Minutes (11-03-1998)Members Present: Julius Gribou, Bill Boyett, Richard Benning, Susie Striegler, Cheryl Anz, John Raney, Elton Abbot, Andrew Howard, Leslie Randolph, Mary Elizabeth Dresser. Staff Present: Tom Brymer, Todd McDaniel, Kelly Chapman. Chairman Gribou called the meeting to order and welcomed those in attendance. I. Patricia Street Parking Lot Report Todd McDaniel briefed the NRB on the status of the parking lot. Mr. Howard raised questions about the $4.00 daily maximum. Chairman Gribou explained to the Board that the operational systems for the lot was a part of what should become a larger system addressing the planned parking garage, on -street parking, and the Patricia Street Lot. Mrs. Anz observed that the on -street parking was a critical element of that system and that there was a need to remove some of that parking now. Mr. Brymer explained that the city was currently in a implementation mode and stressed the importance of following through on the entire system. Discussion also involved parking lot signage. The consensus of the Board was to try to do more signage while trying to maintain a high aesthetic quality. Mr. Benning then motioned to modify the parking lot's rate structure to .50 cents per hour during the daytime hours. Mrs. Striegler seconded the motion. The motion was unanimously approved. II. Promenade Grand Opening Report This item was presented by Mr. Brymer. He explained that the Promenade was substantially complete and that a Christmas event/lighting in conjunction with the Northgate District Association was in the works. Mrs. Anz told the Board that Jody Bates had been hired by the Association to coordinate the event and that she would be working with Ms. Chapman on this project. Mrs. Anz also asked for assistance with a Christmas Tree and Banner Brackets. There was also discussion by the Board on lighting issues facing the district and a question about the timeline for a possible signal at Boyett and University Drive. Upon completion of this item, the meeting was adjourned.
