COUNCILMEMBERS PRESENT: Mayor Ringer, Councilmembers Schneider, Kennady, Crouch, Gardner, McIlhaney COUNCILMEMBERS ABSENT: Councilmember Brown STAFF PRESENT: City Planner Callaway, Senior Planner Kee, Development Services Director Ash, City Secretary Hooks, Planning Technician Thomas, Map Specialist Manhart, Transportation Planner Hard VISITORS PRESENT: See guest register &qenda Item No. 1 - Discussion of FM 2818 Land Use Plan. Mayor Ringer stated that the purpose of the meeting is to discuss the 2818 Land Use Plan. He referred to the rezoning request by Walmart. If rezoning occurred, action would be necessary to amend the Land Use Plan. This meeting was scheduled for council to receive input from staff and the Planning and Zoning Commissioners. Senior Planner Jane Kee presented an update. In August of 1992, the Council adopted the recommendations from the FM 2818 Study. In the study, council concluded with several recommendations. She described the land use plan as a non-retail corridor along 2818 within a larger area, low in medium density residential. Subsequently, Walmart submitted a rezoning request for C-1 General Commerical. The Planning and Zoning Commission held a public hearing and recommended to the Council denial of the rezoning request. The request was tabled by the council in February in order to review the land use plan. Thereafter, the council reviewed the land use plan in further detail. She noted the difficulty for having commerical land uses on the north side of 2818 because of the shallow depth of the property. Councilman Gardner asked if the change in the land use plan will require a public hearing. If so, should we know what the change will be? Another question related to strategic planning. City Council Special Workshop Meeting Wednesday, March 3, 1993 Page 2 Senior Planner Kee indicated that the city will hold a public hearing if a decision is made to revise the land use plan. Mayor Ringer intends to place a public hearing on the agenda if there is an agenda item for consideration of change to the land use plan. Julius Gribou asked for clarification of the original plan. Ms. Kee replied that the objectives identify the plan. Mr. Gribou asked about the plan for Dartmouth. Ms. Kee replied that Dartmouth serves an important function. Kyle Hawthorne stated that he served on the subcommittee which looked at Dartmouth. Several people expressed concern to them. The committee did not approach this area as a major business district. The Plan was adopted this way because the members felt medium density was the best use for the property. Councilman Gardner asked staff to explain the concept of strategic planning. Ms. Kee replied that she understood strategic planning as being more flexible, but not any less visionary. Mayor Ringer stated that the city should be able to react to changes in the nature of the community. Some councilmembers felt the land use plan did not show the appropriate land use for this area and this is why there were meetings to discuss the land use plan. The purpose of the meeting was to help the council decide what is the most appropriate use of the area. Julius Gribou stated that all objectives must be kept in mind. Councilman Schneider arrived at the meeting. Councilman Kennady asked if any of the objectives changed in order to make revisions to the plan. Ms. Kee replied that you can have one set of objectives and develop two or more scenarios. This is a good question. It may be the objectives are different now. Councilman Crouch made several comments. Since the study was completed, one objective that is not listed and it is vital, in her opinion, is economic development and its impact on the city and the school district. Councilman McIlhaney remarked that this community lacks a professional business district. The 2818 corridor meets the objectives and provides the economic basis for the school district and the city. She stated that her dilemma is whether the commerical need here will fulfill the entire city's needs in the future. City Council Special Workshop Meeting Wednesday, March 3, 1993 Page 3 Councilman Schneider commented this area is the heart of the "Golden Triangle". He quoted from an article in the newspaper; ..."this issue is not about taxes, not about competition, and not about Walmart...". There are many key elements to consider. The bottom line for the council to answer is, what will be the best use for this land. Mr. Hawthorne added that the bottom line is the community's position on this issue and their vision for the city. From his standpoint, the community favors the current land use plan. Councilman Kennady stated that he has considered all viewpoints, but the question remains as to what circumstances have arisen to change the golden triangle to a retail triangle. Mayor Ringer replied that his question should be considered by each individual councilmember. Councilman Gardner remarked that this area is ideal for townhomes. Discussion followed. Councilman McIlhaney commented that the city does not have a clear vision for the community and this may be one reason why we do not have direction in looking at the overall picture of the city. Commissioner Hall commented on the traffic projections. Transportation Planner Edwin Hard replied the projections were based on the city's current land use plan. Mr. Hard added that if this area changed to a commercial area, according to the Highway Department, signals at the intersection of 2818 and the frontage road would not be necessary. Mayor Ringer thanked the Commissioners for their time to meet with the Councilmembers.
