As the council continues within the next three months on the budget, the council should provide clear direction to the staff with their priorities. Mr. Ragland acknowledged Peggy Calliham, Public Information Officer. She coordinated the work on the Annual Report and Video. She recognized members of the Public Relations Task Force. The annual report was presented to the council. Executive Director Linda Piwonka reviewed major accomplishments in the past year. She also highlighted the major activities in the departments and presented graphic illustrations of several service level indicators. City Manager Ragland emphasized that the staff has focused on daily operations to provide for increased efficiencies and productMty. City Attorney Cathy Locke outlined the continuous improvement projects. She noted that these projects are undertaken by management to enable the organization to improve service delivery and maximize resources. Finance Director Glenn Schroeder presented a status report on current council issues. Several of these issues are economic development, sidewalks/bikeways, community appearance (streetscape), solid waste disposal, and Wolf Pen Creek. Assistant City Manager John Woody focused on the new council related projects in the last twelve months. Such as annexations, FM 2818 land use study, 200 acre business park, demand driven fees, Wolf Pen Creek, Charter election, and fiscal impact analysis. The council recessed for a break at 2:55 p.m. The staff continued presentations at 3:10 p.m. The meeting was adjourned at 4:15 p.m. The City Council commenced discussion on Wednesday, July 1st at 1:00 p.m. City Council Pre-Budget Worksessions Tuesday, June 30 - July 1 Page 2 The staff identified key strategic decision points. 1. Prosperity/Managed Growth 2. Environment/Culture 3. Health/Welfare/Safety 4. Efficiency and Convenience 5. Recreation/Tourism 6. Communication 7. Educational Excellence The council presented their opinions on each of these points. Mr. Jim McCord discussed the utility rate structure for FY 1992-93. Assistant City Manager John Woody focused on the Streetscape Plan. In addiition, discussion was held on service duplication with Texas A&M University. PARD Director Steve Beachy addressed the Council regarding the issues of greenbelts and Lincoln Center Corridor. Administrative Assistant Frank Simpson addressed the Comprehensive Communications Plan. Mayor Ringer adjourned the meeting at 5:00 p.m. ST: .
