Call to Order and Announce a Quorum is Present With a quorum present, the Workshop of the College Station City Council was called to order by Mayor Mooney at 4:32 p.m. on Thursday, August 24, 2017 in the Council Chambers of the City of College Station City Hall, 1101 Texas Avenue, College Station, Texas 77840. 2. Executive Session In accordance with the Texas Government Code §551.071-Consultation with Attorney, Legal Advice and §551.074-Personnel, the College Station City Council convened into Executive Session at 4:32 p.m. on Monday, August 24, 2017 in order to continue discussing matters pertaining to: A. Consultation with Attorney to seek advice regarding pending or contemplated litigation; to wit: • Kathryn A. Stever-Harper as Executrix for the Estate of John Wesley Harper v. City of College Station and Judy Meeks; No. 15,977-PC in the County Court No. 1, Brazos County, Texas; and • Charlton F. Clayton v. City of College Station; Case: 4:16-cv-03485 in the US District Court for the Southern District of Texas Houston Division. Consultation with attorney to receive legal advice; to wit: • Legal advice regarding organizational issues concerning the Brazos Valley Convention and Visitors Bureau. C. Deliberation on the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer; to wit: • Council Self Evaluation The Executive Session recessed at 4:57 p.m. 3. Take action, if any, on Executive Session. No action was required from Executive Session. 4. Presentation, possible action and discussion on items listed on the consent agenda. Items 2b, 2c, 2d, 2e, 2f and 2g were pulled from Consent for clarification. (2b) and(2c): Timothy Crabb, Director of Electric, gave clarification on the bid process for these items which included various long lead time equipment and two (2) 3-phase electric substation transformers which are planned to be installed during the construction of the Graham Road Substation in 2018. (2d): Troy Rother, Sr. Traffic Engineer, gave clarification on how Traffic Engineering performed a line of sight criteria, finding that the sight distance for vehicles sitting at the existing stop sign on the westbound side of Thomas Street was inadequate to see vehicles approaching the intersection, which determined that a four-way-stop was needed at the intersection of Thomas Street and Dexter Drive. (2e): Heather Woolwine, Recycling & Environmental Compliance Manager, explained the initial term of the Agreement was for two years, this renewal will extend the contract for an additional three (3) year term for a total of five (5) years. (2f): Donald Harmon, Director of Public Works, explained the reduction in the amount for the construction contract with Garney Construction for the construction of water well #9 and the collection line. (2g): Donald Harmon, Director of Public Works, explained the project that includes the installation of approximately 320 LF of 30-inch ductile iron water pipe, 140 LF of 42-inch steel casing pipe, and installation of a 3-inch air release valve, generally located west of the FM2818 and FM60 intersection. The existing 30-inch RCCP water line will be partially removed,while the majority will be grout filled. WKSHP082417 Minutes Page 2 5. Presentation, possible action, and discussion on the Fiscal Year 2018 BVSWMA, Inc. proposed budget. Bryan Griesbach, Executive Director, BVSWMA, Inc., presented the proposed 2018 BVSWMA, Inc. budget, that was considered and approved by the BVSWMA, Inc. Board on August 2, 2017. The FY2018 BVSWMA, Inc. proposed budget revenue is $8,921,735 and the total expenses are $9,440,309. The proposed budget also reduces the gate rate for both owning cities from $20.50 to $20.00 per ton. 6. Presentation, possible action, and discussion on examining land in the ETJ that could be established as park preserves. David Schmitz, Director of Parks and Recreation, provided an overview on parkland needs and possibilities in College Station's ETJ to include Parks and Recreation Master Plan, current Parks and Greenways properties, current land purchase efforts, Parkland Dedication Ordinance, and funding possibilities. He presented areas of land in the ETJ that could be established as park preserves. 7. Presentation, possible action, and discussion regarding the Traffic Systems and Traffic Engineering Divisions of Public Works receiving the Institute of Transportation Engineers 2017 Public Agency Council Achievement Award for the implementation and utilization of the Traffic Control Center. Troy Rother, Sr. Engineer II,provided an overview of the Traffic Systems and Traffic Engineering Divisions of the Public Works Department that was recognized at the Institute of Transportation Engineers annual meeting in Toronto, Canada, and was presented with the 2017 Public Agency Council Achievement Award for the Traffic Control Center (TCC). This award recognizes agencies that have achieved excellence through the management of implementing innovative ideas and understanding the importance of support systems that provide the delivery of outstanding transportation engineering, planning, and operations. This project was selected by the Public Agency Council Committee for the divisions' cooperative efforts in implementing the Traffic Control Center (TCC). Through new equipment that replaced the 20 year old technology in the field,the TCC is utilized by staff to improve traffic conditions around the city. The City of College Station was the first agency in the State of Texas to implement Signal Performance Measures. 8. Presentation, possible action, and discussion regarding possible participation in the Bloomberg Philanthropies Mayors Challenge. Jeff Capps, Assistant City Manager, presented an overview of how U.S. mayors face bigger challenges then before. The 2017 Mayors Challenge, sponsored by Bloomberg Philanthropies, is designed to deliver results and improve the quality of life for our citizens. Earlier this week the Mayor, City Manager's Office, and Community Services was visited by a representative from Bloomberg Philanthropies who lead them through the Idea Accelerator workshop. The Idea Accelerator is designed to help organizations find impactful but feasible situation to the problems cities are facing, and develop generative questions while pinpointing opportunities too better help out cities. Councilmember Brick reported on the Transportation Chamber Meeting. Mayor Mooney reported on Walk with the Mayor and the upcoming TML Region X meeting. 11.
