year.
Budget & Financial Summary: The City provides $50,240 in funding to Keep Brazos Beautiful
from the Sanitation Division Fund.
