To restore and preserve the historical integrity and character of targeted areas and
blighted commercial structures, and to maintain or increase the economic vitality
of these properties.
Program Summary
The city provides approximately 75% of eligible costs with the applicant provid-
ing the remaining. Only certain exterior facade improvements are eligible. Appli-
cants are responsible for interior improvements and any other ineligible expenses.
Committee review ensures that code and architecturally appropriate design and
construction are employed. For projects of $25,000 or more, liens are placed against
the property for a period of five years to ensure program guideline compliance.
Eligible Repairs
Exterior code violations must first be corrected. Afterwards, other less critical reno-
vations may proceed, to include: painting; door and window repair/replacement;
brick/masonry repair; electrical and lighting improvements; structural improve-
ments; awnings installation/repair; and accessibility improvements. Interior re-
pairs and improvements are the responsibility of the applicant.
Past Projects
Completed in 1996, the Spark's (Campus Photo) Building was recently named a
finalist in the Texas Downtown Association's President's Award competition. Also
completed in 1996, the University Book Store also received a "face-lift" through
the Facade Improvement Program. Recently completed, the 315 Church Street
Project dramatically improved the appearance of this property.
