HomeMy WebLinkAbout02/01/2017 - Regular Agenda - Archived Posting - BCS Metropolitan Planning OrganizationPolicy Board Meeting Agenda Wednesday, February 1, 2017, 9:00 AM Brazos County Commissioners' Courtroom 200 South Texas Avenue, Bryan, Texas 77803 AGENDA 1) Welcome and Open Meeting -Pledge of allegiance to the United States and Texas Flags and Invocation. 2) Election of Chair and Vice -Chair for the Policy Board -The Policy Board nominates and elects a Chair and Vice -Chaim every two years for a two- year term. Elections are to be held in odd numbered Fiscal Years, usually during the first quarter (October -December) of that Fiscal Year. However this Fiscal Year, local government elections and when newly elected Council Members and Commissioners would be sworn in prevented stafffrom knowing exactly who would be on the Policy Board until the Policy Board meeting in January. The Policy Board did not meet in January, leaving this meeting as the first when the Policy Board can hold its election. The MPO bylaws allow for any voting member of the Policy Board to be nominated and elected to serve as the Chair or Vice -Chair. Action Required. 3) Public Comments regarding items not on the agenda -Individuals who wish to address the Policy Board must fill out a Public Comment Card describing the topic(s) they wish to address. Public Comment Cards may be obtained from Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic. Additional time will be allotted if Policy Board members have questions. 4) Minutes from the December 7, 2016 Policy Board meeting. -Consider adoption - Action Required. (See attachment.) 5) Staff Report • Website Update • FM 60 Bicycle and Pedestrian Access and Safety Concepts • Public Engagement Plan • FM 2818 Corridor Study • Brazos Transit District Demographics and Operations Study • Major Thoroughfare Concept Meetings (See attachment.) 3833 SOUTH TEXAS AVENUE, SUITE 290 BRYAN, TEXAS 77802 PHONE (979) 260-5298 FAX979 ( ) 260-5225 WEBSITE: WWW.BCSMPO.ORG 6) Category Two Funding Formula Recommended by the Texas Association ofMPO's -The Texas Association of MPO's (TEMPO) has been meeting for several months to develop a recommendation to the Texas Transportation Commission on a new funding formula for distribution of Category Two funds. TEMPO concluded its discussions on January 6, 2017 by reaching a consensus on a new formula. Under the old formula, the Bryan/College Station MPO would receive $132,762,500 over a ten-year period. Using the new TEMPO formula, the B/CSMPO would receive ,$108,679,274 over the ten-year period. The TEMPO's agreement with the Commission allows for any MPO that voted against the formula, or abstained during the voting process, to file a Minority Report stating what objections they have with the new , formula and how the formula should be modified. The Technical Advisory Committee (TAC) recommended that the MPO Policy Board file a Minority Report that is prepared by MPO staff and reviewed and approved by the TAC at their February meeting. Action Required. (See attachment.) 7) Smart State Symposium Report -At the conclusion of the Smart State Summit, participating communities agreed to continue the effort by developing a series of guiding principles and asked each of the participants to develop three projects for implementation in the coming years. MPO Director Dan Rudge will present the first in a series of guiding principles and the selected Team Bryan/College Station projects. This is an information item only.
